A RESOLUTION- TO APPROVE A PAYMENT OF $199,940.00 TO THE ARKANSAS
DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF A SIDE PATH
ALONG WEDINGTON DRIVE AT THE INTERSECTION OF INTERSTATE 49, -0
APPROVE A PROJECT CONTINGENCY IN THE AMOUNT OF $40,000.00, AND TO
APPROVE A BUDGET ADJUSTMENT - 2019 TRAIL IMPROVEMENTS BOND _'ROJECT
WHEREAS, in 2017, the City was awarded a Transportation Alternatives Program grant in the
amount of $332,000 to fund the additional costs to widen the new bridge over Intersmte 49 to
accommodate a side path; and
WHEREAS, this funding only applied to the bridge and the path quickly transitioned to 5-foot
sidewalks at each end of the widened bridge; and
WHEREAS, to better accommodate bicycles, the City has requested that the sidewalk. be widened to
extend the side path to the proposed signalized intersection at Steamboat Drive and to tie in the Shiloh
Trail; and
WHEREAS, the Arkansas Department of Transportation has agreed to extend the site path but the
City will be responsible for the additional cost to widen from a 5-foot-wide sidewalk :o a 10-foot wide
trail to accommodate bicycles.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE C [TY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a payment of

SUBJECT: 2021-0323 — ARDOT Payment for Wedington Side Path
RECOMMENDATION:
Staff recommends approval of a payment to the Arkansas Department of Transportation in the
amount of $199,940 for the construction of a side path along Wedington Dr. (Hwy. 16/112
Spur) at the intersection of 1-49, approval of $40,000 contingency and approval of a budget
adjustment.
BACKGROUND:
The City has worked with the Arkansas Department of Transportation (ARDOT) over the past
6 years to include a side path with the improvements to the 1-49 and Wedington Intersection
as shown on the Active Transportation Plan. In 2017, the City was awarded a Transportation
Alternatives Program grant in the amount of $332,000 to fund the additional costs to widen the
new bridge over 1-49 to accommodate the side path. This funding only applied to the bridge
and the path quickly transitioned to 5-foot sidewalks at each end of the widened bridge.
To better accommodate bicycles, the City requested that the sidewalk be widened to extend
the side path to the proposed signalized intersection at Steamboat Dr. and to tie in the Shiloh
Trail. ARDOT agreed to extend the side path as highlighted on the attached plans, but the
City is responsible for the additional cost to widen from a 5-foot-wide sidewalk to a 10-foot-
wide trail to accommodate bicycles.
DISCUSSION:
The Active Transportation Advisory Committee has reviewed the project many times over the
years and is in full support of adding the trail to the project. On April 27th, 2021, the
Transportation Committee reviewed the project and recommended approval to the full City
Council. The Transportation Committee also recommended extending the widened sidewalk
farther east to Futrall Drive. Contingency in the amount of $40,000 has been included for this
extension of the side path if agreeable by ARDOT.
BUDGET/STAFF IMPACT:
Funding in the amount of $199,940 has been allocated through the 2019 trails bond program
for the side path along Wedington Drive and $40,000 in contingency.

Manhattan Road & Bridge Co., of Tulsa, Oklahoma, submit.ed the low bid of
$37,640,417.00 _or the referenced project at the Department's January 13, 2021 letting. The
Arkansas State Highway Commission has accepted their proposal and has executed the contract.
As you are aware, the City of Fayetteville partnered with the Department to include a
s-lared-use path on the new Highway 16 (Wedington Drive) bridge over Interstate 49. The City's
financial commitment for this design modification has been fulfilled. However, in addition to the
shared -use path on the bridge, the City also requested wider sidewalks on both sides of the bridge
to better incorporate the shared -use path into the local trail and sidewalk system. The Department
agreed to these design modifications with the understanding that the City would cover all
associated costs, including any additional right of way to be acquired or necessary utility
relocations.
The additional costs associated with the City's request are calculated below:
