HomeMy WebLinkAbout117-20 RESOLUTION113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 117-20 File Number: 2020-0250 RECREATIONAL TRAILS PROGRAM GRANT FUNDS - LAKE FAYETTEVILLE: A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO APPLY FOR AND UTILIZE FEDERAL -AID RECREATIONAL TRAILS PROGRAM GRANT FUNDS IN THE AMOUNT OF $440,000.00 FOR THE RECONSTRUCTION AND IMPROVEMENT TO THE SECTION OF THE LAKE FAYETTEVILLE SHARED -USE PAVED TRAIL ACROSS THE DAM, AND TO APPROVE A CITY MATCH OF $I 10,000.00 FOR THE PROJECT WHEREAS, the City of Fayetteville understands Federal -aid Recreational Trails Program Grant funds are available at 80% federal participation and 20% local match to be used for the reconstruction and improvement to the Lake Fayetteville shared -use paved trail across the dam; and WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the City of Fayetteville for the life of the project. WHEREAS, on March 31, 2020, the Active Transportation Committee reviewed the grant proposal and voted unanimously for the grant proposal. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas expresses its willingness to Page 1 Printed on 4122120 Resolution: 117-20 File Number 2020-0250 participate in accordance with its designated responsibilities in this project, including maintenance of this project and providing local matching funds in the amount of $110,000.00. Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Mayor to execute all appropriate applications, agreements, and contracts necessary to expedite the construction of the above stated project. Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby authorizes the City of Fayetteville to cooperate with the Arkansas Department of Transportation to initiate action to implement this project. BACKGROUND: In 2004 the first section of the Lake Fayetteville paved trail opened to the public and connected Veterans Park on the south side of the lake across spillway bridge and dam to tie to the marina and softball on the north side of the dam. In subsequent phases over the next 9 years, the 5.5- mile paved loop trail around Lake Fayetteville was completed in 2013. In 2015, the section of the Lake Fayetteville paved trail across the dam and north along the disc golf course to the north City limit line was designated as part of the Razorback Greenway. The 1/3-mile section of trail across the dam is now 16 years old and much of the asphalt pavement is in poor condition. Usage counts from this section of trail in the spring of 2019 showed an average of 1,376 users per day or 41,280 users per month. An intercept survey from the same period showed that 43% of the users were on bike, 40% were walking and 13% were running. This section of the Razorback Greenway is the highest used in our system and is in need of improvements. DISCUSSION: The proposed improvements include widening of the 1,938 linear feet section of trail across the dam from 12 feet to 16 feet in overall width. To accommodate the high use of different user types, the proposed design would separate bicycles from pedestrians giving 8 feet of concrete surface dedicated for two-way bike traffic and 8 feet of rubberized track surface for walkers and runners. The proposed upgrades to the Lake Fayetteville trail across the dam are eligible for funding through this grant program. The Active Transportation Advisory Committee reviewed the project proposal during their March 11th, 2020 meeting and voted unanimously to forward the request to apply to the Transportation Committee. On March 31It, 2020, the Transportation Committee reviewed the grant proposal and voted unanimously to forward the request to apply to the full City Council. BUDGET/STAFF IMPACT: The total estimated cost for the Lake Fayetteville greenway improvements is estimated to be $550,000. If the Recreational Trails Program grant is approved and fully funded, the City will be responsible for 20% of the total project cost, or $110,000. Funding for the match has been budgeted through trail development CIP program.
