RENAME STREET TO STEPHEN CARR MEMORIAL BOULEVARD:
A RESOLUTION TO RENAME THAT PORTION OF PORTER ROAD BETWEEN DEANE
STREET AND MOUNT COMFORT ROAD TO STEPHEN CARR MEMORIAL BOULEVARD
AND TO APPROVE A BUDGET ADJUSTMENT
WHEREAS, Stephen Paul Carr grew up in Woodsland, Texas and attended college at Southwest
Baptist University in Bolivar, Missouri where he played football and earned his Bachelor of Science in
Economics and Finance; and
WHEREAS, after moving to Fayetteville and working at Sam's Club, Stephen Carr followed his
lifelong dream of being a police officer by joining the Fayetteville Police Department in April of 2017:
and
WHEREAS, Stephen Carr successfully completed the Arkansas Law Enforcement Training
Academy, his field training with the Fayetteville Police Department, and began his career as a patrol
officer in December of 2017. and
WHEREAS, Officer Stephen Carr served Fayetteville with distinction, professionalistn. bravery,
dedication and kindness as a model patrol officer; and
WHEREAS, Officer Stephen Carr was ambushed as he sat in his marked patrol vehicle in the back
parking lot of the police station and was brutally murdered by a cowardly assassin on December 7,
2019; and
WHEREAS. the City of Fayetteville has determined that our valiant and much loved and respected
Officer Stephen Carr will not be forgotten, but will be honored not only by the existing memorial at the
police station. but also by renaming that portion of Porter Road from Deane Street running under

Interstate 49 to Mount Comfort Road as Stephen Carr Memorial Boulevard.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section l : That the City Council of the City of Fayetteville. Arkansas hereby renames the portion of
Porter Road from Deane Street under Interstate 49 to Mount Comfort Road to the Stephen Carr
Memorial Boulevard in honor and respect for Fayetteville's fallen hero.
Section 2: That the City Council of the City of Fayetteville. Arkansas hereby approves the attached
budget adjustment to pay for the replacement Interstate 49 signs for the Stephen Carr Memorial Blvd.
and their installation.

RE: Renaming part of Porter Road to honor Officer Stephen Carr
Council Member Holly Hertzberg requested that I draft a Resolution to rename
the portion of Porter Road from Deane Street that runs under Interstate 49 to Mount
Comfort Road as Stephen Carr Memorial Boulevard. Mayor Lioneld Jordan has joined
with Holly as the co-sponsor of this Resolution.
Holly has been working with Chief Reynolds on this renaming project to honor
Officer Stephen Carr, an exemplary, brave and dedicated officer brutally murdered in an
ambush while seated in his marked police vehicle parked behind the police station on
December 7, 2019. This renaming, if approved by the City Council, will be an appropriate
memorial to Officer Stephen Carr on the second anniversary of his tragic killing in the
line of service.
Our Street Naming Committee which ensures addresses will be easily understood
and intelligible to Emergency Services has approved this proposed name change. GIS has
provided the attached color map of where Porter Road would be changed to Stephen
Carr Memorial Boulevard as it goes under 149.
Holly and Chief Reynolds chose this site where the Memorial Boulevard runs past
the new Police Headquarters before going under I49. The Arkansas Highway
Department of Transportation's appropriate signage at this exit/ entrance to 149 will show
Stephen Carr Memorial Boulevard. Chief Reynolds' promise that Stephen Carr will not
be forgotten is ensured by this name change to Stephen Carr Memorial Boulevard.
