BACKGROUND: On March 7, 2018, the City of Fayetteville accepted sealed competitive bids for sanitary sewer main line and service lateral lining services. Insituform Technologies, LLC submitted the lowest bid (Resolution 84-18, Bid #18-22). The bid schedule includes unit pricing for various items of work in order to complete the annual rehabilitation program. DISCUSSION: Direct contracting with Insituform Technologies, LLC allows the City to execute its sanitary sewer rehabilitation program efficiently. Pipes being repaired with liners under this contract are either identified through normal City maintenance operations or by consultants during Sanitary Sewer Evaluation Studies (e.g., Smoke Testing). Engineering and administrative costs are minimized as these services are handled by city staff. This work is an integral part of the City's ongoing program to maintain its sewer system in the most long-term yet cost effective fashion, with cured -in -place linings being by far the lowest cost strategy for applications where it is appropriate. This will be the 4" year of a 5-year renewable contract with Insituform. BUDGET/STAFF IMPACT: Funds are available for this project in the Sanitary Sewer Rehabilitation account.
