The topics to be discussed at the committee meeting include: 1. GREGG AVENUE WATER MAIN REPLACMENT- Discussion of water main relocation project in connection with the AHTD's planned improvement of Gregg Avenue (Mud Creek Bridge to 2004). City of Fayetteville shall need to relocate the existing water mains to accommodate the planned roadway improvements, including upsizing of the new main as per master improvement plan. To meet the roadway improvement schedule, to avoid delay on such project, and to secure the needed resources for the capital improvement project; outside engineering services shall be necessary. Garver Engineers has been selected and a contract for $135,950.00 negotiated for this project. 2. WATER STORAGE REPAINTING - Discussion of a consolidated water tower painting program addressing the 7-million gallon Rodgers Drive Ground Storage Tank and the Goshen Elevated Water Tower. To enable the water storage facilities to Jodi oD0 GJ/A puAJO only be removed from service during the off-peak season, and to enhance the competitiveness of the bidding process; these projects are combined to increase bidder attraction and for economies of scale; targeting a bidding process for the fall of 2002. To meet this schedule and avoid a year delay on these priority needs, outside engineering services shall be necessary. McClelland Consulting Engineers was selected to provide the needed services and a contract in the amount of $31,481.00 negotiated for the proposed scope of work. 3. COLLEGE AVENUE WATER MAIN REPLACEMENT PROJECT - Discussion of a water main replacement and relocation project to address a deteriorated and undersized pipeline. The existing water main is under the driving surface of College Avenue (Maple to North Street) and is a 2002 Capital Improvement Plan Project. The replacement of this water line is complex due to the developed corridor, the high levels of traffic and the large number of interconnecting water mains. To study alternatives, define the most economical/effective arrangement and to define project costs, an engineering consultant is recommended to provide a preliminary study of feasible alternatives and develop recommendations regarding the best project configuration. McClelland Consulting Engineers was selected to provide the needed services and a contract in the amount of $28,894.00 negotiated for the proposed scope of work. 4. 36" WATER MAIN CORROSION ANALYSIS - A request for qualifications was prepared to address the need for a technical consultant to study the 11-mile, 36-inch diameter cast iron water transmission main connecting Fayetteville to Beaver Water Treatment Plant. The qualifications of several firms Were evaluated with Black and Veatch of Kansas City being ranked the best qualified consultant for this study. A scope of work and compensation are being negotiated. 5. WATER AND SEWER OPERATIONS -STAFFING CHANGE - The Water and Sewer Operations Division has grown in magnitude of operations but has not expanded its managerial resources to maintain a reasonable span of control. A recent resignation has forced attention on the upper management structure and has revealed a need for increased staffing. It is proposed to revise and upgrade the job description of the assistant superintendent to include engineering education or equivalent experience, assuming a role of overall operations oversight. Below this position, it is proposed to add two new positions, one titled Water Distribution Manager and one titled Sewer Collection Manager. This division of responsibilities shall provide increased administrative resources in the Water and Sewer Operations Division. The current Water and Sewer Operations Superintendent (David Jurgens) shall be transitioned from a historic role of field/office oversight to a role that is office -based and addresses general administrative control of projects and staff coupled with customer relations. This delegation of field responsibilities to others, and increasing the intensity of such oversight shall improve performance, efficiency and customer service. The growth of the Water and Sewer Operations, the increasing complexities of a large infrastructure system and the customer service enhancements planned for coming years dictate managerial staff. Approval to add two positions in the Water and Sewer Operations Divisiori is requested. 6. VULNERABILITY ASSESSMENT - At the quarterly meeting with Beaver Water District on August 14, 2002 the need for a vulnerability assessment on the Fayetteville Water System was discussed. Under new federal regulations (Homeland Security) it was indicated that utilities serving 100,000 persons must submit a vulnerability assessment by March of 2003, and utilities serving 50,000-100,000 persons (Fayetteville) must develop a vulnerability assessment by September of 2003. In order to perform a vulnerability assessment, it is indicated that such preparer must attend appropriate training in order to satisfactorily address the requirements and may need to become certified as proficient in performing this type of work. The City of Fayetteville does not have any staff that is qualified to perform such assessments and with, the one-time ,nature of this activity, it may not be appropriate to develop internal capabilities. In the final quarter of 2002, it shall be necessary to evaluate methods for complying with the federal mandate, and soliciting qualification statements from Certified service providers. Funding for this activity must be incorporated into the 2003 budget. Costs for such services are not yet known but may be substantial for a water system the size of Fayetteville. It is possible that a vulnerability assessment will represent a cost on the order of $100,000.00 to $150,000.00. 7. SALE OF PORTION OF WATER TOWER SITE - Ozarks Electric Cooperative Corporation has requested that the City of Fayetteville consider the sale of approximately two acres of land off the west end of the Gulley Road Water Storage Tank Site. The City of Fayetteville currently owns approximately 12.0 acres of land at this location. The utility company has plans to construct an electric substation on this site. The property to be sold does not lie within the City Limits of Fayetteville.
