Front St. to Vantage Blvd.) — Recognize Federal -aid Funding for Right -of -Way RECOMMENDATION: Staff recommends City Council approval of a resolution to recognize revenue of $286,512 of Federal -aid funding and approval of a Budget Adjustment. BACKGROUND: On February 3, 2015, City Council approved Resolution No. 33-15 expressing the willingness of the City to utilize Federal -aid funds for the construction of the Sain Street Connection from N. Front Street to Vantage Boulevard. On September 23, 2015, the Sain Street project was awarded $160,000 from the FFY 2017 Surface Transportation Block Grant Program -Attributable (STBGP-A) for the Right -of -Way and Utility phases. This program is administered through the Northwest Arkansas Regional Planning Commission (NWARPC) (award letter attached). On July 25, 2018, the NWARPC awarded this project an additional $475,000 of FFY 2019 STBGP-A funds to be used for Right -of -Way phase (award letter attached). On July 24, 2019, the NWARPC awarded this project an additional $2,286,512 of FFY 2020 STBGP-A funds to be used for Right -of -Way ($286,512) and Construction ($2,000,000) phases (award letter attached). DISCUSSION: The properties that need to be acquired for the construction of this project have been appraised and the reports have been approved by the ARDOT. The City has sent offer letters to property owners and 2 tracts out of 9 have already been acquired. At this time, staff would like the City Council to recognize the additional $286,512 of Federal -aid funding that has been awarded for the land acquisition phase of this project. (The $2,000,000 will be funded by FHWA at a later date, after all the Right -of -Way has been acquired and certified.) Mailing Address: 113 W. The City's 20% match is $71,628 which will be paid from the Transportation Bond Program fund for a total of $358,140 which will be added to the existing land acquisition budget for this project.
