Old Business: A. MISSION TRAIL/RAZORBACK GREENWAY BIKEWAY CONNECTOR: Review of plans for a bikeway connector between the Mission Trail and the Razorback Greenway. This project includes an improved on -street bikeway from Mission Blvd. along Rebecca Street to the existing signalized crossing of College, then along Trenton Blvd., Park Ave., and Prospect Street to provide safer and more comfortable access to Wilson Park and the Razorback Greenway. Conceptual plans are attached. 2. New Business: A. ROLLING HILLS DRIVE -COLLEGE AVE TO OLD MISSOURI ROAD: Review of conceptual design plans for improvements to Rolling Hills Drive. B. MORNINGSIDE DRIVE COST SHARE: Review of a proposed cost share with Park Meadows, LLC for paving on Morningside Drive. (Staff requests a recommendation from the Committee to the City Council on this item.) C. HIGHWAY 112 TRANSPORTATION ALTERNATIVES PROGRAM (TAP) GRANT (INFORMATIONAL ITEM): Review of a grant application for installation of a pedestrian tunnel under Highway 112 near Van Asche Drive. Application for this grant was approved by the City Council previously, but that application was not approved. Staff D. WEDINGTON DRIVE/1-49 INTERCHANGE SIDEPATH: Review of a request for payment to ArDOT for the cost of installation of sidepaths along Wedington Drive to complete trail connections through the Wedington Drive Interchange project. EXCAVATION MATERIAL SHALL NOT BE DEPOSITED IN OR SO NEAR STREAMS AND OTHER STORMWATER DRAINAGE SYSTEMS WHERE IT MAY BE WASHED DOWNSTREAM BY HIGH WATER OR RUNOFF. ALL EXCAVATION MATERIAL SHALL BE STABILIZED IMMEDIATELY WITH EROSION CONTROL MEASURES. 7. DEBRIS, MUD, AND SOIL IN PUBLIC STREETS SHALL NOT BE ALLOWED ON PUBLIC STREETS BUT IF ANY DEBRIS, MUD, OR SOIL FROM THE SITE REACHES THE PUBLIC STREET IT SHALL BE IMMEDIATELY REMOVED VIA SWEEPING OR OTHER METHODS OF PHYSICAL REMOVAL. DEBRIS, MUD, OR SOIL IN THE STREET MAY NOT BE WASHED OFF THE STREET OR WASHED INTO THE STORM DRAINAGE SYSTEM. 8. ALL STORAGE PILES OF SOIL, DIRT OR OTHER BUILDING MATERIALS SHALL BE LOCATED MORE THAN 25 FEET FROM ROADWAY, DRAINAGE CHANNEL OR STREAM, WETLAND, AND STORMWATER FACILITY. 9. CONCRETE TRUCK WASH AREAS. NO WASHING OF CONCRETE TRUCKS OR CHUTES IS ALLOWED EXCEPT IN PROPERLY LOCATED AND CONSTRUCTED CONCRETE WASH PITS. PROPER RUNOFF AND EROSION CONTROLS MUST BE IN PLACE TO RETAIN ALL CONCRETE WASH WATER. 10. DEWATERING. ALL RAINWATER PUMPED OUT OF SUMPS AND DEPRESSIONS ON CONSTRUCTION SITES SHOULD BE CLEAR AND FREE OF SEDIMENT. 11. PUBLIC STREETS AND SIDEWALKS SHALL NOT BE USED FOR TEMPORARY STORAGE OF ANY CONTAINERS OR CONSTRUCTION MATERIALS, ESPECIALLY LOOSE GRAVEL AND TOPSOIL. 12. TOPSOIL PILES SURFACES MUST BE IMMEDIATELY STABILIZED WITH APPROPRIATE STABILIZATION. 13. THE MAIN CONTRACTOR ONSITE WILL BE RESPONSIBLE FOR RESTORING ALL EROSION AND SEDIMENT CONTROL SYSTEMS AND PUBLIC INFRASTRUCTURE DAMAGED OR DISTURBED BY UNDERGROUND PRIVATE OR FRANCHISE UTILITY CONSTRUCTION SUCH AS WATER AND SEWER SERVICE LEADS, TELEPHONE, GAS, CABLE, ETC. EROSION AND SEDIMENT CONTROL SYSTEMS MUST BE IMMEDIATELY RESTORED AFTER EACH UTILITY CONSTRUCTION. 14. TOPSOIL: A MINIMUM OF 4 INCHES OF TOPSOIL SHALL BE REQUIRED IN AREAS TO BE REVEGETATED. ANY APPLICATION OF TOPSOIL AND SEEDING UNDER THE DRIP LINE OF A TREE SHOULD BE MINIMIZED TO 3 INCHES SO AS NOT TO DAMAGE THE ROOT SYSTEM OF THE TREE. 15. 10:1 UP TO 4:1 GRADE: REVEGETATION SHALL BE A MINIMUM OF HYDRO -SEEDING WITH MULCH AND FERTILIZER, OR STAKED SOD, OR GROUNDCOVER. SAID PLANTING SHALL PROVIDE COMPLETE AND UNIFORM COVERAGE THAT MINIMIZES EROSION AND RUNOFF IN NO MORE THAN TWO GROWING SEASONS. 16. 4:1 AND 3:1 GRADE: THE SLOPE SHALL BE COVERED WITH LANDSCAPE FABRIC AND HYDRO -SEEDED WITH MULCH AND FERTILIZER OR STAKED SOD GROUNDCOVER. SAID PLANTING SHALL PROVIDE COMPLETE AND UNIFORM COVERAGE IN NO MORE THAN TWO GROWING SEASONS. 17. SPILL PREVENTION AND CONTROL: THE CONTRACTOR SHALL EMPLOY BEST MANAGEMENT PRACTICES TO PREVENT POLLUTION BY SPILLS. POLLUTANTS SUCH AS CHEMICALS, FUELS, LUBRICANTS, ASPHALT, RAW SEWAGE, CONCRETE DRUM WASH WATER, AND OTHER HARMFUL WASTES SHALL NOT BE DISCHARGED INTO OR ALONG SIDE ANY WATERS OF THE UNITED STATES, BUT SHALL BE DISPOSED OF IN ACCORDANCE WITH GOVERNING STATE AND FEDERAL REGULATIONS. STORAGE OF THESE MATERIALS SHALL NOT BE ALLOWED WITHIN 100 FEET OF A WETLAND OR WATERBODY. (ATHD 110.06) 18. THE CONTRACTOR IS REQUIRED TO MAINTAIN ALL VEGETATED AREAS WITHIN THE CONSTRUCTION LIMITS BY WAY OF WATERING, FERTILIZING, MULCHING, AND MOWING UNTIL APPROVED AND ACCEPTED BY THE OWNER. GENERAL NOTES: 1. THE CONTRACTOR IS TO CHECK AND VERIFY ALL MEASUREMENTS, DIMENSIONS, LEVELS, PLAN ELEVATIONS, INVERTS, ETC. BEFORE ORDERING MATERIALS AND PROCEEDING WITH THE WORK, AND IS TO BE RESPONSIBLE FOR THE SAME. REMEDIAL WORK RESULTING FROM LACK OF VERIFICATIONS WILL BE AT THE CONTRACTOR'S EXPENSE. 2. THE CONTRACTOR WILL BE HELD RESPONSIBLE FOR THE DAMAGE OR LOSS OF ANY REFERENCE POINTS AND HUBS DURING THE CONSTRUCTION OF HIS/HER WORK, AND SHALL BEAR THE COST OF REPLACING SAME. 4. ALL WORK SHALL BE PERFORMED IN ACCORDANCE WITH THESE PLANS, SPECIFICATIONS, AND THE REQUIREMENTS AND STANDARDS OF LOCAL GOVERNING AUTHORITY. CARE SHALL BE TAKEN TO PROTECT ANY UTILITIES, TREES, ETC. WHICH ARE TO REMAIN AND NOT TO BE DISTURBED BY THE CONSTRUCTION. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY DAMAGES TO SUCH PROPERTY. 5. PRIOR TO STARTING CONSTRUCTION THE CONTRACTOR SHALL BE RESPONSIBLE TO MAKE SURE THAT ALL REQUIRED PERMITS AND APPROVALS HAVE BEEN OBTAINED. NO CONSTRUCTION OR FABRICATION SHALL BEGIN UNTIL THE CONTRACTOR HAS RECEIVED AND THOROUGHLY REVIEWED ALL THE PLANS AND OTHER DOCUMENTS APPROVED BY ALL THE PERMITTING AUTHORITIES. 6. THE CONTRACTOR SHALL FURNISH, INSTALL AND MAINTAIN ALL NECESSARY TEMPORARY WORKS FOR THE PROTECTION OF THE WORK AND THE PUBLIC, INCLUDING BARRICADES, WARNING SIGN, LIGHTS OR OTHER DEVICES SOLELY AT THE DETERMINATION OF THE CONTRACTOR. 7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY DAMAGE DONE TO THE PREMISES OR ADJACENT PROPERTY PREMISES, OR INJURIES TO THE PUBLIC DURING THE CONSTRUCTION OF THE WORK, WHETHER CAUSED BY THE CONTRACTOR, SUBCONTRACTORS, OR THE CARELESSNESS OF ANY OF THEIR EMPLOYEES. 8. ALL PAY ITEMS HAVE BEEN EXPLICITLY SET FORTH AS SUCH IN THE PROPOSAL, ALL OTHER ITEMS OF COST ARE TO BE INCLUDED IN THE PRICE OF THE ITEMS ACTUALLY BID UPON. 9. THE CONTRACTOR SHALL PROVIDE SUCH BRACING, SHEETING AND SHORING, BLASTING PROTECTION, WARNING LIGHTS, AND BARRICADES, ETC. AS MAY BE NECESSARY FOR THE PROTECTION OF LIFE AND PROPERTY FOR EMPLOYEES AND THE GENERAL PUBLIC. THE CONTRACTOR SHALL COMPLY WITH ALL APPLICABLE SAFETY STATUTES AND RULES REQUIRING CERTAIN PROTECTIVE PERSONAL APPAREL SUCH AS HARD HATS, EAR PLUGS, EYE SHIELD, PROTECTIVE SHOES, ETC. THE OWNER AND ENGINEER ASSUME NO RESPONSIBILITY OR LIABILITY FOR ACTIONS TAKEN BY THE CONTRACTOR WHICH ENDANGER LIFE AND PROPERTY. 10. ANY FOREIGN ITEM FOUND DURING CONSTRUCTION IS THE PROPERTY OF THE LAND OWNER. THIS INCLUDES, BUT IS NOT LIMITED TO, PRECIOUS METALS, COINS, PAPER CURRENCY, ARTIFACTS AND ANTIQUES. 11. THE CONTRACTOR SHALL VERIFY EXISTING CONDITIONS TO ENSURE THAT THE NEW WORK SHALL FIT INTO THE EXISTING SITE IN THE MANNER INTENDED AND AS SHOWN ON THE DRAWINGS. SHOULD ANY CONDITIONS EXIST THAT ARE CONTRARY TO THOSE SHOWN ON THE DRAWINGS, THE CONTRACTOR SHALL NOTIFY THE OWNERS REPRESENTATIVE PRIOR TO PERFORMING ANY WORK IN THE AREA INVOLVING DIFFERENCES. NOTIFICATION SHALL BE IN THE DORM OF A DRAWING OR SKETCH INDICATING FIELD MEASUREMENTS AND NOTES RELATING TO THE AREA. 12. THE CONTRACTOR SHALL MAINTAIN THE SITE IN A NEAT AND ORDERLY CONDITION AT ALL TIMES. DAILY AND MORE OFTEN IF NECESSARY, INSPECT AND PICK UP ALL SCRAP, DEBRIS, AND WASTE MATERIAL. 13. THE CONTRACTOR SHALL PROVIDE PROTECTION TO ALL FINISHED WORK. MAINTAIN SURFACES CLEAN, UNMARRED, AND SUITABLY PROTECTED UNTIL ACCEPTANCE BY THE OWNER. 14. UPON COMPLETION OF THE PROJECT, THE CONTRACTOR SHALL CLEAN THE PAVED AREAS PRIOR TO REMOVAL OF TEMPORARY SEDIMENT CONTROLS, AS DIRECTED BY THE CITY AND/OR CONSTRUCTION/PROJECT MANAGER. IF POWER WASHING IS USED, NO SEDIMENT LADEN WATER SHALL BE WASHED INTO THE STORM SYSTEM. ALL SEDIMENT LADEN MATERIAL ON PAVEMENT OR WITHIN THE STORM SYSTEM SHALL BE COLLECTED AND REMOVED FROM THE THE SITE AT CONTRACTOR'S EXPENSE. 15. CONTRACTOR SHALL AT ALL TIMES ENSURE THAT SWPPP MEASURES PROTECTING EXISTING DRAINAGE FACILITIES BE IN PLACE PRIOR TO THE COMMENCEMENT OF ANY PHASE OF THE SITE CONSTRUCTION NOR LAND ALTERATION. 16. THE CONTRACTOR SHALL PERFORM ALL QUANTITY TAKEOFFS REQUIRED FOR BIDDING AND CONSTRUCTION OF THIS PROJECT. 17. EXCAVATED AREAS SHALL BE PROTECTED & SIGNED IN SUCH A WAY TO NOTIFY AND PREVENT THE PUBLIC FROM ENTERING. 18. ACCESS TO DRIVEWAYS AND MAILBOXES SHALL BE MAINTAINED AT ALL TIMES DURING THE CONSTRUCTION OF THIS PROJECT. GRADING 1. UNSUITABLE SOILS SHALL BE UNIFORMLY SPREAD ACROSS NON-STRUCTURAL FILL AREAS, COVERED WITH TOPSOIL, AND VEGETATED PER DRAWINGS. 2. FILL AREAS SHALL BE PROOF -ROLLED WITH RUBBER TIRED EQUIPMENT A MINIMUM WEIGHT OF 15 TONS PRIOR TO BEGINNING FILL OPERATION. AREAS WHICH ARE SOFT OR UNSTABLE SHALL BE UNDERCUT UNTIL STABLE SOILS ARE FOUND. 3. FILL AREAS SHALL BE RAISED IN LIFTS NOT EXCEEDING 8". 4. FILL AREAS SHALL BE COMPACTED WITH PROPER EQUIPMENT SUITABLE FOR THE SITUATION AND ENVIRONMENT. 5. FILL AREAS SHALL BE FINISH GRADED TO PROVIDE AN ACCEPTABLE SUBGRADE TO APPLY SEED AND MULCH. 6. ALL AREAS WILL BE GRADED TO PROVIDE PROPER DRAINAGE AND PREVENT STANDING WATER. 7. ALL FILL AND CUT SLOPES SHALL BE 3:1 OR FLATTER UNLESS OTHERWISE NOTED ON THE PLANS. 8. BACKGROUND: In 2017, the Development Services Office received a request for a new residential subdivision to be located along the west side of Morningside Drive, and between 15th Street, and Hunstville Road. The development would encompass over 60 acres and include nearly 300 new homes. During review of the project multiple improvements were required, including turn lanes, sidewalks, trails, and widening of Morningside Drive along the property frontage (approximately 2,600 feet or mile). DISCUSSION: During construction and in preparation for paving the eastern half of Morningside Drive, the developer and their engineer Crafton Tull discovered that the west side of Morningside Drive had quite an irregular cross section and requested a meeting to discuss with city staff. The existing cross section for Morningside would make it difficult for the developer and their contractor to meet city street standards on the eastern half of the road where they were building the widening. In addition to this, the condition of Morningside drive is deteriorating, and the surface is in need of maintenance. Recognizing an opportunity to work with the developer to have the entire width of this street repaved all at once, city Staff is recommending this cost share to reimburse the developer for cost associated with paving the western half of the street. BACKGROUND: The City has worked with the Arkansas Department of Transportation (ARDOT) over the past 6 years to include a side path with the improvements to the 1-49 and Wedington Intersection as shown on the Active Transportation Plan. In 2017, the City was awarded a Transportation Alternatives Program grant in the amount of $332,000 to fund the additional costs to widen the new bridge over 1-49 to accommodate the trail. This funding only applied to the bridge and the plans showed a transition to 5-foot sidewalks at each end of the widened bridge. To better accommodate bicycles, the City requested that the sidewalk be widened to continue the trail to the proposed signalized intersection at Steamboat Dr. and to tie in the Shiloh Trail. ARDOT agreed to extend the side path as highlighted on the attached plans, but the City is responsible for the additional cost to widen from a 5-foot-wide sidewalk to a 10-foot-wide trail to accommodate bicycles. DISCUSSION: The Active Transportation Advisory Committee has reviewed the project many times over the years and is in full support of adding the trail to the project. A summary of the status of all projects in the program follows below. Funding for the Bond Program includes $36 million in bonds for the first phase of the program. 1) RUPPLE ROAD (TANYARD DR. TO WEIR RD.) Project Summary • Completion of the last missing segment of Rupple Road. • Improvements include 4 travel lanes, a center median, sidewalk on the east side, a 12' wide multi -use trail on the west side, storm sewer, lighting and street trees. • This portion of the project is being constructed as a cost -share between the City and the developer of the Magnolia Park Subdivision. Phase 1 — Cost Share This portion of the project is being constructed as a cost -share between the City and the developer of the Magnolia Park Subdivision. • Recent Actions: 1. Construction is complete. Phase 2 — City Portion This portion of the project is fully funded by the City and was bid as a separate project. This portion of the work will connect Phase 1 to both the east and west sections of Weir Road. • Recent Actions: 1. Construction is complete. 2) ZION ROAD PHASE II (VANTAGE DR TO CROSSOVER RD) Project Summary/Status • Improvements include 2 travel lanes, a center turn lane, sidewalk on the south side, a 10' wide trail on the north side, storm sewer, lighting and street trees. City Council approved the design contract amendment with McClelland Consulting in July 2019. A bid opening was held on June 24, 2020. Tri Star Contractors, LLC was the low bidder. This was approved by the city council at the July 21, 2020 council meeting. A pre -construction conference was held on September 23ra Mailing Address: 113 W. Upcoming Activities: • Retaining wall construction around the pond at Old Missouri. • Sanitary sewer construction expected to begin near Vantage Road at the end of May. • Trail and sidewalk construction continue. • Completion of construction is expected in January 2022. 3) STEAMBOAT / DOROTHY JEANNE CONNECTION Project Summary/Status • This project was designed in-house by the City Engineering Division. • Improvements include 2 travel lanes, sidewalk on the south/east side, a 10' wide trail on the north/west side and street trees. • A bid opening was held on May 28, 2020. Sweetser Construction was the low bidder. Recent Actions: • Construction is complete. 4) SHILOH DR. / FULBRIGHT EXPRESSWAY INTERSECTION Project Summary/Status • Improvements include the reconstruction of the intersection of Shiloh Drive and Mall Avenue intersection and installation of a traffic signal in that location. The project also includes the installation of a right turn lane along Shiloh Drive for the vehicles turning right onto the Fulbright Expressway on -ramp as well as a traffic signal for this intersection. • City Council approved the design contract with Garver Engineers in September 2019. Recent Actions: ArDOT has given preliminary approval of the traffic study and the traffic signal warrant analysis. Garver has submitted final design to ArDOT for permitting. Upcoming Activities: Once ArDOT permitting is complete, the project will be ready to bid for construction. 5) CENTER / HARMON INTERSECTION Project Summary/Status • Improvements include widening to accommodate turn lanes, sidewalks on the south side, multi -use trail on the north and west sides, installation of a traffic signal, and pedestrian accommodations. • City council approved the design contract with McClelland Engineers in November 2019. Recent Actions: • MCE submitted a design contact amendment to include additional survey and design for off -site storm sewer necessary for the construction of this project. This contract amendment was approved at the December 1, 2020 council meeting. Upcoming Activities: • MCE is working on the final construction plans. • Land acquisition continues. • Construction is expected to begin in July of 2021. 6) MIDTOWN CORRIDOR Project Summary/Status • The corridor improvements include the evaluation of the on and off ramp intersection of 149 at Porter Road, street , bicycle and pedestrian improvements along Porter, Deane and Sycamore to the Razorback Greenway, and the Mid -town Trail from the Razorback Greenway to College Avenue. • City council approved the design contract with Olsson in November 2019. Recent Actions: • 60% plans were submitted to the City for review for the Deane and Sycamore portion of the project as well as for the Poplar Street portion. 30% plans were submitted for the Porter Rd portion along the PD site. • City review comments of the plan submittals were sent to Olsson. Upcoming Activities: • Olsson will continue with development of the design plans based on review comments provided by the City. • Evaluation of the project cost estimates. Changes may be required to bring the project into budget. 7) SAIN STREET EXTENSION (FRONT ST. TO JOYCE BLVD.) Project Summary/Status • This project was recently selected for federal STP-A funding. The funding is for planning, design, and environmental review of a connection between Vantage Drive and Sain Street, including a connection to the flyover bridge at 71 B and the Fulbright Expressway. Burns & McDonnell is the design consultant. • The FHWA has obligated $4,500,000 of Federal -aid funding for the construction of Sain Street. Recent Actions: • Contractor has completed clearing and grubbing of trees and vegetation in the proposed roadway corridor • Mud Creek Trail has been closed in the project area and a detour route has been established for the trail users • Contractor has installed large B-stone in the proposed roadway on the west side of Mud Creek. The B-stone is used to bridge the poor soil & wet conditions. • Contractor has installed drilled shafts for the proposed bridge on interior Bents #2 & #3 Upcoming Activities: • Contactor will be building concrete forms for pier caps over the drilled shafts on Bent#2 and#3 for the new bridge over Mud Creek. • Geotechnical fabric will be installed over the B-Stone on the roadway fill on the west side of the proposed bridge. • Construction is expected to be complete in December of 2021. 8) MAPLE ST. CYCLE TRACK Project Summary/Status • This project will include street improvements and the creation of a bicycle corridor between the Razorback Greenway and Garland Ave. along the south side of Maple St. Major project elements include construction of a 2-way cycle track along the south side of Maple St., signalization at Gregg Ave. and Maple St., storm drainage and new sidewalks along both sides of Maple St. between Gregg Ave. and Garland Ave. • Emery Sapp and Sons was selected as the construction manager and a contract for preconstruction services was approved at the September 15, 2020 City Council meeting. Recent Actions: Upcoming Activities: • On hold due to funding. 9) 15th ST. / RAZORBACK RD. INTERSECTION Project Summary/Status • This project is being designed in-house by the City Engineering Division. • Improvements include an additional lane on the eastern leg of the intersection to provide a dedicated left-hand turn lane. The intersection will be signalized with pedestrian accommodations. Sidewalks will be included on both the north and south sides of 151" Street for the length of the project. Recent Actions: • Design is complete. • Plans have been submitted to the railroad to coordinate the design of the railroad modifications. Upcoming Activities: • Railroad agreement development is underway. • Construction is scheduled for 2022. 10) HIGHWAY 71 B CORRIDOR Project Summary/Status • Improvements to these corridors could include striping, widening and/or narrowing of the roadway, utility relocation (including burial of overhead utilities), sidewalk/trail installation, accommodations for transit systems, elimination or reconfiguration of driveways, additional traffic signals, medians, plazas, art installations, lighting, wayfinding, protected intersections, parking, LID stormwater strategies and other corridor improvements to be identified in the design process. • Design contract with Garver Engineers was approved at the July 7, 2020 city council meeting. Recent Actions: • Garver presented the programming document to the Transportation Committee in March. Upcoming Activities: • Review of the programming document and cost estimates. • Meetings with property owners. • Determination of priority projects for design. 0 11) APPLEBY / PLAINVIEW / ROLLING HILLS CONNECTION Project Summary/Status • This project includes an extension of Rolling Hills Drive into the Fiesta Square Shopping Center, a direct connection from Appleby Road to Rolling Hills and an extension of Plainview Drive south into the Fiesta Square Shopping Center. These streets will all intersect at a roundabout on the east side of the shopping center. A design contract with Garver Engineers was approved the City Council at the June 4, 2020 council meeting. Recent Actions: • Review comments for the conceptual plans were submitted to Garver. Upcoming Activities: • 60% design plans are underway for the Plainview extension. The design within the Fiesta Square property is on hold until additional input is obtained from the property owner and their tenants in late February. • Construction is expected to begin in December 2021. • A meeting with the Fiesta Square property owners is scheduled for the last week of April. 12) ARCHIBALD YELL BLVD. SAFETY IMPROVEMENTS Project Summary/Status • The goals of this project include providing safe pathways for pedestrians to cross Archibald Yell Blvd., increasing safety at the College Ave./Rock St./Archibald Yell Blvd. intersection, and providing space for pedestrian and bicycle facilities along Archibald Yell Blvd. • A design contract with Garver Engineers was approved the City Council at the June 4, 2020 council meeting. Recent Actions: • 60% Design comments were sent to Garver. Upcoming Activities: • Development of final construction plans. • Right of way and easement acquisition. • Construction is expected to begin in the 3rd quarter of 2021. 13) ROLLING HILLS IMPROVEMENTS (COLLEGE TO OLD MISSOURI) Project Summary/Status • Improvements include street narrowing with new curb and gutter, storm sewer, mini -roundabouts, and bicycle/pedestrian facilities. • A design contract with Garver Engineers was approved at the November 1, 2020 city council meeting. Recent Actions: • Site survey work has been completed. • Conceptual plans have been submitted to the City for review. Upcoming Activities: • Transportation Committee review of the conceptual plans. • This project is expected to be ready for construction in March of 2022. 14) JOYCE BLVD. SAFETY IMPROVEMENTS Project Summary/Status • Safety improvements to Joyce Blvd. between Vantage Dr. and Old Missouri Rd. Specific improvements will be identified by a study of the corridor to identify mechanisms and causes of crashes in the area. A turn lane will be investigated as a solution, but other solutions will be considered as well. Recent Actions: Upcoming Activities: • Design is scheduled to begin in the second quarter of 2021. 15) NORTH ST. / MISSION BLVD. CORRIDOR Project Summary/Status This project includes pedestrian and transportation improvements along North Street from Garland Avenue to Mission Boulevard. Design concepts will consider items such as: • Garland Ave. to Gregg Ave. — Pedestrian improvements to connect retail and restaurant areas on Garland Ave. to residential areas and the Razorback Greenway. Pedestrian safety improvements at the Garland/North intersection. • Highway 71 B (College Ave) Intersection — Left turn lane for west bound traffic east of 71 B and signalization upgrades to reduce congestion. • Highway 71 B to Mission Blvd. — Pedestrian improvements and intersection improvements at Hillcrest. • North St./Mission Blvd. intersection improvements. Phase 1 — North/Mission Intersection and Mission Trail • Construction of a roundabout at this intersection to replace the existing traffic signal. • A design contract with Crafton, Tull and Associates was approved at the July 7, 2020 city council meeting for the North Street/Mission Blvd intersection and trail. Recent Actions: 1. City review comments were sent to Crafton Tull in December 2020. 2. Public input was sought through mailers and a Speak Up page. Upcoming Activities: 3. Crafton, Tull & Associates is working on the 50% plan submittal for the North/Mission portion of the project. 4. Construction of the North/Mission project is expected to begin in 4th quarter of 2021. Phase 2 — Overall Corridor Study • This project will include a study of the North Street Corridor from Garland Avenue to Mission Boulevard. This study will make recommendations for specific design and construction projects to achieve the overall pedestrian and transportation goals of this corridor. Recent Actions: 1. Selection of McClelland Consulting Engineers for the overall corridor study. 2. A contract with McClelland Consulting Engineers for the overall corridor was approved by the City Council at the March 16 city council meeting. Upcoming Activities: 3. Field surveys are underway. 16) OLD WIRE RD. CYCLE TRACK (EXTENSION) Project Summary/Status • An extension of the cycle track completed in 2019. This project will extend from Gulley Park to the Old Wire/Old Missouri intersection where it will turn north and continue to the intersection with Rolling Hills Drive. • The design will include curb and gutter, a 4' stamped concrete median, a 9.5' wide cycle track and an elevated 5' sidewalk adjacent to the cycle track. Recent Actions: • Field survey is complete. Upcoming Activities: • Design is scheduled to begin in the second quarter of 2021. 17) PAVEMENT MAINTENANCE / OVERLAYS Project Summary/Status • Allocation of $2.7 million in additional funds for pavement maintenance and overlays, to be selected based on results of a pavement inventory. Recent Actions: • 16.64 Miles of overlays have been completed as of March 2021. • $1,239,984.26 of the $2,700,00 has been spent or encumbered as of March 2021. 18) TRAFFIC SIGNAL HARDWARE / UPGRADES Project Summary/Status • Allocation of $1 AMillion in additional funds for the upgrade of signal controllers and equipment citywide as necessary so that all intersections are using the same hardware and software. Recent Actions: • 49 of 109 signal controllers and 45 of 55 Video Detectors have been upgraded as of March 2021. • $912,454 of the $1,400,000 has been spent or encumbered as of March 2021.
