BACKGROUND: During implementation and adoption of the Energov system, the Development Review Division was allotted one temporary full-time Planning Technician position to support permanent staff during the transition. This position is currently set to expire on December 31, 2020. DISCUSSION: Development Review staff requests extension of one additional year for the temporary Planning Technician position of the Development Review Division. A constellation of challenges related to the implementation of Energov, near-complete turnover of development review staff, COVID-19 related workload, and heightened development submittal numbers created the need for additional support. With approval, the position will be funded through December 31, 2021. Responsibilities include, but are not limited to the processing of submittals, review of business licenses, sign permits, and mobile vendor permits, and development review. The position is currently occupied by a planning technician that is proficient in all job functions with no anticipated time lost to hiring and training. BUDGET/STAFF IMPACT: This position would be funded through the General Fund. A budget adjustment which would accomplish this is attached for your consideration.
