CITY OF WLO FAYETTEVILLE ARKANSAS MEETING OF JULY 7, 2020 TO: Mayor and City Council THRU: Susan Norton, Chief of Staff Water & Sewer Committee Tim Nyander, Utilities Director FROM: Greg Weeks, Wastewater Treatment DATE: June 10, 2020 CITY COUNCIL MEMO SUBJECT: Bid #20-37, Harmonic Filters and Variable Frequency Drives RECOMMENDATION: Staff recommends awarding Bid #20-37 and approving the purchase of two (2) VFD-harmonic filter units for the Hamestring Lift Station and four (4) VFD-harmonic filter units for the West Side WRRF from Mayer Electric Supply Company, Inc. d/b/a Upchurch Electrical Supply in the amount of $70,453.66 plus applicable taxes. BACKGROUND: The West Side Treatment Facility (West Side) and Hamestring Lift Station (Hamestring) make use of variable frequency drives (VFDs) to save on electrical costs and balance flow into the plant to improve treatment. VFDs are adjustable speed drives used in drive systems to control motor speed and torque by regulating the input frequency and voltage of the motor. They are used at the City's lift stations to modulate the pump motors based on wet well levels. At West Side, they are installed on the biounit aerators to modulate motor speed. The existing units at both locations are obsolete with replacement parts and servicing unavailable. There have also been reoccurring issues with failing human machine interface panels (HMIs) which limits VFD control and adjustment capability. In last few years, Jacobs has begun to upgrade the VFDs at both locations. The VFDs on 2 of the 8 West Side biounit aerators have been replaced within the last 4 years. Additionally, Upchurch Electrical Supply replaced the VFD on Pump No. 1 at Hamestring in early 2019. If this proposed is approved, all needed VFD upgrades at Hamestring will be completed, along with 6 out the 8 VFDs for the West Side biounits. Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 DISCUSSION: In May, the City of Fayetteville solicited bids to purchase two (2) new VFD-harmonic filter units for Hamestring and four (4) new VFD-harmonic filter units for West Side. The bids were for equipment and startup only, leaving Jacobs responsible for installation. The City received five sealed bids on May 27th, 2020 with Upchurch Electrical Supply submitting the lowest bid that met specifications.
