Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 CITY OF FAYETTEVILLE ARKANSAS Memorandum To: Michele Bechhold, Assistant HR Director From: Mike Reynolds, Chief of Police Date: August 20, 2021 Subject: Rehire of Former Employee M-/ The Fayetteville Police Department is allotted 131 full-time sworn police officer positions. Currently, there are a total of twenty-one positions, or sixteen percent (16%), unavailable to work due to seven vacancies, ten officers in training, military deployments, and extended medical leave. From date of hire to an officer being released to work alone on the street takes a minimum of approximately nine months. Former Fayetteville Police Officer Matt Kamilos has indicated his interest in returning to work for the City of Fayetteville. Matt Kamilos was originally hired on August 31, 2015. He left the department on September 9, 2019, after four years of service, but has continued to work as an agent with the Federal Bureau of Investigations (FBI). He holds a Bachelor of Art's Degree from the University of Arkansas majoring in Criminal Justice and Music. During his time with the Fayetteville Police Department, Matt Kamilos obtained many law enforcement certifications, including Field Training Officer, Police Instructor, Incident Command System, Patrol Rifle, CPR, Police Cyclist, Interview and Interrogations, and Advanced Roadside Impaired Driving. During two years with the FBI, Matt Kamilos completed over 1,500 additional hours of law enforcement training. Matt Kamilos is also familiar with the Fayetteville Police Department Policies and Procedures, as well as equipment and processes used by the Fayetteville Police Department. If rehired, I believe Matt Kamilos could be released to work on his own following a few short weeks in the Field Training Officer Program. I respectfully request the Civil Service Commission call a special meeting, and seek approval to rehire Matt Kamilos as an officer for the Fayetteville Police Department under Civil Service Rule 6.02(b). (b) The Civil Service Commission may grant the Police Chief's request to rehire a former Fayetteville police officer who severed his or her employment in good standing and is available to promptly begin work as a police officer when the Chief demonstrates to the Civil Service Commission the immediate benefits of hiring a police officer who can promptly begin police duties.
