PINNACLE OZONE SOLUTIONS, LLC:
AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND APPROVE A QUOTE FROM
PINNACLE OZONE SOLUTIONS, LLC FOR REFURBISHMENT OF THE OZONE
DISINFECTION SYSTEM AT THE NOLAND WATER RESOURCE RECOVERY FACILITY
IN THE AMOUNT OF $19,224.75 PLUS APPLICABLE TAXES AND FREIGHT CHARGES
WHEREAS. in 2014 the Noland Water Resource Recovery Facility upgraded to ozone disinfection
systems which includes specialized equipment that the manufacturer must provide and service; and
WHEREAS, Pinnacle Ozone Solutions, LLC is the sole manufacturer and service provider for the
brand of ozone generators that are installed at the Noland Water Resource Recovery Facility.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section l: That the City Council of the City of Fayetteville, Arkansas hereby finds the above
circumstances make competitive bidding not feasible or practical and therefore waives the
requirements of formal competitive bidding and approves the quote from Pinnacle Ozone Solutions.
LLC for refurbishment of the ozone disinfection system at the Noland Water Resource Recovery
Facility in the amount of $19,224.75 (plus any applicable taxes and freight charges).

SUBJECT: Pinnacle Ozone Solutions, LLC - Ozone Equipment Refurbishment for the
Noland Water Resource Recovery Facility
RECOMMENDATION:
Staff recommends the approval of a proposal from Pinnacle Ozone Solutions, LLC in the
amount of $19,224.75 plus applicable taxes and freight charges for the refurbishment of the
ozone disinfection system at the Noland Water Resource Recovery Facility.
BACKGROUND:
The Noland Water Resource Recovery Facility (WRRF) was upgraded from UV disinfection to
ozone disinfection in 2014. The ozone disinfection system has several ozone generators that
disinfect the wastewater as part of the treatment process.
DISCUSSION:
Pinnacle Ozone Solutions is the sole manufacturer and service provider for the brand of ozone
generators (QuadBlock) that are installed at the Noland facility. They have submitted a quote for
refurbishment of two QuadBlocks and all 46 heat sink fans in the disinfection system. They will
also replace 1 solenoid valve and provide 4 critical spare solenoid valves.
Staff recommends approval of refurbishment services to properly maintain the ozone
disinfection system. Pinnacle has quoted the refurbishment service and parts in the amount of
$19,224.75. Freight is quoted at $719.40 and taxes are estimated at $1,944.56 for an estimated
total project cost of $21,888.71.
BUDGET/STAFF IMPACT:
Funds are available in the Plant Pumps and Equipment account within the Water & Sewer Fund.
