* Public comment at a Fourth Judicial District Drug Task Force Control Board
meeting shall be allowed for all members of the audience who have signed up
prior to the beginning of the agenda item they wish to address. Speakers shall
be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug
Task Force Control Board may allow a speaker additional time or may allow an
unsigned -up person to speak by unanimous consent or majority vote.

MEETING
March 17, 2021
MINUTES
A meeting of the Fourth Judicial District Drug Task Force Control Board was held on
March 17, 2021. This meeting was held using Zoom due to COVID-19 and
recommendations for social distancing.
Those present were:

Chris Workman, Chief- Prairie Grove Police Department
William Brown, Captain -Fayetteville Police Department

Members of the public.
The meeting was called to order by Deputy Chief Jamie Fields. Upon roll call, the above
listed members were acknowledged present. Copies of the minutes from the February 17,
2021 meeting were distributed to all present. A motion was made by Chris Workman, and
seconded by Mike Peters, to approve the minutes. The motion was approved
unanimously.
A copy of the financial report for the Grant FY 2020-2021 was distributed to all present for
review, period ending February 28, 2021. Financial Director Willie Newman stated the
total expense to date was $288,305.00 which included Federal J21-004-20 $54,276.00,
Federal-J21-004-18 $91,319.00, Local-J21-004-20 $12,476.00, Local-J21-004-18 $
18,264.00, and Non -Allowed- $111,971.00.
Captain William Brown reported on the task force's activity February 1, 2021 through
February 28, 2021 and distributed a copy of statistics to all present. Brown stated that in
February the task force opened 18 cases, closed 10 cases, and made 4 arrests. Brown
further noted that $5,110.00 was expended for the purchase of evidence, $0.00 for the
purchase of service, and $1,270.00 for the purchase of information. Brown stated that
drugs seized during the month included: Methamphetamine, Marijuana, and
pharmaceuticals. Brown stated that 5 warrants were served. Also noted, 0 drug
convictions for the month of February. The task force seized 0 vehicles and a total of
$1,653.00 in U.S. Currency during the month. The locations of DTF Enforcement Action
for the month were: Fayetteville 7 cases, Springdale 7 cases, Lincoln 1 case, Prairie Grove
2 cases, Washington County 1 case.
Captain William Brown reported on the following dispositions.
DTF 20-241 (State of Arkansas v Johnta Dixon) was a DTF investigation in the City of Springdale
resulting in the seizure of $3,570.00 on October 22"d, 2020. $1,071.00 went to the Washington
County Prosecutor's Office. It was recommended that 15% of the net total of $2,499.00 go to the
Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%,
Fayetteville 25%, WCSO 12.5%, Rural 12.5%).
A motion was made by Chris Workman, seconded by Jay Cantrell, to approve this
recommendation. The motion was approved unanimously.
Notes:
Detectives were investigating a Drug Trafficking Organization in Fayetteville and Springdale.
Detective's conducted a parole search of Johnta Dixon's residence and located an AR-15 semi-
automatic rifle, multiple baggies of methamphetamine, scales, and the currency.
DTF 20-240 (State of Arkansas v Kenneth Efurd) was a DTF investigation in the City of Springdale
resulting in the seizure of $2,127.00 on October 22"d, 2020. $638.10 went to the Washington
County Prosecutor's Office. It was recommended that 15% of the net total of $1,488.90 go to the
Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%,
Fayetteville 25%, WCSO 12.5%, Rural 12.5%).
A motion was made by Jay Cantrell, seconded by Mike Peters, to approve this recommendation.
The motion was approved unanimously.
Notes:
Detectives were investigating a Drug Trafficking Organization in Fayetteville and Springdale.
Detectives conducted a parole search of Efurd's residence and located methamphetamine,
heroin, LSD, scales, and the currency.
DTF 20-249 (State of Arkansas v Quinton Fisher) was a Prairie Grove Police arrest resulting in the
seizure of $2,487.00 on October 315Y, 2020. $746.10 went to the Washington County Prosecutor's
Office. It was recommended that 15% of the net total of $1,740.90 go to the Drug Task Force and
the remaining balance go to the Prairie Grove Police Department.
A motion was made by Mike Peters, seconded by Jay Cantrell, to approve this recommendation.
The motion was approved unanimously.
Notes:
Fisher was stopped for a traffic violation by the Prairie Grove Police Department. A search was
conducted and officers located 18 individually packaged baggies with varying weights of
marijuana, 14 individually packaged marijuana edibles, and 10 THC vape cartridges along with the
currency.
DTF 20-211 (State of Arkansas v James Cloud) was a Fayetteville Police arrest resulting in the
seizure of $821.00 on August 28th, 2020. $246.30 went to the Washington County Prosecutor's
Office. It was recommended that 15% of the net total of $574.70 go the Drug Task Force and the
remaining balance go to the Fayetteville Police Department.
A motion was made by Chris Workman, seconded by Mike Peters, to approve this
recommendation. The motion was approved unanimously.
Notes:
On 8/28/20, officers with the Fayetteville Police Department stopped James Cloud for a traffic
violation. A search was conducted and officers located a Glock 23 pistol, methamphetamine,
baggies/scales, and the currency.
DTF 20-171 (State of Arkansas v Danial Plack) was a Prairie Grove Police Department arrest
resulting in the seizure of $1,671.00 on July 22"d, 2020. $501.30 went to the Washington County
Prosecutor's Office. It was recommended that 15% of the net total of 1,169.70 go to the Drug
Task Force and the remaining balance go to the Prairie Grove Police Department.
A motion was made by Jay Cantrell, seconded by Mike Peters, to approve this recommendation.
The motion was approved unanimously.
Notes:
On 7/22/20, Prairie Grove Police officers conducted a traffic stop on Danial Plack. A search was
conducted and multiple baggies of methamphetamine and marijuana were located with the
currency. Over the previous weeks, DTF have conducted multiple controlled purchases of
methamphetamine from Plack as well.
DTF 20-247 (State of Arkansas v Dylan Coats) was a DTF investigation in the City of Fayetteville
resulting in the seizure of $10,646.00 on October 27th, 2020. $264.40 went to the Arkansas State
Drug Director's Office. $3,193.80 went to the Washington County Prosecutor's Office. It was
recommended that 15% of the net total of $7,187.80 go to the Drug Task Force and the remaining
balance be split based on current staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural
12.5%).
A motion was made by Jay Cantrell, seconded by Chris Workman, to approve this
recommendation. The motion was approved unanimously.
Notes:
On October 271h, 2020 detectives received information regarding Dylan Coats being armed and
selling methamphetamine. Detectives located Coats at a motel in Fayetteville, conducted a
search, and located the currency, meth, pills, drug ledgers, scales, baggies, and 3 firearms.
Other Business
No other business was brought before the Control Board.
Public Comments
Sarah Moore: Is there a policy directed towards safety during surveillance and how a
surveillance operation is carried out?
Regarding the split outs, wanted to know the breakdown of the percentages listed. What
is the total dedication of the detectives from each agency? Are they fully dedicated or not
fully dedicated?
Moore asked if the task force coordinates with Rogers Police Department and the Benton
County Sheriff's Office narcotic teams?
Moore spoke briefly on Arkansas Legislation bill about to pass, to change the drug
paraphernalia law. Wanted to know how many cases in the past month were people
charged with drug paraphernalia.
Deputy Chief Jamie Fields requested a date and time for the next meeting. The next
meeting will be April 21, 2021 at 1:30 P.M. This meeting will take place remotely through
Zoom due to Covid-19 and the recommendation for social distancing. The meeting was
adjourned. Minutes recorded.
