SUPPORT LAKE FAYETTEVILLE IMPROVEMENTS:
A RESOLUTION TO SUPPORT IMPROVEMENTS TO LAKE FAYETTEVILLE'S WATER
QUALITY AND TO CREATE A HEALTHY LAKE ECOSYSTEM
WHEREAS, Lake Fayetteville comprises 458 acres of land and 194 acres of water and was created
in 1949 as a source for Fayetteville's drinking water and served that function until the development of
Beaver Water District in the 1960s; and
WHEREAS, Lake Fayetteville serves as an important and popular recreational area for the citizens of
Fayetteville and many visitors, provides a variety of recreational opportunities including fishing, boat
and bike rentals, and is home to the only rowing club in Northwest Arkansas; and
WHEREAS, Lake Fayetteville incorporates a 5.5-mile nature trail around the lake, as well as 4.3
miles of hard surface multi -use trail circling the lake that connects the Razorback Greenway to the
Fayetteville trail network as an important regional transportation connector; and
WHEREAS, the Northwest Arkansas Open space plan projects an increase in urban planning areas
from 22% in 2006 to 58% in 2050; and
WHEREAS, Lake Fayetteville and its upstream tributaries have been identified by the Illinois River
Watershed Partnership as a high priority area for improvement and may be eligible for future funding;
and
WHEREAS, Lake Fayetteville has been classified by the EPA under Section 303(d) list as "impaired"
and is part of the Illinois River system which has some sections listed by EPA as being impaired; and
WHEREAS, stream bank erosion from upstream tributaries, storm water run-off and excess nutrients
from urban and pasture areas and increase in impervious surfaces are contributing to water quality
issues in Lake Fayetteville; and
WHEREAS, Lake Fayetteville is located in a karst region of Arkansas which can replenish fresh
drinking water, but which can be endangered by significant contamination from pesticides, fertilizers,
leaky sewage systems, sediment, and other runoff materials; and
WHEREAS, for the last three years, Lake Fayetteville has experienced harmful algal blooms which

can be toxic to dogs, wildlife and our children and immunocompromised individuals.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby will endeavor to work
with local, regional and national environmental partners, including but not limited to, the Illinois River
Watershed Partnership, Northwest Arkansas Land Trust, Fayetteville Natural Heritage Association
and Lake Fayetteville Watershed Partnership to clean up and protect the Lake Fayetteville watershed.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby intends to work with
these and other stakeholders to improve Lake Fayetteville's water quality to a level that would allow
swimming and fishing in a safe lake ecosystem and to seek governmental grants and partnerships to
help fund our efforts to protect and improve Lake Fayetteville's water quality.
Section 3. That the City Council of the City of Fayetteville, Arkansas hereby requests that the Mayor
contract with an experienced and competent firm to draft and develop a Lake Fayetteville Watershed
Strategy and Improvement Plan similar in nature, scope, review, metrics, goals (including an inventory
of ecosystem services) as the "2012 Water Based Management Plan for the Upper Illinois River
Watershed, Northwest Arkansas" and "Beaver Lake Watershed Protection Strategy"; and
Section 4. That the City Council of the City of Fayetteville, Arkansas hereby intends to implement the
Watershed Improvement Plan's recommendations in a timely manner (within a decade); and
Section 5. That the City Council of the City of Fayetteville, Arkansas hereby requests that the Mayor
direct all relevant departments to give special consideration to projects that may potentially impact the
water quality of Lake Fayetteville in consultation with the stakeholders identified in Section One.
