CITY OF
ParFAYETTEVILLE CITY COUNCIL MEMO
ARKANSAS
MEETING OF DECEMBER 15, 2020
TO: Mayor and City Council
THRU: Susan Norton, Chief of Staff
FROM: Missy Cole, HR Director
DATE: November 24, 2020
SUBJECT: Approval of a Contract with TEC, The Employment Company d/b/a TEC
Staffing Services
RECOMMENDATION:
Staff recommends approval of a one-year contract with four automatic renewal options with TEC,
The Employment Company DBA TEC Staffing Services as a primary provider for
Janitor/Custodian, Transportation Maintenance Worker and other positions as needed. TEC
Staffing Services will serve as a secondary provider for General Clerical positions. Utilizing
multiple staffing services will provide the City with the added value of having access to larger and
more viable applicant pools in the NWA region.
BACKGROUND:
To supplement regular, full time staff during periods of increased demand and/or staff shortages
(e.g., leaves of absence and turnover/retirement) the City has utilized temporary staffing to
maintain necessary business operations.
DISCUSSION:
The City desires to continue utilizing temporary staffing services to support specific business
needs for either short- or long-term assignments across multiple departments. By maintaining
the relationship with temporary staffing services, the City will reduce costs of human capital
overhead (e.g., workers' compensation, F.I.C.A, and the potential for unemployment claims
costs).
The usage of temporary staffing services to supplement labor is a common practice among
NWA municipalities in their daily operations.
BUDGET/STAFF IMPACT:
The 2021 budget has funding allocated for temporary staffing.

To Whom It May Concern:
The University of Arkansas and the RazorTemp program has been using TEC Staffing to help us with
staffing of hard to fill positions for a number of years. I have worked directly with TEC and Michael
Courington for the past 3 years and they have been a tremendous asset for the RazorTemp program.
The employees at TEC Staffing have always been professional, courteous and willing to help whenever
called up. TEC has provided us quality workers for these hard to fill positions in a timely fashion. As a
result, the University has hired a good amount of these workers into permanent roles on campus. TEC
Staffing has also been willing to work with me individually on processes that are unique to the
University. They have a "can do"attitude and will help with solutions to our specific wants and needs.
The process of obtaining workers, paying workers and invoicing for payments is a very smooth and
efficient process. They work very hard to make sure we are satisfied with the services we are provided.
If we need something, they will do their best to help in anyway big or small.
I would highly recommend TEC Staffing to any company to help with their staffing needs.
