ASSEMBLED PRODUCTS CORPORATION D/B/A JOTTO DESK:
AN ORDINANCE TO WAIVE THE REQUIREMENTS OF FORMAL COMPETITIVE BIDDING AND
AUTHORIZE THE PURCHASE OF UPFIT ITEMS FROM ASSEMBLED PRODUCTS CORPORATION
D/B/A JOTTO DESK FOR POLICE DEPARTMENT PATROL VEHICLES
WHEREAS, to maintain uniformity throughout the Police Department's patrol vehicles, City staff
recommends continuing to purchase upfit items manufactured by Assembled Products Corporation d/b/a
Jotto Desk; and
WHEREAS, purchasing directly from the manufacturer will allow the City to save on the cost of these
items because the Fleet Division is an authorized installer and we receive warranties directly from the
manufacturer rather than paying installation and warranty costs to distributors; and
WHEREAS, the manufacturer informed the City by letter, a copy of which is attached to the staff memo,
that if bids are taken for these items, it will not submit a bid due to conflicts. with its distributors, which
would prevent the City from achieving savings on these upfit items.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines an
exceptional situation exists in which competitive bidding is deemed not feasible or practical and
therefore waives the requirements of formal competitive bidding and .authorizes the purchase of upfit items
from Assembled Products Corporation d/b/a Jotto Desk for Police Department patrol vehicles

SUBJECT: Approval of a Bid Waiver for Jotto
RECOMMENDATION:
City Council to approve a bid waiver for purchases made through Jotto for Police
vehicle upfitting items.
BACKGROUND:
This vendor supplies many of the items used to upfit the City's Police vehicles. The City
of Fayetteville is able to purchase directly from the manufacturer, Jotto.
If the City were to go to bid, Jotto itself would not send in a bid as it would be competing
against their own dealers.
DISCUSSION:
For this reason, a bid waiver is requested for purchases made from Jotto.
Fleet requests the approval of a bid waiver allowing purchase through Jotto.
BUDGET/STAFF IMPACT:
Estimated upfit costs have been budgeted.

Jotto Desk will sell directly to the city of Fayetteville also known as Fayetteville Police Department. If
the city of Fayetteville decides to go out for bid, Jotto Desk will not bid due to conflict with our
distributors.
