BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby amends the Master Street Plan
by downgrading portions of the right-of-way located within the Sloanbrooke Subdivision from collector
streets to local streets as shown in Exhibit A to the Planning Division's agenda memo.

SUBJECT: ADM 19-6761: Administrative Item (SOUTH OF FAITH DR. & OLDHAM
DR./SLOANBROOKE PH. V, 516): Submitted by JORGENSEN & ASSOCIATES,
INC. for property located SOUTH OF FAITH DR. & OLDHAM DR. The property is
IN THE STREET RIGHT-OF-WAY and contains approximately 0.30 acres. The
request is for a Master Street Plan amendment to reclassify Oldham Dr. from a
Collector to Local Street.
RECOMMENDATION:
Planning Commission and staff recommend approval of staff's proposal to amend the Master
Street Plan as depicted in Exhibit W.
BACKGROUND:
The subject property and 600 -acre area were rezoned along Rupple Road in 2015 (15-5174) to
help spur development along a then -future Rupple Road corridor. Since then, the Rupple Road
corridor is finished and several phases of subdivisons adjacent to the new corridor are built or
undergoing stages of development entitlement. The Sloanbrooke subdivision is steadily
developing within an area between Broyles Avenue and Rupple Road, south of Owl Creek. The
development team for Sloanbrooke have development entitlement for six subdivision phases and
previously amended the Master Street Plan with Phase Two (16-5641) to not construct a road
across Owl Creek.
Request. The applicant requests modification of the Master Street Plan to downgrade a part of
the proposed Oldham Drive south of Sloanbrooke Subdivison, Phase Two to the edge of
proposed Phase Six (see applicant's exhibits). The applicants have requested this change after
reviewing the upcoming Master Street Plan associated with City Plan 2040 and meeting with
Engineering staff.
Staff Findings. The proposal by the applicant only impacts a small portion of the planned Collector
corridor network, which will result in different designations along the same stretch of future road.
Staff recommends modifying the request to include areas proposed to be downgraded with the
upcoming Master Street Plan (see staff's exhibit). This amended proposal will better reflect future

goals for this area of Fayetteville while still requiring connectivity between Broyles Avenue and
Rupple Road.
DISCUSSION:
At the August 12, 2019 Planning Commission meeting, this item was forwarded to City Council
with a recommendation for approval by a vote of 8-0-0. No public comment was received for this
item.

It has been brought to our attention that the Collector that was planned for parts of Ph 5 & 6 of
Sloanbrooke that was originally designed as a Collector Street has recently been downgraded to a
Residential/Local Street. It is the middle road that heads south from the roundabout in Ph 5 and then runs
south through Ph 6 to the adjacent property. It is our understanding this administrative item is the first step in
the process of reducing this from a Collector which is 31' wide to a Residential/Local which is 28' wide.
