Noland Wastewater Treatment Facility from Jack Tyler Engineering, Inc. in the amount of$10,900.00 plus applicable freight and taxes, and approval of a budget adjustment. BACKGROUND: The Noland Treatment Facility utilizes two odor control systems, one at the facilities Influent Headworks building (OSC-1) and the second at the Solids Handling building (OSC-2) where WAS or wasted biosolids are belt-press dewatered and loaded into the semi-trucks for transport to the Biosolids Management Site. The odor control systems operate as three-stage chemical scrubbers where dilute solutions of caustic (NaOH) and bleach (NaOCI) remove odorous gases, primarily hydrogen sulfide (H2S), from the building's exchange air. Large air-intake units generate several interior air-exchanges per hour where the building's exhaust air passes through the odor control units. Replacement of the failed chemical recirculation pump will ensure the functionality of odor removal from Noland's biosolids-handling process as needed. DISCUSSION: Recent inspection of a failed Stage 2/3 recirculation pump found the degree of wear-damage to internal components extensive enough that complete replacement of all components is necessary. Vanton quotes comparing cost of an overhaul rebuild kit (parts only) to the cost of a new pump show a percent difference of only 20%. Especially when accounting for the additional labor costs associated with rebuilding the old pump, and the value of a standard warranty acquired with a new pump purchase, staff believes that a new pump purchase is the best • choice. Jack Tyler Engineering out of Little Rock, AR recently submitted a low bid of$10,900.00 for a new Vanton-brand Stage 2/3, vertical-mount centrifugal pump for the facility's Solids Handling Building OSC-2 system. Jack Tyler Engineering is the only regionally authorized supplier for Vanton-brand equipment. Vanton Pump & Equipment Corp. out of Hillside, New Jersey submitted the next highest price quote, while R.C. Beach &Associates, Inc. submitted a Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 no bid response as they are located outside the Arkansas sales region for Vanton products. Freight is estimated at $600.00 and taxes are estimated at $1,121.25 for a total of $12,621.25. BUDGET/STAFF IMPACT: Budgeted funds will be moved from the Sanitary Sewer Rehabilitation account to the Plant Pumps and Equipment account to cover the replacement costs for the centrifugal pump at the Noland WWTP. Funds being moved are budgeted funds for sewer rehabilitation/replacement and maintenance.
