CITY OF FAYETTEVILLE ARKANSAS MEETING OF DECEMBER 1, 2020 TO: Mayor and City Council THRU: Susan Norton, Chief of Staff Tim Nyander, Utilities Director FROM: Greg Weeks, Area Manager DATE: November 12, 2020 CITY COUNCIL MEMO SUBJECT: Electric Motor Center — Influent Pump Repair at Noland WRRF RECOMMENDATION: Staff recommends approval of a quote from Electric Motor Center in the amount of $22,536.50 plus applicable taxes for the repair of an influent pump at the Noland Water Resource Recovery Facility. BACKGROUND: The Noland Treatment Facility uses a series of nine pumps to feed influent through the treatment process. These pumps are divided into two influent pump stations comprised of Station No. 1's six dry -pit pumps and Station No. 2's three submersible pumps. In late September, Pump No. 101 at Noland Influent Pump Station No. 2 tripped out due to overvoltage on the variable frequency drive (VFD). Staff megged the motor and discovered the windings had burned out. The pump was pulled and sent to Electric Motor Center in Springdale for a hidden -damages inspection. DISCUSSION: Electric Motor Company has submitted a price proposal for the repair of Pump No. 101 for $22,536.50. Their proposal includes installing new bearings, seals, cords, and a new impellor. Freight is included in the quoted price. They will also complete all necessary machine work, as well as test and reassemble the pump. It is anticipated this repair will be deemed tax exempt under Arkansas tax code, but pending that determination from the state if taxes are imposed they are estimated to be $2,253.65 for a project total cost of $24,790.15. Because it was necessary to have the repair facility disassemble the units to determine the extent of hidden and unknown damage to equipment already purchased, a bid waiver and/or formal sealed bidding is not necessary according to Ark.
