A RESOLUTION TO REQUEST THAT THE ADMINISTRATION ESTABLISH A PROGRAM
TO USE FEDERAL COVID-19 RELIEF FUNDS TO ENCOURAGE UNVACCINATED
EMPLOYEES OF BUSINESSES IN FAYETTEVILLE AND FAYETTEVILLE RESIDENTS TO
GET VACCINATED AND APPROVE A BUDGET ADJUSTMENT
WHEREAS, far too few Fayetteville residents and workers in Fayetteville have been fully vaccinated
which endangers other persons and workers as well as customers of the business: and
WHEREAS, the lack of vaccinations of the general public and workers has unfortunately required the
City Council to impose a second face mask mandate to protect our citizens, employees, and especially
our children: and
WHEREAS, President Biden has suggested that governments receiving Covid-19 relief funds should
use some of those funds to encourage unvaccinated persons to become vaccinated for their own health
and safety as well as the health and safety of others, especially those like our children who cannot yet
be vaccinated; and
WHEREAS, substantially increasing the number and percentage of fully vaccinated persons in
Fayetteville will save many lives and help reduce the tremendous pressure on our hospitals and
especially our nurses and doctors who are now again facing record hospitalizations of unvaccinated
persons sick with Covid-19; and
WHEREAS, quickly and substantially increasing the number and percentage of vaccinated persons
will reduce Covid-l9 hospitalizations and more quickly allow the lifting of the mask mandate and the
return to normal activities in a safe environment; and

WHEREAS. these incentive funds for persons to become fully vaccinated against covid-19 are
available to all residents and employees working in Fayetteville. but special emphasis should be taken
to ensure healthcare and social assistance workers. educators and support staffs, and hotel and food
service workers reach the highest percentage possible for vaccinations: and
WHEREAS, the local courts should be encouraged to consider reducing existing and future fines that
otherwise would go to the City to persons who quickly become vaccinated after the passage of this
Resolution.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby requests that the
Administration promptly establish a program (using an outside contractor if necessary) with federal
Covid-19 relief funds in the amount of $400.000.00 to establish vaccine incentive awards of $100.00
for all residents of Fayetteville and all employees working in Fayetteville who become fully vaccinated
on or after August 17th. 2021 when this Resolution was passed by the City Council and before the
15th day of October. 2021, and approves a budget adjustment in the amount of $400.000.00 from
federal Covid relief funds.

I'm going to ask the council for feedback on some related ideas tonight, such as targeting the hospitality sector and
some other things. If they are receptive, we might have an opening amendment for next Tuesday.

I finally got some time to work on this proposed vaccine incentive Resolution you wanted. However, I
remembered how the news described it as matching local employers' vaccination incentives. Now that I am ready to
send you what I drafted, I see that you wanted to incentivize everyone, which is probably legal pursuant to the Covid 19
relief funds. Please look at what I have now, and I will try to modify it to include all Fayetteville residents persons
working here. Are you wanting the city of Fayetteville to incentive county, state, university, and federal workers?

I will certainly begin work on this. I ask Paul to consider if we can use federal covid funds rather than general
funds to finance this. In fact, general funds have some constitutional limits that could be a problem. I think covid funds
could be okay especially in light of President Biden's recent public remarks about their use to encourage vaccinations.

Hi Kit, good afternoon. I want to bring a resolution to fund an incentive for vaccinations. Would you please
help me draft this?
(Kara, would you please hold a place for this for our next Agenda Session? Thank you.)
Main points:
• Intention: direct incentive via cash or prepaid card for new vaccination recipients until the funding is
used
• Qualifiers:
o Vaccinated after resolution was passed and before money runs out
o Fayetteville resident OR employed by Fayetteville business in hospitality or healthcare sector
• Budget adjustment: $X00,000 from general fund reserves or other appropriate fund
• Seek reimbursement from applicable aid programs
• Work with healthcare partners and employers to implement the program
• Deploy the funds as rapidly as possible
• Update council on the efficacy of the program when funds have been 80% disbursed

Council Member Petty has requested a Resolution to have the
Administration promptly begin Fayetteville resident and employee incentives of
$100.00 to become fully vaccinated against Covid-19 as quickly as possible.
President Biden has urged the use of Covid-19 relief funds for cities to be used to
quickly and substantially increase full Covid-19 vaccinations to relieve the
overcrowding of our hospitals and increasing danger to unvaccinated persons,
especially our children.
