AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND ACCEPT A QUOTE IN THE
AMOUNT OF $49,492.00 PLUS APPLICABLE TAXES AND FREIGHT FROM JACK TYLER
ENGINEERING, INC. FOR THE PURCHASE OF A SUBMERSIBLE PUMP FOR USE AT THE
FARMINGTON LIFT STATION
WHEREAS, Farmington Lift Station Pump #1 experienced mechanical failure in April and was pulled
for disassembly and repair; and
WHEREAS, the recent heavy rainfall exerted heavy pumping demands on the remaining pumps causing
the failure of Pump #3 on June 23rd, which has left the operation of the Farmington West Lift Station
relying solely on a single fully operational pump and temporary pump around solutions to assure full
capacity of the station; and
WHEREAS, staff has explored alternative pump makes, models and configurations and the pump
recommended by Jack Tyler Engineering, Inc. is specifically designed for handling the heavy solids that
consistently cause wear on the pump equipment at the Farmington Lift Station, and is also the only pump
capable of delivering the pump pressure requirements while fitting into the existing piping configuration
without extensive redesign; and
WHEREAS, purchasing a new pump requires a lead time of 8 to 12 weeks and, because of the
additional time involved in competitively bidding such a purchase, staff recommends expediting the
purchase of a replacement pump to reduce the amount of time the temporary measures have to remain
in place.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby finds the above
circumstances make competitive bidding not feasible or practical and therefore waives the requirements
of formal competitive bidding and accepts a quote in the amount of $49,492.00 (plus any applicable
taxes and freight charges) from Jack Tyler Engineering, Inc. for the purchase of a submersible pump
for use at the Farmington Lift Station.

SUBJECT: Submersible Pump for the Farmington Sewer Lift Station
RECOMMENDATION:
Staff recommends approval of the purchase of one (1) FLYGT-brand submersible pump from
Jack Tyler Engineering, Inc. for the Farmington Lift Station in the amount of $49,492.00 plus
applicable taxes and freight.
BACKGROUND:
The Farmington West Lift -station, on Double Springs Road, pumps untreated influent from
neighboring Farmington directly to the West Side Treatment Facility. This year, on an
increasingly frequent basis, maintenance technicians have been regularly responding to lift -
station SCADA alarms (several times per week) that require back-flushing the submersible
pumps to dislodge clogging rags and other solid debris that bind the pump impellors. In April this
year, the station received a SCADA alarm indicating a failure -to -start when calling for Pump #1.
Maintenance technicians determined the pump's circuit breaker tripped from high amperage
draw. After clearing possible impellor debris, Pump #1 immediately experienced the same high
amperage draw fault. This failure -to -start required pump #1 to be pulled and sent to Jack Tyler
Engineering, Inc (Arkansas's only certified distributor and repair facility for FLYGT products) in
Little Rock for disassembly inspection. The pump inspection found significant damage requiring
approximately $33,190 to repair.
Project staff have been investigating alternative pump makes, models and configurations for a
solution to address the high level of pump wear experienced by this station's consistent issues
of binding rags and other solid waste products. No other pump distributor can provide a pump
capable of delivering the station's pump pressure requirements (TDH = 200 ft) and also fit into
the existing piping configuration without extensive redesign. Jack Tyler Engineering has
recommended FLYGT's patented N -technology 3315 -model pump, with compatible pump
mount, and an impellor specifically designed for passing heavy solids. The 3315 -model's unique
impellor design and chopper ring features are well suited for handling the station's solid wastes
that are leading to the excessive pump wear and subsequent damages experienced by the
station's current 11 -yr old pump models. This pump should provide a major reduction in
maintenance costs and service disruptions due to clogging.

DISCUSSION:
Recently, the Fayetteville region experienced heavy rainfall and this weekend; a high-flow event
exerted heavy pumping demands on all lift -station and facility process pumps. On Sunday
afternoon (June 23rd), the Farmington lift -station Pump #3 lost operation due to a water leak into
the motor. This most recent development leaves operation of the Farmington West lift -station
relying solely a single, fully operational pump. Temporary pump around solutions are being
finalized to assure full capacity of the station, but it is essential to expedite the acquisition of the
replacement pump.
Jack Tyler Engineering has submitted a quote to replace the failed Pump #1 in the amount of
$49,492.00. The pump order would have a lead time of 8 to 12 weeks. Freight charges are
estimated at $3,000. Staff recommends approval of the purchase of one submersible pump from
Jack Tyler Engineering, Inc. in the amount of $49,492.00 plus $3,000.00 for estimated freight
charges. Taxes are estimated at $5,117.97 for a total purchase request of $57,609.97.
BUDGET/STAFF IMPACT:
Funds are available within the Water Storage and Pump Station Maintenance account.
