BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section I : That the City Council of the City of Fayetteville, Arkansas hereby approves the purchase of
an Elgin RegenX Street Sweeper from Environmental Products Group in the amount of $238,768.31,
pursuant to a Sourcewell cooperative purchasing contract, for use by the Transportation Department.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment, a copy of which is attached to this Resolution.

SUBJECT: Purchase of one Sweeper for the Transportation Department
RECOMMENDATION:
Council approves the purchase of an Elgin RegenX Street Sweeper for the Sourcewell price of
$238,768.31 through Environmental Products Groups of Memphis, TN and to approve a budget
adjustment.
BACKGROUND:
Unit 9282 was a 2021 Elgin Crosswind Street Sweeper that went into service June 18, 2020.
On November 5, 2020 one of the City's long-time sweeper operators had just finished sweeping
the city square very early in the morning. As he headed to RTC to dump and continue his route,
he smelled something burning. He pulled over and got out of the vehicle just as it burst into
flames. Thankfully he was uninjured.
The City only had this sweeper in operations for 5 months. However, for an additional 5 months
our insurance went back and forth with the manufacture trying to determine fault. Finally, in
April it was settled, and the City received a check to move forward.
DISCUSSION:
The City of Fayetteville has hundreds of miles of lanes that need to be swept. This is a part of
our Storm Water Pollution Prevention Plan initiative. With each growing neighborhood and
development, this only increases these numbers and we are nearly at the point of needing a
third sweeper to keep up. However, with the incident in November and the delay with
insurance, we have been down to only one Sweeper for nearly 8 months.
There is currently an Elgin RegenX Street Sweeper available for the Sourcewell price of
$238,768.31 through Environmental Products Groups of Memphis, TN. In approving this
resolution, we will be able to receive the available sweeper within a matter of weeks.
BUDGET/STAFF IMPACT:
Sufficient funds have been collected for this purchase.
