RECOMMENDATION: Staff recommends approval of a contract amendment for construction phase services in the amount of $9,500 with Crafton, Tull and Associates, Inc. for the Rupple Rd. Extension (Tanyard to Weir) and approval of a budget adjustment. BACKGROUND: On July 16, 2019, the City Council approved a contract with Crafton, Tull and Associates, Inc. for the design of Rupple Road. The project continues the roadway from the north end of the construction of Rupple Road that is part of the Magnolia Park Subdivision. The City has a cost share agreement with the developer of that subdivision for the construction through their development north of Tanyard Drive. The City's design contract with Crafton, Tull and Associates continues the roadway north from the development and connects to both portions of Weir Road to complete the Rupple Road connection from MLK Blvd. to Howard Nickel Drive. On April 7, 2020, the City Council awarded the construction contract to Emery Sapp and Sons, Inc. The contractor will begin construction by June of 2020. DISCUSSION: The approved contract with Crafton, Tull and Associates does not include construction phase services. Staff has worked with Crafton, Tull and Associates to develop a scope that will include support for the contractor and city staff as needed through the construction of this project In addition, they will provide as -built plans at the end of the job documenting any field changes made during construction. Crafton, Tull and Associates. has provided a fee in the amount of $9,500.00 for this additional work. The contract will be paid based on hourly rates for work completed, up to the total contract amount. BUDGET/STAFF IMPACT: The construction of the roadway improvements and this contract amendment are funded by the 2019 Transportation Bond Program. Mailing Address: 113 W.
