[comments from 4/13 — 4/20 were provided previously] Take the money! Every cent of it. I am pleased to learn that the City of Fayetteville will benefit from the CARES Act through the CDBG program. These funds can make a big difference in the lives of our neighbors that are experiencing homelessness. As the City is determining how these dollars might be spent I want to recommend some areas of most concern. 1. Quarantine/Isolation Space for any person experiencing homelessness that is awaiting test results and or is confirmed positive for COVID-19. It is preferred that these funds be used to acquire hotel rooms for this purpose. If the hotel solution is not available these funds could be used to set up a site for this purpose. The initial set up could possibly require cots, portable showers, bathrooms, pipe and drapes, utilities, and additional staff to monitor. 2. Rental/Mortgage assistance that would serve three purposes. The first is to house persons experiencing homelessness and the second is a prevention measure for those who are currently housed but may be at risk of losing it due to the economic ramifications of COVID-19. And thirdly assistance for those who fall between the income gap of ESG and Catalyst funds. 3. Transportation needs. There is a big gap in transportation with Razorback on limited routes. Possibly adding evening routes so folks who work in the evenings can get to their place of employment. 4. Assistance with filling prescriptions. 5. Outreach for people camping so they can shelter in place ? with the rainy season upon us tents, blankets, sleeping bags, and hand sanitizer are needed. 6. I am sending this email in response to the recent funding that will be distributed to the city of Fayetteville. I believe the funding should be distributed in the ways below, as these ways will help the community that is being impacted by the pandemic, Covid- 19. This pandemic proves to be the most urgent threat to the health, livelihood, and lives of the residents of this country and the Northwest Arkansas community. Any and all funding that is being given to the community at this time should go towards the issues surrounding the pandemic. I appreciate the opportunity as a citizen of Fayetteville, AR to express my concern. -200,000k- rental and utility assistance -100,000k-for unsheltered homeless -136,000k-health services Thank you for requesting public comment regarding the intended use of the CDBG-CV emergency funds. As reflected in our discussions with the Local Foods Policy Council, Fayetteville City Council, and the Mayor's #GrowFayetteville proclamation, please consider this email as a formal comment in support of using the CDBG-CV funds to support and strengthen our local food services system in Fayetteville. Your answers to our questions were enlightening. As the chair of the #GrowFayetteville Food Resiliency Task Force and the Executive Director of Tri Cycle Farms I would like to formally request as my public comments that we place food resiliency as a top priority funding category on an equal standing with the other priorities listed in your request for comments. My colleagues on the task force are innovative professionals. I am certain this will result in positive impacts to the most vulnerable Fayetteville populations affected by the COVID19 Pandemic and the subsequent economic system collapse. Mayor Jordan placed his stamp of approval in our task force by assigning city staff and organization to this endeavor. His public proclamation prioritizing our #GrowFayetteville goals was just one of the first steps. The task force was founded when leaders of this community began to express our concerns about the inevitable food insecurity that our expanded vulnerable community will face in the coming months. If we act now we can reduce the effect on our neighbors. Just like the curve of COVID19 we need to get ahead of it and on top of it. While safe food distribution, garden education and childhood nutrition are just a few of the food topics in process with the Food Resiliency Task Force, these issues are in fact some of the most pressing considering the growing season is directly in front of us. CDBG CARES Act Funding should be allocated to support small businesses and organizations that present collaborative grant proposals with clear goals and objectives that result in fresh local food, prepared meals and empowering fruit and vegetable gardens as deliverables to mitigate the impending food insecurities. Support of small businesses and organizations related to food distribution are detailed in the CARES Act Funding document as legitimate priorities. My hope, Yolanda, is that you and your committee will also see that part of these funds should be considered for sustainable food access. The City Council may only place such new item on the City Council meeting's agenda by suspending the rules by two-thirds vote. Such agenda addition shall be heard prior to the Consent Agenda. Consent Agenda: Consent Agenda items shall be read by the Mayor and voted upon as a group without discussion by the City Council. If an Alderman wishes to comment upon or discuss a Consent Agenda item, that item shall be removed and considered immediately after the Consent Agenda has been voted upon. Unfinished Business and New Business: Presentations by Staff and Applicants: Agenda items shall be introduced by the Mayor and, if an ordinance, read by the City Attorney. City staff shall then present a report. An agenda applicant (city contractor, rezoning or development applicant, etc.) may present its proposal only during this presentation period, but may be recalled by an alderman later to answer questions. Public Comments: Public comment shall be allowed for all members of the audience on all items of old and new business and subjects of public hearings. A simple majority of the City Council members, present and voting, may authorize a representative of a Fayetteville citizens' group opposing the ordinance or resolution to present an electronic visual aid not to exceed five minutes, but no other electronic visual aid presentations will be allowed; however, the public may submit photos, petitions, etc. to be distributed to the City Council. BACKGROUND: The CARES Act enacted in response to COVID-19 included supplemental CDBG funding which is called CDBG-CV. City Council authorized a CDBG-CV amendment to the 2019 Action Plan on April 21, 2020 in the amount of $436,285. Rental/Utility/Supplies Assistance — provide rental/utility/supplies assistance to low/moderate income residents of the City of Fayetteville that have been affected by COVID-19. This will be an internal program to assist individuals and families that were maintaining a living situation and are now at risk of losing their housing or being unable to pay for their utility needs due to the economic situation. City staff has the capacity to provide the administration of this program and case management if needed. No administration costs will be pulled from this funding, it will all be utilized for assistance to those in need. ($200,000) Funding for non -profits and churches providing direct services to those in need: Unsheltered Homeless Assistance — provide assistance to unsheltered homeless individuals in the City of Fayetteville with isolation/quarantine services/needs/supplies as a result of COVID- 19. ($100,000) Health Services — provide funding for health services/needs/supplies resulting from COVID-19 to assist low/moderate income residents of the City of Fayetteville. ($136,285) The notice of available funding will be out this week with a due date of May 8. Normal CDBG funding procedure will be followed as required by HUD. The 2019 CDBG plan amendment and the programs/projects will be submitted to HUD for their approval.
