MEETING MINUTES
Fayetteville City Board of Health
July 22, 2020
4:30 p.m.
Virtual Meeting
Members: Jay Gandy, Lenny Whiteman, Huda Sharaf, Gary Berner, Joey Gardner
Ex-Officio Members: Hershey Garner, Lioneld Jordan, Brad Hardin, Meredith Lowry
Guest: Denise Gardner, Steven Boss, Kyle Smith, Kit Williams, Stacy Ryburn
1. Call to Order and Roll Call — Hershey Garner, Chair (5 minutes)
2. Announcement from the Mayor:
a. Update on Public Health Officer
b. Marth Sharkey was voted in last night at the City Council Meeting
3. Discuss Health Officer roles
4. Status of mask program with report by Dr. Stephen Boss
a. Enrollment at U of A was estimated at 27,500; 6300 students from Texas
b. Probability of infection for county growth rate (4.5%). August 1 would have
reached peak; with 20,000 students added it changes the peak higher towards
the end of August
c. Need data from ADH for to get the trend line for Fayetteville
d. If 100 infected students come into the city, the peak doesn't change but it gets
there faster
i. Contract tracing become a nightmare to keep up with
5. Testing status in Fayetteville/Washington Co report by Lucas Campbell
a. U A is testing anyone that is part of the U of A community
b. Using Lab is Little Rock starting tomorrow
i. 24- 48 hours on priority tests; 10-13 days for non -priority
c. WRMC — 24 — 28 hours on priority patients through Quest Labs
i. Supply strain continues and could be affected if the supply chains is
interrupted
d. Community Clinic — supplies are tight as of now
i. They have enough supplies for the next 4 days.
ii. Big concern if the supplies are not delivered on schedule.
6. Status report from Washington Regional Medical Center
a. Trend of Hospitalizations is going down; 29 patients down from high of 41 last
week
b. 80 inpatients in Hospitals in Washington County down from 110 last week
c. 10 members of National Guard are being trained for case management and
screening hotlines. This frees up nurses so they can work in COVID units
d. Average length of stay of hospitalization is 8 — 10 days, but has been some in for
20+ days
e. PPE is well supplied for now. Can alter when supplies are not shipped

f. Report on the number of tests in Washington County (24,00 tests) compared to
Benton County (48,000 tests)
g. ADH looking at discrepancies in the testing totals
7. Status of bars in the entertainment district (options besides in-house service)
a. Bars are allowing drinks to be taken out of the bars tonight.
i. Give flexibility for people to social distance outside.
ii. City can regulate boundaries for liquor consumption for restaurants.
iii. Will allow smaller businesses to re -open
8. School status and plans for onsite/remote learning as well as support service for at risk
students
a. K — 12 — Dividing classes by using their last name
b. Friday is Virtual Day
c. Nothing confirmed yet
d. Starkey 2 concerns
i. 8 classes and switching classes contract tracing can be a nightmare;
would like to see 4 classes per semester
ii. Private School will be full for 5 days. Many are switching to these
schools.
1. Need to watch closely
iii. Board will send recommendation for a plan to the Fayetteville school
board

9. Other Business
a. Joey Gardner resigned from the board due to moving closer to family
b. Need to have ability to allow community input at the end of the meeting
c. Kyle Smith — We have students that live in Fayetteville that attend Farmington,
Greenland, and Springdale schools; reach out to outlying school for
recommendations also. Need to work together with other schools
i. 18% of positives today were children
ii. Will get break out on age groups
d. Will start meeting on the 1st and 3rd Wednesday unless something comes up.
e. Kit Williams — Oath of Office needs to be sworn in and filed by the Arkansas
Board of Health.
f. Marshallese and Hispanic running about 65% of the positives
g. NWA council proposal was approved to have contact tracing and enhanced
trance management for Marshallese and Hispanic communities
i. UAMS will be the contact agency and will be hiring 40 personnel hired by
August 1st
h. Stacy Reibert — What are the responsibilities of Dr Starkey?
i. Will be serving for the board. Will get job description out soon.
1. School opening will be her priority along with the Board
