Becker, Chief Financial Officer FROM: Andrea Foren, Purchasing Manager DATE: June 19, 2020 CITY COUNCIL MEMO SUBJECT: PPE Procurement off cooperative contracts as needed during COVID-19 RECOMMENDATION: The Purchasing Division recommends approval of a Resolution for emergency authorization allowing for the procurement of personal protective equipment (PPE) and other goods and services necessary for the response of COVID-19 from reputable and verified cooperative contracts which meet the purchasing policies of the City of Fayetteville. BACKGROUND: The current COVID-19 situation requires the City to procure PPE and other goods and services necessary to aid in the response of COVID-19 for both City staff and citizens. This permission would enable the City to purchase PPE and other goods and services immediately as needed due to the volatile supply and demand of these items without seeking additional approval from City Council when spending $20,000 or more for like or similar items. DISCUSSION: The City routinely procures from cooperative contracts which are reputable and verified by the Purchasing Division. Under normal, non -emergency situations, procurements off cooperative contracts are brought before the City Council on an individual contract award or procurement basis. Due to the COVID-19 situation and instability of the market for PPE supplies, time is in many cases of the essence and items must be procured as they are discovered to be available. A wide variety of cooperative contracts are available to the City which meet the same guidelines as the City's own purchasing practices. The Purchasing Division will audit any cooperative agreement prior to the consideration of piggy backing for purchase. This permission does not prohibit the City from procuring from local suppliers but rather allows for the purchase of PPE supplies on a greater scale and availability.
