Fleet plans to issue one of these units to the PD for this purpose as soon as it is ready. Currently Fleet has 6 units on the lot in the process of being upfit. We had been waiting for the new WatchGuard camera system to arrive to complete the upfitting process. This system has now arrived, and Fleet will be swapping these vehicles into service as quickly as possible. Fleet and Police have an understanding that there should always be two `ready to go' units on the lot. This is in case of an emergency, such as a wrecked unit. PD also utilizes these vehicles during events when extra officers are needed, like game days. Currently we do not have two `ready to go' units. At this moment, Fleet needs to provide one (1) expansion unit, two (2) `ready to go' units, and we have fourteen (14) units with 15/15 points that need immediate replacement. This totals sixteen (16) units. With the six on the Fleet lot currently, that will be used to replace the worst of the current Tahoes, Fleet needs to purchase 10 new units for 2020. There is a national issue this year with Police Pursuit Tahoes. Chevrolet shut off production for 2020 in September of 2019. In anticipation of this being a major issue, Superior of Siloam purchased 6 Police Pursuit Tahoes and ear marked them for the City of Fayetteville in case we needed them. You cannot order these items from the manufacturer; therefore, they are not on any Contracts. Apparently, no other dealers have done what Superior did and purchased the Pursuit Tahoes ahead of time either. For these reasons, Fleet requests a bid waiver for the purchase of 10 Police Pursuit Tahoes from Superior of Siloam Springs, AR. Six of these units at the price of $33,726.00 each and four at $34,956.00 each for a total amount of $342,180.00. Sufficient funds have been budgeted and collected for these purchases. An Elgin Crosswind Street Sweeper is available for the Sourcewell price of $266,434.39 through Environmental Products Group of Memphis, TN. However, this unit has been a lemon from day one. Thankfully, we have been able to point issues out to Volvo. Luckily, the extensive maintenance and repairs that have been required to keep this unit active have been covered by warranty thus far. Being warranty repairs, the points in FASTER does not reflect the need for this unit to be replaced, but it needs to go! A Bobcat Skid -Steer Loader with a broom attachment are available for the Sourcewell combined price total of $61,840.62. The addition of a broom will assist in keeping lots and Wyman Road clean of debris. Our local vendor, Williams Tractor Inc. of Fayetteville, AR, will assist in the delivery of the purchase. The order and payment will be made directly to Clark Equipment Co. dba Bobcat Company of West Fargo, ND. A Budget Adjustment will be submitted to Council to cover the difference in budget for the purchase of both items. This unit has served its life expectancy and is suffering from major erosion issues due to being used for hauling bio solids. Through Bid 19-51, Wastewater will be able to purchase a new Clement All -Star Dump Trailer for the purchase price of $41,458.00 from HilBilt Sales Corp. out of Benton, AR. The purchase will be made through HilBilt Sales Corp., the second lowest bidder, due to the lowest bidder being unable to provide a match to the specifications required for this trailer. They were recently approved for an expansion to purchase an additional truck to assist crews while excavating around utility lines. This makes the operation safer for the City's employee's and decreases the likelihood of cutting services for citizens. A new Vac -Con Xcavator is available for the HGAC contract price of $416,849.00 through Vac -Con, Inc. of Green Cove Springs, FL. Sufficient funds have been budgeted and collected for this purchase.
