The Airport Board holds regular meetings at 2:00 p.m. on the 3'd Thursday of each month in the Fayetteville Executive Airport Conference Room.
Description
The Airport Board was created on December 18, 1990, with Resolution 201-90 and revised on February 6, 2001 by Resolution 14-01.
The purpose of this board is to seek both general and technical citizen input and assistance in airport functions, provide and encourage visionary planning and strong
leadership for the airport, and assist the City Council in matters pertaining to the operation, improvement, extension, and maintenance of the airport and other related
facilities, property, and easements.
Terms
Members serve for staggered, five-year terms, ending on December 31st. No member shall be eligible to serve more than two consecutive full terms.

The Board shall be comprised of seven members as follows:
• Mayor, member ex officio
• Two members must hold Federal Aviation Administration pilot or appropriate aeronautical ratings
• Two members with appropriate aeronautical experience or interest
• One member from the Fayetteville business community
• One member from the University of Arkansas
• One member -at -large
Appointments
Vacancies on the Board are filled by appointment from the governing body of the City. The Airport Board Chair or an appointed representative shall be available to
advise in the appointment process.
Public Notification
A weekly meetings list is prepared by the Office of the City Clerk Treasurer which is distributed to the press and posted online.

Airport Board Minutes
April 15th, 2021

ITEM # 1: Call to Order. Charles Wallace.
ITEM # 2: Approval of the Airport Board Minutes of the March 18th, 2021 Meeting
• A motion to approve the March 18th, 2021 minutes was made by Todd Crane. Monty Roberts
seconded the motion. The motion carried.
ITEM # 3: New Business:
Announcement of SOAR NWA
Summer Fallen stated that the Balloon Festival will be a one day event that is scheduled to take
place on August 28`", 2021. There will be tethered hot air balloon rides, helicopter rides, Discovery
flights by EAS, and several other events. In 2019, the organization that hosted the event, Open
Avenues, raised over $150,000 for their organization. This organization helps to provide employment
services to adults with disabilities.

• Museum Update:
Rick McKinney stated that Doc was in route to the museum and they hoped to have a few other
warbirds show up.
ITEM # 6: Receiving of Reports:
A. AIRPORT ACTIVITY: Tower operations for March totaled 2,623 which is up from the operations that
took place in February and those that took place March 2020. March fuel sales totaled 60,465 gallons,
which is an increase in sales that took place in February and those that took place in March 2020.
B. BEACON / WINDCONE PROJECT: We are hoping to have an update regarding this issue by the end of
the week.
C. FAATERMINAL IMPROVEMENT PROJECT: The final day of construction is now set to be April 30`", which
has been adjusted to account for 3 weather days allowed for the February event. A two -week

extension for punch list will then be allowed to complete the window install.
D. FAA RUNWAY REHAB AND LIGHTING PROJECT: This project is set to be advertised May 2nd & 91h with
the bid opening taking place on June 2nd
E. FAA CRRSA FUNDING: The Airport will be taking an application to City Council on May 41h to accept
$57,162 from the FAA to offset the impact for the Covid-19 pandemic. $23,000 will be allocated to
the airport and $34,162 will be allocated to the tower.
Financial Report:
As of March 31, 2021, FBO Revenue totaled $506,657.38, expenditures totaled $433,788.79 leaving an
unaudited profit total of $72,868.59.
T-Hangar Report -
There are no vacant T-Hangars with 47 people on a waiting list. No new hangar leases were signed in March.
End of Year Airport Financial Report -Paul Becker
The City of Fayetteville CFO Paul Becker presented a Airport Fund Income Statement and Statement of Net
Assets. There was a discussion between the Airport Board and Paul Becker on how the depreciation was
noted in the report and if it should be listed in a different way. Paul Becker stated that the depreciation had
to be listed as shown due to the Airport Fund being an Enterprise Fund.
First Quarter Revenue vs Expenses Report -Summer Fallen
Summer Fallen stated that in the first quarter of 2021, the airport showed revenue of $721,114.39 and
expenses of $586,325.45 which is a total of $134,788.94 profit. It is noted that this amount does not include
any capital project expenses.

Airport Services Manager's Report:
• AIRPORT ACTIVITY: Tower operations for April totaled 2,314 which is down from the
operations that took place in March but up those that took place April 2020. April fuel sales
totaled 62,187 gallons, which is an increase in sales that took place in March and those
that took place in April 2020.
• BEACON / WINDCONE PROJECT: We have officially closed and received payment from
the ADA for this project.
• FAA TERMINAL IMPROVEMENT PROJECT: The two -week extension for punch list will
then be allowed to complete the window install has ended. The punch list is substantially
complete, but the windows are not. Contract time has been restarted.
• FAA RUNWAY REHAB AND LIGHTING PROJECT: the pre -bid for this project took
place on May11th. The bid opening is scheduled for June 21d at 2 pm.
