The Airport Board holds regular meetings at 2:00 p.m. on the 3'd Thursday of each month in the Fayetteville Executive Airport Conference Room.
Description
The Airport Board was created on December 18, 1990, with Resolution 201-90 and revised on February 6, 2001 by Resolution 14-01.
The purpose of this board is to seek both general and technical citizen input and assistance in airport functions, provide and encourage visionary planning and strong
leadership for the airport, and assist the City Council in matters pertaining to the operation, improvement, extension, and maintenance of the airport and other related
facilities, property, and easements.
Terms
Members serve for staggered, five-year terms, ending on December 31st. No member shall be eligible to serve more than two consecutive full terms.

The Board shall be comprised of seven members as follows:
• Mayor, member ex officio
• Two members must hold Federal Aviation Administration pilot or appropriate aeronautical ratings
• Two members with appropriate aeronautical experience or interest
• One member from the Fayetteville business community
• One member from the University of Arkansas
• One member -at -large
Appointments
Vacancies on the Board are filled by appointment from the governing body of the City. The Airport Board Chair or an appointed representative shall be available to
advise in the appointment process.
Public Notification
A weekly meetings list is prepared by the Office of the City Clerk Treasurer which is distributed to the press and posted online.

Airport Board Minutes
August 20th, 2020

ITEM # 1: Call to Order. Zane Chenault.
ITEM # 2: Approval of the Airport Board Minutes of the July 16th, 2020 Meeting
• A motion to approve the mintues from the July 16th, 2020 meeting was made by Kayla Bruskas. Todd
Crane seconded the motion. The motion carried.
ITEM # 3: Old Business:
• None.
ITEM # 4: New Business:
• Airport Financial Reports. Terry Gulley presented a revenue and expense report for the Airport
showing a profit of $77,033.52. The beacon/windcone project was paid out of this which totaled
approximately $62,000 and the Airport Improvement Project portion of approximately $8,000
leaving a profit for the year of approximately $7,033.52. Several members of the Board requested
the amount in the Airport Reserve Fund. Terry Gulley stated he would speak with the City's CFO to
get that information for them. Charles Wallace requested that a quarterly balance sheet of
profit/loss be included in the information the Board is provided.
ITEM # 5: Other Business:
Items from the Airport Board: Todd Crane stated he had been in touch with an organization out of
Indianapolis called Flight One. This organization works with life challenged children to install confidence.
Todd asked if the Board would approve of reaching out to them and gathering more information to possibly
bring the program to Drake Field. Zane Chenault approved the motion and Kayla Bruskas seconded the
motion. The motion was approved.
Items from the Public: Rick McKinney announced that Miltary Museum is having a party for the retirement of
long time employee Sally Ebbrecht. All members are welcome to attend. Charles Wallace wanted to express
appreciation for all her years of service on behalf of the Airport Board.
ITEM # 6: Receiving of Reports:
Airport Services Manager's Report:
• AIRPORT ACTIVITY: Tower operations for July totaled 2,336 which is down from the operations that
took place in June and but up from the operations that took place in July of 2019. May fuel sales
totaled 34,608 gallons, which is an increase in sales that took place in June and but a decrease from
the July 2019 totals.

BEACON / WINDCONE PROJECT: The base for the new beacon has been poured and is currently in
the curing process. The projected timeframe for installation is August 315T- September 11t". The
project will be complete upon the installation.
FAATERMINAL IMPROVEMENT PROJECT: The FAA has responded to our request for funding above
the original amount allotted. We will now be receiving $1,305,778 versus $1,125,000 which will
allow us to address all identified problem areas within the terminal. This includes a new chiller,
new boiler, complete window replacement, new ceiling tiles, and a complete overhaul of the
HVAC system and ducting.
• POLICE TESTING: The Fayetteville Police Department is hosting their testing in the terminal
Saturday morning. They will also be utilizing one lane of Ernest Lancaster for the physical
portion. They will have a posted employee informing traffic of this closure. This will be taking
place from 12:00 - 4:00 p.m.
• Financial Report:
• As of 7/31/2020, FBO Revenue totaled $741,094.70, expenditures totaled $727,328.78 leaving an
unaudited profit total of $13,765.92.
• T-Hangar Report:
• There are no vacant T-Hangars with 38 people on a waiting list. One new hangar lease were signed in
JUly.

Airport Services Manager's Report:
• AIRPORT ACTIVITY: Tower operations for September totaled 2,404 which is down from
the operations that took place in August and from the operations that took place in August
of 2019. September fuel sales totaled 39,951 gallons, which is an increase in sales that
took place in August and but a decrease from the August 2019 totals.
• BEACON / WINDCONE PROJECT: The projected timeframe for installation was August
31st- September 11th. There was an additional delay from the manufacturer and the tower
is now set to be installed this week, wind permitting.
FAA TERMINAL IMPROVEMENT PROJECT: The pre -construction meeting for this
project is set to take place on October 16th. A timeline for all aspects of this projects will
be established during this meeting.
