WHEREAS, on November 5, 2019, the City Council passed Resolution 245-19 to approve a
contract with JBZ, Inc. d/b/a Ellingson Contracting for Phase I of the restoration and reconstruction of
the Woolsey Farmstead; and
WHEREAS, Change Order No. 3 includes the construction of the front and rear porches and
replacement of missing windows and doors.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section I: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Jordan
to sign Change Order No. 3 to the contract with JBZ, Inc. d/b/a Ellingson Contracting in the amount of
$140,619.00 for the construction of the front and rear porches and replacement of missing windows
and doors associated with the Woolsey Farmstead Restoration Project, and further approves a project
contingency in the amount of $14,062.00.

SUBJECT: Approval of Change Order #3 with JBZ, Inc. dba Ellingson Contracting for
Restoration of the Woolsey Historic Farmhouse.
RECOMMENDATION:
Staff recommends approval of change order #3 to the contract with Ellingson Contracting in the
amount of $140,619 for construction of the front & rear porches, replacement of missing
windows & doors, and a project contingency of $14,062.
BACKGROUND:
In September 2014, Council approved Resolution # 165-14, which included the 2015-2019 CIP
funding for the Woolsey Homestead Historic Restoration Project. It was based on
Recommendations in a Condition Assessment Report submitted to the city in Jan. 2014 as
prepared by Ruby Architects Inc. The Report identified a 3 -phase plan over the next 4 years for
cleanup, temporary stabilization, master plan, and final stabilization of the Structure and
Cemetery.
Staff has completed all possible items in the 2015 phase 1 as well as several items budgeted for
2017 phase 2. A Historical Structures Report as well as a Master Plan prepared by Allison
Architects was developed with direct input from the Woolsey Farmstead Visionary Committee.
June 9, 2016 per RFQ 16-01 Selection 5: The selection committee voted to use Allison
Architects for the programing and phasing as well as Architectural Services for final stabilization
of the structure to begin phase 3 of the initial report.
July of 2016, Council approved an Architectural Contract to include programing, development
of a phasing and budget plan, and completion of Construction Drawings for Final Stabilization of
the Woolsey
House Structure.
May 27, 2019 per RFQ 19-01, The selection committee voted to use Revival Architecture for the
above listed scope of projects. Aaron Ruby has been the Architect that has provide all service
since the first planning in 2014. He now is the principal Architect of Revival Architecture. the
selection committee wanted continuity for the project, and to remain working with Aaron.
June 7, 2019, Council approved Architectural Services with a fixed fee contract with Revival

Architecture in the amount of $31,750.00 for permanent stabilization, interior finish and
Cemetery restoration.
November 2019, Council approved resolution 245-19 a contract with Ellingson Contracting in
the amount of $279,099 for Phase 1 to include selective demolition, and permanent
stabilization.
July 7, 2020, Council approved Change Order #2 in the amount of $163,000 for roof framing,
wood shingles, and exterior siding/trim.
DISCUSSION:
This change order will enable completion of the next phase of restoration and reconstruction at
the Woolsey Farmstead. The building elements included in this phase will increase the
building's weathertightness. Future phases of funding will complete the farmhouse and expand
the reconstruction and restoration efforts to surrounding grounds and structures.
BUDGET/STAFF IMPACT:
Council has approved funding for this project via the CIP process.

work at the existing, historic structure, which is roughly summarized as nearly completing the
exterior, with the exception of the chimneys, which are not included. This Change Order does
include completion of the exterior windows and doors, the front and rear porches and completion
of the installation of the exterior lap siding and trim. We recommend approval.

Hi Aaron,
For your consideration, please see the attached change order request for doors,
windows, and porches on the Woolsey project. The proposal for $140,619.41 includes
revisions to the plans and specs with a scope of work as follows:
• Doors and windows include:
o Six windows with Accoya lumber in lieu of River Recovered Pine
o Two exterior doors with Accoya lumber in lieu of River Recovered Pine
o $4,000 hardware allowance
o Interior doors excluded
• Front and Rear porches include:
o Concrete foundations and installation of stone pilasters utilizing previously
purchased stone stored on site
o Floor framing with #2 treated yellow pine
o Includes river recovered pine at the beams, rafters, and posts with markings
to simulate hewing. Pricing includes rough cut members sized in dimensions
per plans.
o Includes rough sawn 3 -1/2 -in x 8 -ft pine boards at roof deck boards in lieu of
Cypress deck boards
o Includes river recovered T&G decking
o Installation of remaining flashing and siding. Siding is stored on site.
o Installation of previously purchased 18" cedar shakes
o Steps at both front and rear porches
o Hewing excluded
o Handrail and ramps excluded

This project is to reconstruct the Woolsey Homestead, surrounding outbuildings, and cemetery back to the
1840's era to allow tours and educational events. The overall project is to create a tourism, education, and
historical preservation component. The property is in close proximity to the Woolsey Wet Prairie and trail
system. In addition to the $941,000 funded in the 2021-2025 period, there is $50,000 requested in the
unfunded list.

The City Council's Guiding Principles recommend "Educational, Research and Healthcare Excellence" and a
"Fun City in Which to Live." Once completed, the restoration project will provide an educational and cultural
experience offering a look at a mid -19th century farmstead in Northwest Arkansas. The homestead is located
near trails and wetlands, providing a fun destination for all age groups. Restoring this structure also supports
the initiative to provide "Well maintained City Infrastructure and Facilities."

SUBJECT: Woolsey Homestead Restoration Change Order #4
STAFF MEMO
RECOMMENDATION:
Staff recommends approval of Change Order #4 to the contract with Ellingson Contracting for
restoration of the Woolsey family cemetery plot.
BACKGROUND:
This change order includes cleaning and resetting the family marker and restoration of the
decorative iron fence around the plot. This scope of work is funded by a grant from the
Arkansas Historic Preservation Program, City matching funds, and project contingency.
BUDGET/STAFF IMPACT:
A Certified Local Government (CLG) grant plus City match is budgeted at $12,488 for this
project. The remaining cost will be paid for from project contingency.

Existing chain link fence shall remain in place until further notice. Keep locked at all times.
Wrought Iron Fence & Gate
a. All existing, original fence material shall remain. Discard none. Where possible,
re -heat existing members to allow for some minor straightening out where severe
bending or gaps are present. A perfectly square fence is not expected. Re -heating
of existing members is expected to be minimal.
i. Attempt re -heating on one select piece to determine the metal's capability
in being bent in this manner. Relative brittleness of existing members is
not known, but it is highly preferable to retain existing members to
greatest extent possible and NOT replace with new.
b. Fabricate new gate using new components matching existing (horizontal channels,
vertical pickets). Assume a brace will be necessary. Use pintel type hinges that set
into receiver pockets on hinge side.
c. Replace missing pickets with new to match existing.
d. Re -set existing braces
e. No painting is anticipated.
2. Headstones
a. Take note of locations of markers --do not move nor disturb.
b. Reset headstone A by placing back onto base the toppled sections. Use type O
mortar, lime based only, no cement.
C. Headstones A, F, G, H are to be cleaned using Dawn detergent, potable water and
soft brushes. Apply by hand and gently scrub. Rinse thoroughly. Pressure
waters are not permitted. Harsher chemicals and cleaners may be permitted if
difficult stains are present, but only accepted on case by case basis as permitted by
the Architect. Remaining headstones -no work.
3. Grounds
a. Remove/demo small trees and stumps shown in drawing to be removed. Take
care not to damage adjacent materials.
