1. Old Business:
A. TRANSIT SHELTERS: Review of draft priority list for transit shelter installation. Staff
performed a review of more than 150 Ozark Regional Transit and Razorback Transit
stop locations for placement of shelters and/or other amenities. Staff evaluated each
stop location based on average number of boardings, the need for easements or right-
of-way acquisition, existing amenities, and the amount of site work necessary for
construction. The preliminary list was shared with the transit providers for their review
and feedback. The Transportation Division's capacity to construct the shelter pads was
also evaluated, and it was determined that construction of 10 shelter pads could be
incorporated into the 2020 workplan. With that background in mind, staff presents the list
of proposed transit stop improvements to be installed by the end of 2020. (Staff
requests a recommendation from the Committee to the Administration on this
item)
2. New Business:
A. MIDTOWN CORRIDOR: The midtown corridor consists of improvements to Porter Road
and Deane, Sycamore, and Poplar Streets, and a neighborhood bikeway connection
from Poplar to Gregory Park on Sycamore Street. A design charrette was held on March
10t" and 1111; conceptual plans generated from this charrette will be presented. A
summary of the charette process and results is attached. (Staff requests a
recommendation from the Committee to the Administration on this item)
B. HIGHWAY 112 (GARLAND AVENUE) JANICE TO DRAKE: Review of conceptual
plans for widening Garland Avenue from Janice to Drake Street. This project is 100%
funded by ArDOT as part of the agreement for the City to take over jurisdiction of this
segment from ArDOT. The project includes 4 lanes with median, sidewalk on the west
side and multi use path on the east side, and a roundabout at the entrance to the UA
Division of Agriculture facilities. (Staff requests a recommendation from the
Committee to the Administration on this item)

C. TEMPORARY STREET AND LANE CLOSURES: The Mayor has requested policy and
technical recommendations from the Transportation Committee be developed in
response to impacts of the current health to transportation and engineering workplans
and changing mobility patterns. The Chair will facilitate a discussion of the criteria by
which committee members should frame their recommendations. Committee members
will be tasked with bringing draft recommendations at the following meeting.

OVERVIEW OF CHARRETTE PROCESS
To better facilitate public input during the conceptual design process of the project, the City of
Fayetteville and the Olsson consulting team conducted an all -day design charrette. The charrette
was held at Trinity United Methodist Church, 1021 W. Sycamore. The church is located along the
midtown multimodal corridor and its easy access improved public attendance. The all -day
charrette was held on March 10th and open to the public all day. The design team divided the
corridor into six "phases" and each phase was the focus of the charrette's six design stations.
Members of the design team were posted at each station and public comments were discussed
one-on-one with each attendee. In addition to the general public, the city had scheduled several
of the stakeholders along the corridor to drop by the charrette and offer their
comments/concerns/questions about the project and how the design process could address their
concerns and questions. On March 11th city staff members and the Olsson team met and
reviewed the comments received and initiated the conceptual design process. The graphics
prepared during the all -day work session were to be presented at a Public Presentation the
evening of March 11th. Out of an abundance of caution, the City cancelled the public
presentation due to the COVID-19 pandemic. Instead, the presentation was taped and uploaded
to the City's website along with all the conceptual design graphics.

Police Station Development Footprint.

• School generates quite the traffic clog during the afternoon pick-up time (3:20 pm to 3:45 pm)
Public Comments
• City has proposed trail on southside of Poplar
• Residents concerned about the close proximity houses to street, trail would be right outside
their front doors.
• Why not place bike facility in the street, like Woodland.
Field Visit Notes
• Visited Poplar at approximately 3-345 pm to witness School Pickup traffic. Witnessed heavy
congestion due to parents waiting to pick up kids. Line of cars backed up all the way south on
Woodland to Sycamore and then continuing on Sycamore in both directions on Sycamore.

• Cyclists told design team they try to avoid this area during afternoon pickup
Public Comments
• Avoid Woodland Ave. and use Greenvalley Ave. instead (offered by residents living on
Woodland). Concerned about bike traffic during school drop-off and pick-up times.
• According to residents on Greenvalley Ave., cars (and school buses) tend to exceed the speed
limit when driving on Greenvalley Ave. Field visit demonstrated that Greenvalley Ave. is also
part of drop off loop for parents.
• Woodland Ave. allows for access to Gregory Park at its intersection with Sycamore.
• Coordinate with Parks & Recreation to design access to Gregory Park.
Field Visit Notes
• Design access to Gregory Park could have two possible options depending on needs, budget and
desires of the Parks Dept. Ted Jack noted in the meeting that he preferred an option between
the skills track and park facilities. Field visit indicated a flatter grade possibility to the west of
Parks preferred location.
• Drainage issue noted at the intersection of Ash and Woodland. Large Puddle.

PRELIMINARY CONCEPTS
On March 121", the design team and City Staff conducted an internal team charrette to prepare
preliminary concepts based on input received
General Narrative: Roadway to be widened to a three -lane section and trail to be located on
the east side of Porter and the north side of Deane. New sidewalks will be located on the south
side of Deane and highly visible crosswalks (pedestrian refuge) will be added to provide the
residents on the south side of Deane to have safe crossing to the trail on the north side of Deane.
500' Radius curve for the intersection with storm water detention on the south side of
Deane/West side of Porter.
Alternative Option 1: Roadway is three -lane only at intersections.
Alternative Option 2: Trail is on the south side
Alternative Option 3: 300' radius curve with storm water detention in the Police property.
Porter/Deane intersection would be impacted.

Alternative Option 3: At the intersection with N Gifford Avenue (north side) and Lynns Place
(south side), the trail crosses Deane and proceeds south on Lynns Place and then proceeds east
toward Garland via an easement with Tri-Cycle Farms. Trail crosses Garland and onto Sycamore.
Conflict 1: ROW along Deane to the west of the Garland/Deane intersection is very limited.

General Narrative: Sycamore shall be improved to a three -lane section with the trail being
located on the south side of Sycamore. The open storm ditch on the south side of Sycamore,
between Garland and Leverett shall be piped and the trail located on top of the storm pipes.
Sycamore between Leverett and the Razorback Regional Greenway shall be reduced to a three -
lane section from its current four -lane section. The trail will remain on the south side and
intersect with the Razorback Regional Greenway. The alert signal system at the intersection of
Sycamore and the Razorback Regional Greenway shall be updated and improved to increase
safety and awareness for vehicles, cyclists and pedestrians.
Alternative Option 1: Trail is on the North side of Sycamore. ROW and how the Trail crosses
Garland will impact this decision.
Conflict 1: Parking Lot on the North side of Sycamore in the midblock west of the greenway will
need to be addressed.
Conflict 2: ROW along Sycamore to the east of the Garland/Sycamore intersection is limited.

General Narrative: Poplar will have a road diet by reducing the excessively wide travel lanes
down to 11' each. The trail shall be implemented as a two-way protected cycle -track along
Poplar's north curb line. At the intersection of Gregg, the traffic signal shall be improved to
increase safety and awareness for vehicles, cyclists and pedestrians. The major traffic signal issue
is the lack of awareness of cyclists when vehicles are turning left (northbound) onto Gregg.
No notable conceptual alternatives.

General Narrative: Poplar shall remain a two-lane section and the trail is proposed to be located
on the south side of Poplar in the adjacent resident's front yards. The challenging location for
the trail is in front of the school. Discussions with school officials resulted in the possible redesign
of the parking and drop-off zone in front of the school. The graphic below illustrates a possible
solution that meets the school's needs and provides for a safe bicycle and pedestrian facility
along Poplar.

TRANSPORTATION BOND PROGRAM
PROGRESS REPORT — APRIL 2020
The Transportation Bond Program consists of projects that will be designed, contracted, and
administered by City Staff or consultants/contractors working for the City. A summary of the
status of all projects in the program follows below.
Funding for the Bond Program includes $36 million in bonds for the first phase of the program.
1) RUPPLE ROAD (TANYARD DR. TO WEIR RD.)
Project Summary
• Completion of the last missing segment of Rupple Road.
• Improvements include 4 travel lanes, a center median, sidewalk on the east
side, a 12' wide multi -use trail on the west side, storm sewer, lighting and
street trees.
• This portion of the project is being constructed as a cost -share between the
City and the developer of the Magnolia Park Subdivision.
a. Phase 1 — Cost Share
This portion of the project is being constructed as a cost -share between the City
and the developer of the Magnolia Park Subdivision.
• Recent Actions:
1. Cost share in the amount of $2,295,267.72 was approved at the
10/18/18 City Council meeting.
2. Construction began in November 2019 and is scheduled to be completed
in July 2020.
• Upcoming Activities:
1. Rain has hampered the progress of construction, but the contractor will
continue working on the earthwork for the roadway.
b. Phase 2 — City Portion
This portion of the project is fully funded by the City and will be bid as a separate
project. This portion of the work will connect Phase 1 to both the east and west
sections of Weir Road.
• Recent Actions:
1. City Council approved the design contract with Crafton Tull and
Associates in July 2019.
2. Final design was submitted to the City at the end of January 2020.
3. Bid opening was March 11, 2020. Emery Sapp and Sons was the low
bidder.
4. City Council approved the construction contract with Emery Sapp and
Sons on April 7, 2020.

• Upcoming Activities:
1. Construction will begin in late May 2020.
2. A contract amendment with Crafton, Tull and Associates will be presented
to council for construction phase engineering services.
2) ZION ROAD PHASE II (VANTAGE DR TO CROSSOVER RD)
a. Project Summary/Status
• Improvements include 2 travel lanes, a center turn lane, sidewalk on the
south side, a 10' wide trail on the north side, storm sewer, lighting and street
trees.
b. Recent Actions:
• City Council approved the design contract amendment with McClelland
Consulting in July 2019.
• City Council approved a contract amendment to add lighting and street trees
to the project design on January 7, 2020.
• Plans are complete.
c. Upcoming Activities:
• Property acquisitions continues. One property remains and has been
recommended to the City Council for condemnation.
• Project manual and specifications will be submitted to the City by the end of
April.
• Schedule the bid date in May.
3) STEAMBOAT / DOROTHY JEANNE CONNNECTION
a. Project Summary/Status
• This project is being designed in-house by the City Engineering Division.
• Improvements include 2 travel lanes, sidewalk on the south/east side, a 10'
wide trail on the north/west side and street trees.
b. Recent Actions:
• Land acquisition is complete.
• Design is100% complete and has been submitted to Purchasing to bid.
c. Upcoming Activities:
• Schedule a bid date.
4) SHILOH DR. / FULBRIGHT EXPRESSWAY INTERSECTION
a. Project Summary/Status
• Improvements include the construction of a roundabout at the intersection of
Steele and Shiloh with on and off ramps to the Fulbright Expressway. The
existing on and off ramps are proposed to be removed with this project.
b. Recent Actions:
• City Council approved the design contract with Garver Engineers in
September 2019.
• Surveys and the traffic study have been developed.
• Correspondence with ArDOT concerning the proposal.
• The conceptual design was submitted to the City for review along with the
traffic study.
• The traffic study, report and conceptual plans were submitted to ArDOT for
review.
c. Upcoming Activities:
9 Waiting on ArDOT review to be completed.
5) CENTER / HARMON INTERSECTION
a. Project Summary/Status
• Improvements include widening to accommodate turn lanes, sidewalks on the
south side, multi -use trail on the north and west sides, installation of a traffic
signal, and pedestrian accommodations.
b. Recent Actions:
• City council approved the design contract with McClelland Engineers in
November 2019.
• 30% conceptual plans were submitted and reviewed in January 2020.
c. Upcoming Activities:
• Coordination with U of A Transit.
• Utility coordination.
• Development of the 60% plans.
6) PORTER / DEANE / SYCAMORE CORRIDOR
a. Project Summary/Status
• The corridor improvements include the evaluation of the on and off ramp
intersection of 149 at Porter Road, street , bicycle and pedestrian
improvements along Porter, Deane and Sycamore to the Razorback
Greenway, and the Mid -town Trail from the Razorback Greenway to College
Avenue. The specific cross sections will be determined in the conceptual
phase of the design.
b. Recent Actions:
• City council approved the design contract with Olsson in November 2019.
• Survey work has been underway.
• Design charette was held March 11th and 12th at the Methodist Church at the
corner of Garland and Sycamore.
c. Upcoming Activities:
• The consultant will be developing the conceptual design based on input from
the charette process. The conceptual design will be submitted late April
2020.
7) SAIN STREET EXTENSION (JOYCE BLVD TO FLYOVER)
a. Project Summary/Status
• This project was recently selected for federal STP-A funding. The funding is
for planning, design, and environmental review of a connection between
Vantage Drive and Sain Street, including a connection to the flyover bridge at
71 B and the Fulbright Expressway. Burns & McDonnell is the design
consultant.
b. Recent Actions:
• Received approval from ArDOT with authorization to acquire ROW.
• Received review comments from ArDOT to the resubmittal of the 100% plans
on 1/14/20.
c. Upcoming Activities:
• Land acquisition continues. 7 of the 9 properties remain.
• Response to re -submittal comments on the 100% plans.
8) MAPLE ST. CYCLE TRACK
a. Project Summary/Status
• This project will create a bicycle corridor between the Razorback Greenway
and Garland Ave. along the south side of Maple St. Major project elements
include construction of a 2-way cycle track along the south side of Maple St.,
signalization at Gregg Ave. and Maple St., and new sidewalks along both
sides of Maple St. between Gregg Ave. and Garland Ave.
b. Recent Actions:
• Meetings with the U of A to discuss the plan updates and funding.
c. Upcoming Activities:
• Request additional grant funding from the Walton Family Foundation in April
2020.
9) 15t" ST. / RAZORBACK RD. INTERSECTION
a. Project Summary/Status
• This project is being designed in-house by the City Engineering Division.
• Improvements include an additional lane on the eastern leg of the
intersection to provide a dedicated left-hand turn lane. The intersection will
be signalized with pedestrian accommodations. Sidewalks will be included on
both the north and south sides of 15t" Street for the length of the project.
b. Recent Actions:
• Plans are at 90% design.
• Plans have been submitted to the railroad to coordinate the design of the
railroad modifications.
c. Upcoming Activities:
• Submittal to ArDOT for review.
10) HIGHWAY 71 B CORRIDOR
a. Project Summary/Status
• Improvements to these corridors could include striping, widening and/or
narrowing of the roadway, utility relocation (including burial of overhead
utilities), sidewalk/trail installation, accommodations for transit systems,
elimination or reconfiguration of driveways, additional traffic signals, medians,
plazas, art installations, lighting, wayfinding, protected intersections, parking,
LID stormwater strategies and other corridor improvements to be identified in
the design process.
b. Recent Actions:
• Engineering selection committee was held on March 5, 2020. Consultants
were selected for the Archibald Yell Safety Improvements project and the
Appleby/Plainview/Rolling Hills Connection project. Two consultants were
selected to be interviewed for the remaining Highway 71 B projects.
c. Upcoming Activities:
• Interviews for the selection of the consultant for the College Avenue (North to
Township) and School Avenue (MLK to Cato Springs Road) projects.
11) APPLEBY / PLAINVIEW / ROLLING HILLS CONNECTION
a. Project Summary/Status
• This project includes an extension of Rolling Hills Drive into the Fiesta Square
Shopping Center, a direct connection from Appleby Road to Rolling Hills and
an extension of Plainview Drive south into the Fiesta Square Shopping
Center. These streets will all intersect at a roundabout on the east side of the
shopping center.

• The goals of this project include providing safe pathways for pedestrians to
cross Archibald Yell Blvd., increasing safety at the College Ave./Rock
St./Archibald Yell Blvd. intersection, and providing space for pedestrian and
bicycle facilities along Archibald Yell Blvd.
b. Recent Actions:
• Engineering selection committee was held on March 5, 2020. Garver
Engineers was selected for the design of this project.
c. Upcoming Activities:
• Development of a scope of work and fee for the project.
• Submittal of engineering contract to the city council for approval.
13) ROLLING HILLS IMPROVEMENTS (COLLEGE TO OLD MISSOURI)
a. Project Summary/Status
• Improvements include street narrowing with new curb and gutter, storm
sewer, mini -roundabouts, and bicycle/pedestrian facilities.
b. Recent Actions:

14) JOYCE BLVD. SAFETY IMPROVEMENTS
a. Project Summary/Status
• Safety improvements to Joyce Blvd. between Vantage Dr. and Old Missouri
Rd. Specific improvements will be identified by a study of the corridor to
identify mechanisms and causes of crashes in the area. A turn lane will be
investigated as a solution, but other solutions will be considered as well.

15) NORTH ST. / MISSION BLVD. CORRIDOR STUDY
a. Project Summary/Status
• Garland Ave. to Gregg Ave. — Pedestrian improvements to connect retail and
restaurant areas on Garland Ave. to residential areas and the Razorback
Greenway. Pedestrian safety improvements at the Garland/North
intersection.
Highway 71 B (College Ave) Intersection — Left turn lane for west bound traffic
east of 71 B and signalization upgrades to reduce congestion.
Highway 71 B to Mission Blvd. — Pedestrian improvements and intersection
improvements at Hillcrest.
Mission Blvd. to Old Wire Rd. — Additional lane for vehicles turning right on
North St. with pedestrian and bicycle accommodations.
b. Recent Actions:
• Selection of Crafton Tull for design of North Street/Mission Blvd intersection
and trail along Mission Blvd. This project will be partially funded with Trail
Bond funding.
c. Upcoming Activities:
16) OLD WIRE RD. CYCLE TRACK (EXTENSION)
a. Project Summary/Status
• An extension of the cycle track completed in 2019. This project will extend
from Gulley Park to the Old Wire/Old Missouri intersection where it will turn
north and continue to the intersection with Rolling Hills Drive.
• The design will include curb and gutter, a 4' stamped concrete median, a 9.5'
wide cycle track and an elevated 5' sidewalk adjacent to the cycle track.
b. Recent Actions:
• Field survey is complete.
