1. Call to Order
The meeting was called to order at 3:02 p.m. by Laura Jacobs.
2. Roll Call
In attendance: Mark Kinion, Alexandria Howland, Donna Daniels, Megan Duncan, Susan
Norton, Lisa Thurber, Mark Rushing, Mike Johnson, Julia Nall, James DiLoreto-Hill
Absent: Hope Davenport
3. Approval of Minutes
Scott Turley moved and Megan Duncan seconded to approve the minutes of the Jan. 26,
2021 meeting. The minutes were unanimously approved.
4. Approval of Meeting's Agenda
Mark Kinion moved and Scott Turley seconded to approve the April 26, 2021 meeting
agenda. The agenda was unanimously approved.

5. Old Business
No old business was presented for discussion.
6. New Business
a. Campus COVID-19 update, vaccination program and PSAs:
Mark Rushing advised that at least 10,000 members of the campus community have
been vaccinated. Vaccination opportunities continue for those who have not yet had an
opportunity to be vaccinated. Rushing noted that after the temporary pause on the J&J
vaccine is lifted, UA vaccination events may return to using that vaccine.
b. Update on City buildings reopening to the public:
Susan Norton announced that City buildings reopened on April 19, 2021, and noted
that as of that time, all City staff have had the opportunity to become fully vaccinated
and complete the post -vaccination waiting period. Norton included that masks are
required to enter City buildings and that social distancing will affect seating
arrangements at public meetings. She shared that staff vaccination rates were at
around 60 percent, and that Mayor Jordan is offering an incentive to staff to help
increase participation.
c. University Facilities project updates:
Scott Turley gave an update on several projects underway: work continues on
Razorback Road between Hotz and Administrative services building; traffic control
measures were added around the Jean Tyson Child Care Center for improved safety;
Indian Trails outdoor recreation area work has been slowed by recent rain; and the
purchase of 310 Arkansas Ave. for potential adaptive reuse.
d. University enrollment trends and recruitment strategy:
Dr. Suzanne McCray announced robust enrollment for Fall 2021, possibly a record
high freshman class, estimated at 5200 freshman students. Transfer numbers and
Graduate School enrollment are also strong. Remove events have taken the place of
in -person recruiting efforts. Total enrollment is anticipated at just over 27,000 for the
next few years. This is good news as many schools are facing enrollment declines.
e. Guest presentation on housing needs in Fayetteville:
Mike Wiederkehr gave a presentation encouraging cooperation and coordination by
the City of Fayetteville, the University of Arkansas and the Fayetteville community on
the issue of affordable housing. The presentation covered historical and current
challenges to resident housing access and the opportunity to work together on creative
solutions. His presentation is available here:

7. Ongoing Discussions
a. Safety and Security:
Jacobs noted that April is Sexual Assault Awareness month and referenced an existing
Memorandum of Understanding between the University and Fayetteville Police. Julia
Nall noted that she would share a petition that was being circulated through the
student body regarding a UA Alumna's experience.
b. Off campus student neighborhood engagement:
Norton asked whether the committee wants to continue including this as a standing
item as there have not been updates for some time. Jacobs clarified that this topic
gives an opportunity to help off -campus students understand how to be good citizens
and neighbors. Need for this topic was determined to be cyclical and will be brought
back on an as -needed basis.
c. Sesquicentennial planning for 2021 UA and Fayetteville Public Schools:
Megan Duncan shared that plans have changed and scaled back because of COVID-
19 challenges, and that some activities for students have been scheduled throughout
the year. Rushing shared that the UA committee is working toward more opportunities
to celebrate through student participation on campus.
d. Public Comment/Announcements/Update:
Duncan advised that every building in the FPS district is under construction/renovation.
Fayetteville resident Sarah Moore commented on Wiederkehr's presentation, student
neighborhood engagement and the importance of language when discussing sexual
assault. Donna Daniels invited Moore and others to attend neighborhood council
meetings for future student neighborhood engagement opportunities. Norton advised
that this group is the Council of Neighborhoods, chaired by Will Dockery. Nall thanked
Moore for comments on language use and expressed gratitude for community support.
Alexandria Howland thanked Wiederkehr for his presentation. Nall announced that
Coleman Warren had replaced her as ASG President and would join the next
committee meeting. Jacobs thanked both Nall and DiLoreto-Hill for their leadership.
e. Next Meeting Date:
The next meeting is July 26, 2021.
8. Adjourn
Duncan moved and Daniels seconded to adjourn the meeting. Adjournment was
unanimously approved. The meeting was adjourned at 4:28 p.m.
