ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes a payment to
Electric Motor Center in the amount of $18,418.42 plus applicable taxes for the repair of Pump #2 at
the Noland Water Resource Recovery Facility.

SUBJECT: Electric Motor Center - Influent Pumping Station Pump Repair at the
Noland WRRF
RECOMMENDATION:
Staff recommends approval a quote from Electric Motor Center in the amount of $18,418.42 plus
applicable taxes for the repair of Influent Pump #2 at Noland Water Resource Recovery Facility.
BACKGROUND:
The Noland Treatment Facility uses a series of nine pumps to feed influent through the
treatment process. These pumps are divided into two influent pump stations comprised
of Station No. 1's six dry -pit pumps and Station No. 2's three submersible pumps.
Recently, the bottom plate on Station No.1's Pump No. 2 detached from the body frame of the
pump. This failure resulted in an influent leak and the immediate removal of the pump from
service. Prior to this incident, Pump No. 2 was last repaired in April of this year when a
mechanical seal was replaced. Staff pulled the pump in early June and sent it to Electric Motor
Center in Springdale for a hidden -damages inspection.
DISCUSSION:
Electric Motor Company has submitted a price proposal for the repair of Pump No. 2 for
$18,418.42. Their proposal includes installing new bearings, new seals, a new impeller (with a
wear ring), new shims, and a full hardware replacement. Staff recommends the approval of this
proposed effluent pump repair. It is anticipated this repair will be deemed tax exempt under
Arkansas tax code, but pending that determination from the State if taxes are imposed they are
estimated to be $1,795.80 for a project total cost of $20,214.22. Freight is included in the quoted
price.
Because it was necessary to have the repair facility disassemble the units to determine the extent
of hidden and unknown damage to equipment already purchased, a bid waiver and/or formal
sealed bidding is not necessary according to Ark. Code Ann. §19-11-203(14)(DD).
This item was presented to the Water, Sewer & Solid Waste Committee on July 14, 2020, with a
unanimous vote to forward it to the City Council for consideration for approval.
