A RESOLUTION TO APPROVE AMENDMENT NO. 1 TO THE PROFESSIONAL
ENGINEERING SERVICES CONTRACT WITH OLSSON, INC. IN THE AMOUNT OF
$5,519.00 FOR ADDITIONAL MATERIALS TESTING RELATED TO THE CONSTRUCTION
OF THE NEW POLICE HEADQUARTERS
WHEREAS, on January 25, 2021, Mayor Jordan signed a professional engineering services contract
with Olsson, Inc. in the amount of $17,787.00 for soils testing related to the construction of the new
Police Headquarters site; and
WHEREAS, Amendment No. I includes additional soils testing at parking areas that allowed the
reuse of on -site materials, saving the cost of importing soils, and also includes footing bearing capacity
testing prior to rebar and concrete placement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section I : That the City Council of the City of Fayetteville, Arkansas hereby approves Amendment
No. 1 to the Professional Engineering Services Contract with Olsson, Inc. in the amount of $5,519.00
for additional materials testing related to the construction of the new Police Headquarters.

SUBJECT: Amendment to RFQ#20-01 Contract with Olsson Inc., for soils testing and
footing bearing capacity for the Police Headquarters Facility.
RECOMMENDATION:
Staff recommends approval for the amendment for additional soils testing and footing bearing
capacity in the amount of $5,519.00.
BACKGROUND:
On January 20, 2021 Council Passed a resolution for Change Order # 1 with Flintco for the
earthwork package at the Police Headquarters and Fire Station 8 Site.
In January 2021, a contract with Olsson was approved for materials testing for the earthwork and
excavations associated with the early site work.
DISCUSSION:
This amendment includes additional soils testing at the parking areas that allowed the reuse of
on -site materials, saving the cost of importing soils. It also includes the bottom of footing
capacity testing, prior to rebar and concrete placement.
BUDGET/STAFF IMPACT:
There is a materials and testing contingency within the overall project budget that will be applied
to this amendment.

AMENDMENT NO. 1
To
CONTRACT FOR PROFESSIONAL ENGINEERING SERVICES
FOR THE FAYETTEVILLE POLICE STATION EARLY SITE PACKAGE TESTING
Between
CITY OF FAYETTEVILLE. ARKANSAS
And
OLSSON, Inc.
WHEREAS. on January 25. 2021. the City of Fayetteville. Arkansas (CITY OF FAYETTEVILLE) and
Olsson. Inc. of Fayetteville. Arkansas (ENGINEER) entered into an Agreement for professional
engineering services in connection with the Fayetteville Police Station Early Site Package Testing (the
"Project'); and
WHEREAS, additional inspection/testing was required compared to the itemized list in Appendix A of
the current Agreement, resulting in a change in scope; and
WHEREAS, the current Agreement must now be amended to provide the additional amount of
compensation to the ENGINEER for the additional work; and
NOW THEREFORE, in consideration of the mutual covenants and Agreements herein contained, CITY
OF FAYETTEVILLE and the ENGINEER, the parties hereto, stipulate and agree that the Contract for
Professional Engineering Services dated January 25, 2021, is hereby amended in the following
particulars:
SECTION 5 — PAYMENTS TO ENGINEER
Replace 5.1 with the following: The CITY OF FAYETTEVILLE shall compensate ENGINEER
based on a time and materials, unit rate basis in accordance with the Rate Schedule shown in
Appendix A with a not -to -exceed amount of $23,306.00, including reimbursable expenses.
For clarification, Amendment No. 1 increases the total project fee by S 5,519.00 .
All other provisions of the original Agreement remain in full force and effect
IN WITNESS WHEREOF, CITY OF FAYETTEVILLE. ARKANSAS by and through its Mayor, and
NGINEER, by its authorized officer have caused this Amendment to be duly executed this 0' day of
2021.
