Also, approval of a subsequent budget adjustment. BACKGROUND: The Downtown Square lighting and electrical service was last renovated in 2008 and included new streetlights on the exterior of the square, bollard lighting in gardens, and better distribution of electrical service to accommodate the Lights of the Ozarks display. Since that renovation, much has changed with the electrical and lighting requirements around the square. The use of LED lighting for both Lights of the Ozarks and streetlights decreased the amount of electrical service required in some areas whereas the popularity of food trucks and street vendors has increased the demand for larger service in other areas. In addition, the Old Post Office building has changed ownership and use, now as a restaurant, requiring better pedestrian lighting and visibility for the interior sidewalks to create a safer and more inviting nighttime environment. The 2019 Parks Bond Program included $85,000 to upgrade the electrical service around the square to accommodate food trucks and vendors, eliminating the need for noisy generators. The project also called for enhanced lighting within the Square Gardens to highlight the gardens and the Old Post Office building. Engineering Elements was selected to design the electrical and lighting improvements (RFQ 20-01, Selection #15) for $8,000. DISCUSSION: The Downtown Square Gardens project, to enhance the garden lighting and improve the electrical infrastructure for vendors, will be split into two phases. This proposal is to complete the first phase which is to install power receptacles around the exterior of the, square to Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 accommodate vendors. Currently, the only power available for vendors is to utilize the same power supply for the Lights of the Ozarks. This power supply is on a timer and is only active when the lights are on at night. Allowing vendor use is very difficult for staff to manage and still maintain ample power for the lighting supply which has resulted in vendors using noisy generators or trying to share power with the light display. This project will provide new 50-amp and 20-amp service for vendors that is on a separate power grid from the light display where electricity will always be available. The second phase of the project will focus on the addition of lighting within the gardens and along the interior sidewalk to increase safety and visibility for pedestrians. The Transportation Committee met on December 29, 2020to determine if the lighting of the sidewalk with streetlights met the goals and funding of the Downtown Sidewalk/Walkability Improvements Bond Project. The committee asked staff to investigate a more decorative lighting design with a focus on highlighting the gardens and Old Post Office with lights in an artistic manner that allows for color and brightness control which could vary based on seasons or events and also provide ample lighting to accommodate safe pedestrian usage. Staff is currently working on the electrical design for this phase. BUDGET/STAFF IMPACT: ` 11 The total cost of phase one of this project, to add vendor electrical power, with King Electric is $50,050 with a project contingency of $5,005 and will be funded from the Neighborhood Parks Square Lighting and Electrical Park Bond Project. A budget adjustment is included with this council item. This proposal is based on the preliminary information I received from Mr. Wade Abernathy and from a conference call that occurred on April 28, 2020. It is my understanding that this project will consist of new lighting at the interior of the Square including walkway lighting, garden lighting and accent lighting on the Old Post Office. Our services will include standard basic engineering services consisting of preliminary design and design development, contract documents, bidding assistance, submittal review and construction observation. This level of services will pertain to the following systems as our part of the work. ' MEP Services: Our services include the following standard engineering services: a. Preliminary Design and Design Development. Two design review meetings are planned to evaluate design and light fixture selections. b. Contract Documents c. Bidding Assistance d. Value Engineering Process e. Submittal Review and Construction Observation. Scope of Systems Designed: The above -listed services will apply to the electrical systems listed below. Electrical: i. Exterior site lighting systems including walkway lighting, landscape lighting and building accent lighting. Specific care will be given to the selection of fixture characteristics such as lamp color temperature, aesthetics, camera mounting options and control systems. All new lighting shall feature LED lamp technology. ii. New lighting controls. Options will be explored and considered prior to final specification such as astronomical clock timers and wireless apps. Controls will include a hand -off -auto switch for manual override of lighting systems. iii. Electrical power distribution system for all new fixtures including conduit, wiring and overcurrent protection. iv. Additional electrical service capacity and service panelboards as necessary. V. General purpose power for vendor and food truck connection. Location and amperage of new receptacles will be reviewed and defined with City. vi. Empty conduit system for Owner furnished equipment where necessary. This includes new cameras provided under a separate contract. vii. Cost estimates for construction. 3. Fee: The fee for the above described services is proposed as a Fixed Fee of Eight Thousand Dollars ($8,000) for our portion of the work plus any reimbursable expenses attributed to the project.
