RECOMMENDATION: Planning staff recommends that City Council approve the application for a grant from Arkansas Heritage Preservation Program (AHPP) for the purposes of hiring consultants for a community - wide Master Plan for Culture and Historic Preservation as well as a Context Survey with Multiple Property Listing forms for the University Heights area. BACKGROUND: The city previously applied for a grant to complete a community preservation plan in 2019, but was denied, primarily because the city did not offer any cost -share to complete the plan. In 2020, City Council approved a request from staff to apply for an AHPP certified local government (CLG) grant to include a context survey of University/Haskell Heights and a city-wide Culture and Historic Preservation Master Plan. Council also approved a $20,000 grant match. Staff was selected for grant funding for the 2021 grant cycle. Due to COVID- related staffing issues at both the AHPP and City, the requirements to secure a consultant and meet the AHPP timelines proved unfeasible. In October of 2021 the grant was canceled at staff's request. DISCUSSION: Staff contends that both the Culture and Historic Preservation Master Plan and the University/Haskell Heights Context Survey remain important to identifying and protecting Fayetteville's heritage. As a result, following the 2021 grant cancelation staff engaged with AHPP, elements of the City's Budget and Purchasing Divisions, and local contractors in the field of preservation. From this, a timeline was clearly established to ensure successful completion of the work should the grant be awarded in 2022. Additionally, the $20,000 match previously approved from the City remains available should the grant be awarded. The projects are described as follows: Mailing Address: 113 W. It would identify resources for future survey and National Historic Register listing as well as assessing current preservation efforts, plan for new initiatives, and make the case for preservation to decisionmakers and community members. The plan would also assist in defining goals for future CLG grant projects A consultant would conduct a city-wide culture and historic context survey as well as look at the City's current preservation policies, methods, zoning, resources, and outreach to determine best practices and templates for future preservation efforts. These efforts would produce a Master Plan that would also assist in defining goals for future CLG grant projects. University Heights Context Survey and Multiple Property Listing Forms Submission: As part of the wider survey a broad cultural and historical context survey of University Heights area would be completed. This would include historical development patterns, history, and recognition of historically significant structures or groupings in the area. A consultant would complete a historic context survey for the University Heights area and be asked to complete Multiple Property Listing Forms for the different groups of historic property types in this area. A Multiple Property Listing Form is a document that lists related properties together as having similar context, architecture, or being from the same time period. CLG grants are made possible by a Historic Preservation Fund grant administered by the National Park Service, Department of the Interior. The Arkansas Historic Preservation Program (AHPP) will award at least $225,000 in this grant round. More information on the application process, grant project eligibility, the evaluation and awards process, and grants management is included in the attached Summary Guidance and the online application. Application Process The deadline for submissions is December 31, 2021. We will not have a formal Letter of Interest phase this year. However, we strongly recommend you contact staff in advance to talk over your project ideas if you intend to submit a grant application. This gives the staff a chance to help you prepare for the application, include all necessary attachments, etc. Substantive changes or additions to applications will not be allowed after December 31, 2020, as our evaluation schedule is fairly short. Applications must be submitted through AHPP's online grant portal at https://www.grantinterface.com/Home/Logon?urlkey=arkansasheritage. The grant code is CLG22. Once you enter the grant code, scroll to the bottom of the screen after you enter the code to see the grant processes. Decisions on applications will be made by March 11t. Grant contracts will be held until July 1st to comply with state and federal funds regulations.
