HISTORIC PRESERVATION GRANT:
A RESOLUTION TO AUTHORIZE AN APPLICATION FOR A CERTIFIED LOCAL
GOVERNMENT GRANT IN THE AMOUNT OF$60,000.00 THROUGH THE ARKANSAS
HISTORIC PRESERVATION PROGRAM TO COMPLETE A COMMUNITY WIDE
PRESERVATION PLAN AND A CULTURAL RESOURCE SURVEY OF THE UNIVERSITY
HEIGHTS AND HASKELL HEIGHTS NEIGHBORHOODS,AND TO APPROVE A BUDGET
ADJUSTMENT APPROPRIATING MATCHING FUNDS IN THE AMOUNT OF$20,000.00
CONTINGENT UPON APPROVAL OF THE GRANT
WHEREAS,the City has the opportunity to apply for a Certified Local Government grant through the
Arkansas Historic Preservation Program to create a community preservation plan,which will function
as a blueprint for addressing the diverse culturally significant and historic properties in Fayetteville;and
WHEREAS,the grant funds would also be used to conduct a cultural resource survey of the
University Heights and Haskell Heights neighborhoods,both of which the Arkansas Historical
Preservation Program has identified as important areas because of the early farmhouses that remain in
the area and the number of houses that have connections to University of Arkansas faculty;and
WHEREAS,Arkansas Historic Preservation Program staff have indicated that the City is more likely
to receive this grant if local matching funds are provided which will show the City's dedication to the
proposed projects.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE,ARKANSAS:
Section 1:That the City Council of the City of Fayetteville,Arkansas hereby authorizes the Mayor to

apply for a Certified Local Government grant through the Arkansas Historic Preservation Program to
complete a community wide preservation plan and a cultural resource survey of the University Heights
and Haskell Heights neighborhoods,and further authorizes City matching funds in the amount of
$20,000.00.
Section 2: That the City Council of the City of Fayetteville,Arkansas hereby approves a budget
adjustment,a copy of which is attached to this Resolution,appropriating the matching funds contingent
upon approval of the grant.

SUBJECT: Approval to submit a Arkansas Historic Preservation Program CLG Grant
application for up to $60,000 (City match portion up to $20,000) including approval of a
budget adjustment.
RECOMMENDATION:
Planning Staff recommends that City Council approve the application and funding in
the amount of $20,000 to secure grant matching from the Arkansas Historic
Preservation Program to further fund a $60,000 CLG grant requested by staff to
complete a community wide preservation plan contingent upon the final grant award
from the state preservation agency.
BACKGROUND:
Community Preservation Plan:
This plan is considered a historic preservation master plan for the city. It would identify
resources for future survey and National Historic Register listing as well as assessing
current preservation efforts, plan for new initiatives, and make the case for preservation
to decisionmakers and community members. The plan would also assist in defining
goals for future CLG grant projects.
University Heights Cultural Resource Survey:
As part of the wider survey a broad cultural and historical context survey of University
Heights area would be completed. This would include historical development patterns,
history, and recognition of historically significant structures or groupings in the area.

DISCUSSION:
The citypreviouslyapplied foragrant to complete a communitypreservation plan in
ppp
2019, but was denied, primarily because the city did not offer any cost-share to
complete the plan. The SHPO has indicated that they would fund the grant contingent
upon a match provided by the city to show dedication to the project. This is another
opportunity to secure funding to create this plan in 2021, which would function as a
blueprint for addressing the diverse culturally significant properties and histories in
Fayetteville.
The University Heights and Haskell Heights neighborhoods are located west of the
University of Arkansas campus. AHPP conducted a site visit to both these
neighborhoods. Following that visit, AHPP staff issued a letter indicating that this area
seems to have importance with some of the early farmhouses that remain in the area,
as well as a number of houses that have connections to University of Arkansas faculty.
Thus staff considered it of vital importance to include a context survey as a goal of the
overall preservation plan, as soon as possible, to evaluate the cultural and historical
relevance of the area and to begin initiatives to preserve what is left of the original
historical fabric as important properties are being lost.
Staff is requesting approval of fund matching at this time contingent upon grant approval
by the SHPO as the grant application is due on December 30th, 2020.
BUDGET/STAFF IMPACT:
A budget adjustment is proposed in the amount of $20,000 for the City's matching funds
and a future council item will be submitted to accept and appropriate the entire amount
of the grant upon award.

Dear Preservation Coordinator:
It is my pleasure to announce the availability of 2021 Certified Local Government(CLG)grant funds to cover activities
between March 15, 2021,and September 30, 2022. CLG grants are made possible by a Historic Preservation Fund
grant administered by the National Park Service, Department of the Interior. The Arkansas Historic Preservation
Program(AHPP)will award at least$200,000 in this grant round.
More information on the application process,grant project eligibility,the evaluation and awards process, and grants
management is included in the attached Summary Guidance and the online application.
Application Process
The application process consists of two steps: 1)the optional submission of a Letter of Intent by November 1, 2020,
and 2)the submission of a complete application by December 31, 2020. We strongly recommend you submit a Letter
of Intent(LOI) if you intend to submit a grant application.The LOI gives the staff a chance to help you prepare for the
application phase.The content of your LOI does not restrict you from changing the project or projects you include in
your final grant application. However,working with staff on a project idea before it is submitted is highly
advantageous. Substantive changes or additions to applications will not be allowed after December 31, 2020,as our
evaluation schedule is fairly short.
LOIs and applications must be submitted through AHPP's online grant portal at
https://www.grantinterface.com/Home/Logon?urlkey=arkansasheritage. The grant code is CLG21. Once you enter
the grant code,you will be able to select either the Letter of Intent process or the general grant application process.
