RECOMMENDATION: A Resolution to Approve Change Order No. 1 to the contract with Crossland Heavy Contractors, Inc. in the amount of $457,176.00 to construct a low impact development parking lot at Kessler Mountain Regional Park with a grant from the Arkansas Department of Agriculture Natural Resources Division and to approve a project contingency in the amount of $46,000.00 and the associated budget adjustment. BACKGROUND: On July 3, 2018, Resolution 139-18 approved a Cost Share Agreement with the Beaver Watershed Alliance for grant funding in the amount of $160,000 and assistance in design and constructing a green parking lot at Kessler Mountain Regional Park. Amendment #1 to the Cost Share Agreement was approved on October 13, 2020 to increase the parking lot from 52 to approximately 80 parking stalls, decrease the number of green parking stalls from 20 to 8 and to extend the project completion date to April 15, 2021. DISCUSSION: Due to the demand for parking at Kessler Park, the parking lot increased from 52 to 82 parking stalls. This delayed the design and bid documents with the timing of this project and other park bond projects. After discussions with Becky Roark, Executive Director of the Beaver Watershed Alliance, it was decided to request an extension of the grant for a project completion of September 1, 2021. In addition, the City would realize a savings in money and time to request a Change Order with Crossland Heavy Contractors, Inc existing contract, Resolution 2021-0072, for building the baseball complex at Kessler Mountain Regional Park. BWA's grantor, Arkansas Department of Agriculture — Natural Resources Division, approved the Change Order with Crossland. See attached letter. Mailing Address: 113 W. A kiosk would be installed in this heavily traffic area by the new parking lot to educate the public of the importance of protecting the Beaver Lake watershed with a rain garden, bioswale utilizing native plants and trees, and permeable pavement parking stalls. This valuable information would be shared with hundreds of people on a continual basis through the year. Our City is very dedicated to ensuring the high -quality drinking water supply from Beaver Lake for people in Northwest Arkansas, not just for today, but also for future generations. This project would help us achieve this goal. This is a great project that can have a big impact of demonstrating the City's commitment to protecting our drinking water at Beaver Lake, as well as educating a tremendous amount of park users of this great mission.
