HomeMy WebLinkAbout150-20 RESOLUTION113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 150-20 File Number: 2020-0392 NORTHWEST ARKANSAS REGIONAL PLANNING COMMISSION: A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO APPLY FOR AND UTILIZE FEDERAL -AID TRANSPORTATION ALTERNATIVES PROGRAM FUNDS IN AN AMOUNT UP TO $470,000.00 TO CONSTRUCT A WIDER SHARED -USE PAVED TRAIL AND GREENSPACE ALONG THE ARKANSAS DEPARTMENT OF TRANSPORTATION PROJECT TO IMPROVE HIGHWAY 112 FROM TRUCKERS DRIVE TO HOWARD NICKELL ROAD WHEREAS, the City of Fayetteville understands Federal -Aid Transportation Alternatives Program funds are available through the Arkansas Department of Transportation - Transportation Alternatives Program in an amount up to $470,000.00 at 80% federal participation and 20% local match to construct a wider shared -use paved trail and greenspace along Truckers Drive and Howard Nickell Road; and WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the City of Fayetteville for the life of the project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that the City of Fayetteville will participate in accordance with its designated responsibility, including maintenance of Page 1 Printed on 618120 Resolution: 150-20 File Number 2020-0392 this project to widen the shared -use paved trail and greenspace along the Arkansas Department of Transportation project to improve Highway 112 from Truckers Drive to Howard Nickell Road. Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to execute all appropriate applications, agreements and contracts necessary to expedite the construction of the above stated project. Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby authorizes the City of Fayetteville to cooperate with the Arkansas Department of Transportation to initiate action to implement this project. BACKGROUND: The Arkansas Department of Transportation (ARDOT) is in the design phase for the widening of Highway 112 from Truckers Drive to the north City limit line. The proposed design includes widening the highway to 4 vehicle lanes and installing two roundabouts. For the bicycle and pedestrian accommodations, ARDOT has agreed to fund and construct a 10-foot-wide shared - use paved trail with 3 feet of green space. To comfortably accommodate people of all ages and abilities, the City has requested a 12-foot- wide shared -use paved trail with 10 feet of green space separation along the west and south sides of Hwy 112, part of which is the Clabber Creek Trail. The City of Fayetteville would be responsible for the cost of the additional width of the trail and greenspace. DISCUSSION: The Northwest Arkansas Regional Planning Commission is currently accepting applications for projects to fund through the regional Transportation Alternatives Program. The proposed wider trail and additional green space are eligible for the Transportation Alternative Program grant. In addition, since this project is being designed and constructed through the Arkansas Department of Transportation the funding can be applied directly to the project with minimal staff time necessary to manage the grant. This cost includes contractor pricing for 7,535 Linear feet of the additional 2 feet of concrete trail and 7 feet of additional green space, utlity relocations and associated right of way. If the Transportation Alternatives Program grant is approved and fully funded, the City will be responsible for 20% of the total project cost, or $118,000. Funding for the base match and overmatch has been budgeted through the 2019 bond for trail Improvements. The Active Transportation Advisory Committee reviewed the project proposal during their May 13th, 2020 meeting and voted unanimously to forward the request to apply to the Transportation Committee. On May 265t, 2020, the Transportation Committee will review the grant proposal. The Cost Estimate below represents the additional 2 feet of concrete trail and additional 7 feet of green space for separation improved safety and comfort of the trail. Costs are based on a May 12th, 2020 estimate by ARDOT. We have reviewed the concerns and requests, and our responses to each are as follows: 1. The lane designations of a roundabout are determined by traffic counts and turning movements, similar to a traditional intersection. Please see the attached roundabout layouts for proposed lane configurations. 2. ARDOT Policy states that median openings may be spaced generally at quarter -mile intervals. This spacing has been utilized at this location due to its proximity to the roundabout at Howard Nickell Rd. 3. Every effort will be made to avoid conflicts with the 36-inch water distribution main. 4. AASHTO requires a minimum 10-foot sidepath width. The City of Fayetteville would be responsible for the right-of-way and construction costs of any width beyond this, per ARDOT Bicycle Facility Accommodation Policy. 5. AASHTO requires a minimum 5-foot distance between a sidepath and the roadway curb. ARDOT Sidewalk Policy requires a 3-foot offset from the back of curb to the sidewalk edge. The typical section attached to the referenced email requested that a 5-foot offset be used. The City of Fayetteville would be responsible for the right-of-way and construction costs of any width beyond 3-feet, per ARDOT Sidewalk Policy. 6. The sidepath tunnel for the east roundabout will be added to the design upon an agreement between ARDOT and the City of Fayetteville. 7.
