A RESOLUTION TO ACCEPT A QUOTE IN THE AMOUNT OF S45,042.86 PLUS
APPLICABLE TAXES AND FREIGHT CHARGES FROM J.R. STEWART PUMP &
EQUIPMENT, INC. FOR THE REPAIR OF A PUMP AND MOTOR USED AT THE
HAMESTRING SEWER LIFT STATION
WHEREAS, a pump used at the Hamestring Sewer Lift Station was recently shipped to J.R. Stewart
Pump & Equipment to disassemble, inspect, and provide a quote for repair of the pump; and
WHEREAS, pursuant to Ark. Code Ann. §19-11-203(14)(DD), formal competitive bidding is not
necessary for the repair of"hidden or unknown damages."
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that because
of Ark. Code Ann. § 19-1 1-203(14)(DD), repair of"hidden or unknown damages," the repair of the
pump does not require formal competitive bidding and, therefore, accepts the quote in the amount of
$45,042.86 (plus any applicable taxes and freight charges) from J.R. Stewart Pump & Equipment for
the repair of a pump and motor used at the Hamestring Sewer Lift Station.

SUBJECT: J.R Stewart Pump & Equipment — Pump and Motor Repair for the
Hamestring Sewer Lift Station
RECOMMENDATION:
Staff recommends accepting a quote from J.R. Stewart Pump & Equipment, Inc. in the amount
of $45,082.86 plus applicable taxes and freight charges for the repair of a pump and motor at
the Hamestring Sewer Lift Station.
BACKGROUND:
The Hamestring Lift Station on Sunshine Road delivers over 85% of the West Side WRRF's
average 7+ MGD of wastewater influent. The station, first brought online in June 2008, utilizes a
series of seven 350 hp Cornell -brand pumps that have been in operation for just over 12 years.
During an inspection of the lift station in July, a leak was noticed coming from the mechanical
seal on Pump No. 4. This pump was commissioned in 2008 and has never been rebuilt. The
pump was removed from service and sent to J.R. Stewart Pump & Equipment of West
Memphis, AR for a hidden -damages inspection. Given its age and hours of operation, the motor
also needs to be rebuilt while the pump is pulled and in a certified repair shop.
DISCUSSION:
J.R. Stewart Pump and Equipment has submitted a price proposal to repair and rebuild the
pump and motor of Pump No. 4 for $45,042.86, plus any applicable taxes and freight charges.
Their proposal includes a complete rebuild of the motor, as well as replacing multiple
components of the pump including the thrust bearings, the impellor, and the shims. Staff
recommends the approval of this proposed influent pump repair. The cost of a new pump is
$63,300.
Because it was necessary to have the repair facility disassemble the units to determine the extent
of hidden and unknown damage to equipment already purchased, a bid waiver and/or formal
sealed bidding is not necessary according to Ark. Code Ann. §19-11-203(14)(DD).

BUDGET/STAFF IMPACT:
Funds are available in the Lift Station Upgrade/Replacement account within the Water and
Sewer fund. This item was presented to the Water, Sewer and Solid Waste Committee on
September 8, 2020, and received unanimous approval to forward it to the City Council with a
recommendation for approval.
