The Airport Board holds regular meetings at 2:00 p.m. on the 3'd Thursday of each month in the Fayetteville Executive Airport Conference Room. Description The Airport Board was created on December 18, 1990, with Resolution 201-90 and revised on February 6, 2001 by Resolution 14-01. The purpose of this board is to seek both general and technical citizen input and assistance in airport functions, provide and encourage visionary planning and strong leadership for the airport, and assist the City Council in matters pertaining to the operation, improvement, extension, and maintenance of the airport and other related facilities, property, and easements. Terms Members serve for staggered, five-year terms, ending on December 31st. No member shall be eligible to serve more than two consecutive full terms. Members The Board shall be comprised of seven members as follows: • Mayor, member ex officio • Two members must hold Federal Aviation Administration pilot or appropriate aeronautical ratings • Two members with appropriate aeronautical experience or interest • One member from the Fayetteville business community • One member from the University of Arkansas • One member -at -large Appointments Vacancies on the Board are filled by appointment from the governing body of the City. The Airport Board Chair or an appointed representative shall be available to advise in the appointment process. Public Notification A weekly meetings list is prepared by the Office of the City Clerk Treasurer which is distributed to the press and posted online. Kavla Bruskas. ITEM # 2: Approval of the Airport Board Minutes of the November 19th, 2020 Meeting • A motion to approve the mintues from the November 19th, 2020 meeting was made by Charles Wallace. David Hopper seconded the motion. The motion carried. ITEM # 3: Old Business: • Fund Balance Discussion with Paul Becker. Paul Becker gave a detailed overview of the airport budget. Charles Wallace asked for an explanation of depreciation. Ian Tholking asked if this was a multi -year outlook or annual. Ian Tholking also asked about scope of funds for airport projects going forward. ITEM # 4: New Business: • None. ITEM # 5: Other Business: Items from the Airport Board: None. Items from the Public: None. Museum Update: None. ITEM # 6: Receiving of Reports: Airport Services Manager's Report: • AIRPORT ACTIVITY: Tower operations for November totaled 2,377 which is up from the operations that took place in October of this year as well November 2019. November fuel sales totaled 43,965 gallons, which is an in sales that took place in October but down from those that took place in November 2019. • BEACON / WINDCONE PROJECT: The beacon and windcones have been installed and the final walkthrough has taken place. There is an issue with a subcontractor not receiving payment. Because of this the surety has been contacted to ensure the problem is resolved. • FAA TERMINAL IMPROVEMENT PROJECT: The staging/construction for this project was delayed and is now set to begin on December 281h. This delay was due to longer than expected lead times for equipment. • FAA RUNWAY REHAB AND LIGHTING PROJECT: The contract with Garver for the design and bidding of PAGE 1 OF 2 this project was on the consent agenda at City Council this week. This will allow for the airport to be prepared for the design and construction grant award in the summer. • Financial Report: As of 11/30/2020, FBO Revenue totaled $1,178,860.90, expenditures totaled $1,140,719.86 leaving an unaudited profit total of $38,141.04. T-Hangar Report: There are no vacant T-Hangars with 40 people on a waiting list. One new hangar lease was signed in November. MEETING ADJOURNED at 3:12 P.M. PAGE 2OF2 CITY OF FAYETTEVILLE ARKANSAS 2/9/2021 Airport Services Manager's Report: • AIRPORT ACTIVITY: Tower operations for January totaled 2,107 which is up from the operations that took place in December and those that took place January 2020. January fuel sales totaled 41,772 gallons, which is an increase in sales that took place in December and those that took place in January 2020. • BEACON / WINDCONE PROJECT: The two-party checks have been mailed to resolve the payment to the sub -contractors. The remining funds are being held at the request of the officer representing the surety. They have yet to determine when those funds will be able to be released. • FAA TERMINAL IMPROVEMENT PROJECT: This project is approximately 33% complete. The final day of construction is still set to be April 27th, with the main lobby being the last section completed. • FAA RUNWAY REHAB AND LIGHTING PROJECT: All engineering work needed to be prepared for grant season is on schedule.
