A RESOLUTION TO AUTHORIZE AN AMENDMENT TO THE 2019 COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) ACTION PLAN TO REFLECT CARES ACT
SUPPLEMENTAL FUNDING IN THE AMOUNT OF $436,285.00
WHEREAS, on July 16, 2019 the City Council passed Resolution 163-19 approving the 2019 Community
Development Block Grant (CDBG) Action Plan; and
WHEREAS, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which was signed into law
on March 27, 2020, authorized supplemental funding for CDBG programs across the nation and the City of
Fayetteville anticipates receiving supplemental funds to be used in our community in the amount of
$436,285.00.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Jordan to
execute an amendment to the 2019 Community Development Block Grant Action Plan for the distribution
of CARES Act funding in the amount of $436,285.00 when received, and further authorizes Mayor Jordan
to execute any other documents necessary for the distribution of CARES Act funding.

RECOMMENDATION:
Staff recommends approval of an amendment to the GY2019 Community Development Block Grant
(CDBG) Action Plan to reflect CARES Act supplemental CDBG funding and approval of authority for the
Mayor to execute the Amendment upon receipt and for all transactions related to distribution of the
additional funds. Staff also recommends approval to submit a budget adjustment recognizing CARES Act
supplemental CDBG funding and allocation of funds upon receipt of funds and guidance from HUD.
BACKGROUND:
Fayetteville has been a CDBG Entitlement City for more than 40 years. The CARES Act includes
supplemental CDBG funding which requires an amendment to the GY2019 Action Plan.
DISCUSSION:
The City of Fayetteville CARES Act supplemental CDBG funding award is $436,285
Approval of the Mayor's authority to execute the Amendment upon receipt will expedite the release of
funds. Approval for all transactions related to distribution of funds and to submit a budget adjustment
recognizing the funds upon receipt of funds and guidance from HUD will allow for funds to begin assisting
the community in a timely manner as the CARES Act intends.

reduction in income due to COVID-19. Projections are based on HUD Fair
Market Rent and providing utility assistance as needed. Rental Assistance

Following are the public comments received for the CDBG-CV Amendment (CARES
Act).
I am the Community Development Manager for Community Clinic and I was given your
contact information so I could give some details about the Clinic's needs as far as
emergency COVID-19 funding, if it were to become available. We currently operate five
acute care sites that see patients from the comfort and safety of their vehicle to screen
and test for different respiratory illnesses like flu, strep and COVID-19. One of the most
utilized sites is at the Fayetteville Medical Clinic, where we currently have eight staff
working to see the drive up patients. We have directly many of our pediatric patients to
this site because we have a pediatrician working at this site as well. During this
pandemic, our services continue to heavily utilized by this community.
I don't have any specifics at this time on a proposed budget if funding were to become
available, but I know that our team could put something together very quickly if an RFA
came about from the Fayetteville CDBG office. Thank you for keeping Community Clinic
in mind during this time of crisis, and if you have any questions please do not hesitate to
reach out.

Six (6) people submitted the following:
I am pleased to learn that the City of Fayetteville will benefit from the CARES Act
through the CDBG program. These funds can make a big difference in the lives of our
neighbors that are experiencing homelessness. As the City is determining how these
dollars might be spent I want to recommend some areas of most concern.
1. Quarantine/Isolation Space for any person experiencing homelessness that is
awaiting test results and or is confirmed positive for COVID-19. It is preferred that
these funds be used to acquire hotel rooms for this purpose. If the hotel solution
is not available these funds could be used to set up a site for this purpose. The
initial set up could possibly require cots, portable showers, bathrooms, pipe and
drapes, utilities, and additional staff to monitor.
2. Rental/Mortgage assistance that would serve three purposes. The first is to
house persons experiencing homelessness and the second is a prevention
measure for those who are currently housed but may be at risk of losing it due to
the economic ramifications of COVID-19. And thirdly assistance for those who fall
between the income gap of ESG and Catalyst funds.
3. Transportation needs. There is a big gap in transportation with Razorback on
limited routes. Possibly adding evening routes so folks who work in the evenings
can get to their place of employment.
4. Assistance with filling prescriptions.
5. Outreach for people camping so they can shelter in place — with the rainy season
upon us tents, blankets, sleeping bags, and hand sanitizer are needed.
6. Childcare assistance for those who are working.

I appreciate the chance to make a public comment on the priorities for use of the
CARES Act CDBG funding. My input is for these funds to prioritize:
meeting the basic needs of those who experience literal homelessness in our
community during the COVID-19 pandemic. In my judgment this means
supporting street outreach with a health education and health supplies focus and
access to quarantine for high risk individuals (e.g. older and with underlying
conditions) or those who are COIVD-19 symptomatic regardless of whether or
not they have been tested (since testing is reserved for select conditions at this
time).
funding public facilities and services which address chronic homelessness. In
keeping with the federal government's Opening Doors policy and the NWA
Continuum of Care's strategic plan, of which Fayetteville is a part, our strategic
priority must be to end veteran and chronic homelessness followed by
homelessness for families, youth and children. Veteran homelessness in our
region is projected to reach functional zero this year so our new focus should be
adding capacity for sheltering and housing chronically homeless individuals. For
shelter this means adding facilities and supporting services that provide low -
barrier, housing -focused shelter plus services like life -skills training. For housing,
this means adding capacity for supportive housing construction/remodel or for
scattered site supportive housing programming.
I am very glad to hear that Fayetteville has been awarded funding by the CARES Act
through the CDBG program. These funds can make a huge difference to many
residents, especially with the increasing presence of the COVID-19 virus. As we help
those in need, we are making our community stronger and more healthy, now and in the
future.
1. There need to be an adequate number of case managers, social workers, and any
other outreach individuals to identify needs and assist in acquisitions.
2. Housing is of utmost importance, now more than ever, including rental or mortgage
assistance, motel rooms, and (as needed) developing a shelter that could isolate
individuals.
3. Transportation, such as bus, taxi, personal vehicle, plus vehicle upkeep, as is needed
for work and for other necessary functions of daily living.
4. Help acquiring and filling prescriptions.
5. Childcare assistance for parents who are working
6. Camping supplies for those living outside, including tents, tarps, sleeping bags, etc.
7. Hand sanitizer, masks, etc.

With regard to the CDBG funds through the CARES Act which the City of Fayetteville
has received, I am writing to ask that these funds be prioritized for space for:
Shelter and quarantine for people experiencing homelessness; for health focused
homeless outreach services during COVID-19
Building facilities or funding services that offer supportive housing for people who
experience chronic homelessness
I am a criminal justice advocate and co-founder of Arkansas Justice Reform Coalition
and I see almost every day the need for these services. Our nonprofits do a great job,
but they need help.
I am writing to provide input for use of funding for the COVID-19 response, here locally
in Fayetteville, Arkansas. I am personally affected as a person with stage four cancer,
making me part of a "vulnerable population." I am also a medical social worker.
However, more than my own safety, I worry for people who are unable to work, eat, or
obtain housing during this crisis. I would ask that you please utilize these funds for
those who are in desperate need. Housing, transportation, and food are the three
priorities that I see as the most important.
I am writing to urge you to prioritize the use of the CDBG funds in the following way in
order to give aid to the most vulnerable among us:
Shelter and quarantine for people, including those who are undocumented, who are
experiencing homelessness, and for health focused homeless outreach services during
COVID-19.
Building facilities or funding services that offer supportive housing for people, including
our undocumented neighbors, who experience chronic homelessness.

When the city begins to look at how to allocate funds I find it incredibly important that
families whose head of households or primary earners are undocumented be eligible to
receive these funds.
In my work I am encountering families every day who live, work, shop, and raise their
families in our city yet they have zero access to any public benefits funds due to their
legal status.
I have talked to folks who have worked in businesses across the city, pay rent & utilities
but are still left behind.
Again, I urge and beg of you to include families who are ineligible for other public
benefits due to legal status when allocating these funds.
I hope you are healthy and that you and your loved ones are well. I am a graduating
senior at the University of Arkansas and have done a lot of organizing work in our area.
NWA is my home and I love it. One of the reasons I love it so much is because our
community always comes together to fight for what is right.
I understand that the city of Fayetteville has received monetary funds through the
CARES act. I understand that this money is to be used for certain things. I am sending
this email to ask you to consider making the following a priority:
• shelter and quarantine for people experiencing homelessness
• health focused homeless outreach services during this pandemic
• building facilities or funding services that offer supportive housing for people who
experience chronic homelessness.
As you are aware, homelessness in our area is a huge problem. We have a lot of
income disparity as well which makes many people unaware of the issues that our
region faces. Our homeless brothers and sisters deserve access to basic necessities,
including housing. I ask that you please make these points a priority because this
population is ridiculously susceptible to the virus and beyond that-- they deserve
housing, a basic human need. Thank you so much for your time and consideration and
hope you stay well and find moments of joy throughout the day.
