FOR THE REPAIR OF A SUBMERSIBLE PUMP FOR THE FARMINGTON LIFT STATION WHEREAS, Farmington Lift Station Pump 41 experienced mechanical failure in April and was pulled for disassembly and repair; and WHEREAS, the recent heavy rainfall exerted heavy pumping demands on the remaining pumps causing the failure of Pump #3 on June 23rd, which has left the operation of the Farmington West Lift Station relying solely on a single fully operational pump and temporary pump around solutions to assure full capacity of the station; and WHEREAS, the City will achieve substantial savings by accelerating the rebuild of Pump #1, which Jack Tyler Engineering, Inc. has agreed to do, thus reducing the amount time the temporary pump is rented; and WHEREAS, formal competitive bidding is not necessary for the repair of "hidden or unknown damages." CITY OF FAYETTEVILLE ARKANSAS MEETING OF JULY 2, 2019 TO: Mayor and City Council THRU: Don Marr, Chief of Staff FROM: Tim Nyander, Utilities Director DATE: June 27, 2019 CITY COUNCIL MEMO SUBJECT: Repair of a Submersible Pump at the Farmington Sewer Lift Station RECOMMENDATION: Staff recommends the repair of one (1) FLYGT-brand submersible pump from Jack Tyler Engineering, Inc. for the Farmington Sewer Lift Station in the amount of $33,190.40 plus applicable taxes and freight. BACKGROUND: The Farmington West lift station on Double Springs Road pumps untreated influent from neighboring Farmington directly to the West Side Treatment Facility. This year, on an increasingly frequent basis, maintenance technicians have been regularly responding to lift station SCADA alarms (several times per week) that require back-flushing the submersible pumps to dislodge clogging rags and other solid debris that bind the pump impellors. In April this year, the station received a SCADA alarm indicating a failure -to -start when calling for Pump #1. Maintenance technicians determined the pump's circuit breaker tripped from high amperage draw. As a first attempt at trouble -shooting the breaker fault, technicians performed a standard back-flush to clear debris possibly binding the pump's impellor. After clearing possible impellor debris Pump #1 immediately experienced the same high amperage draw fault. This failure -to - start required the submersible pump to be pulled from the nearly 35 foot deep wet -well. Pump #1 was pulled and sent to Jack Tyler Engineering, Inc - Arkansas's only certified distributor and repair professional for FLYGT products - in Little Rock for disassembly inspection. The pump inspection found a failed internal bearing leading to the impellor lodged against the volute interior wall. The locked in place impellor caused the high amperage draws, thus causing circuit breaker faults when called for. Project staff have been investigating alternative pump makes, models and configurations for a solution to address the high level of pump wear experienced by this station's consistent issues of binding rags and other solid waste products. So far, no other pump distributor has found a pump capable of delivering the station's pump pressure requirements (TDH = 200 ft). Jack Tyler Engineering has recommended FLYGT's patented N -technology 3315 -model pump, with compatible pump mount, and an impellor specifically designed for passing heavy solids. The 3315 -model's unique impellor design is well suited for handling the station's solid wastes that are leading to the excessive pump wear and subsequent damages experienced by the station's current 11 -yr old pump models. This weekend, a high-flow event exerted heavy pumping demands on all lift station and facility process pumps. For example, West Side's average process flow of 7.5 million gallons of wastewater per day (2018, Annual AVG) increased to a flow rate of nearly 40 MGD. Sunday afternoon (June 23rd), the Farmington lift station Pump #3 lost operation after experiencing a `failed seal' alarm. This most recent development leaves operation of the Farmington West lift station relying upon a single, fully operational pump. DISCUSSION: In consideration of recent circumstances — a heavily damaged Pump #1 and recently failed Pump #3 — staff requested approval of an emergency purchase of a new NP3315 model FLYGT submersible pump for the Farmington West lift station to replace pump #1. This item was walked onto the City Council Agenda Session on June 2511, to be presented at the City Council Meeting on July 2nd The plan was to rent a portable pump large enough to pump the Farmington Lift Station should the remaining pump fail. The cost of that pump rental for the period of time until the new pump arrived was estimated at $38,325. The cost to rebuild the existing lift station pump which is currently tore down in the shop in Little Rock is $33,190.40. The City can save money by getting the pump rebuilt. This is estimated to take two weeks. During that time, the rental pump will be in place in case of an emergency. When the City receives the rebuilt pump, the rental pump can be returned. Because it was necessary to have the repair facility disassemble the units to determine the extent of hidden and unknown damage to equipment already purchased, a bid waiver and/or formal sealed bidding is not necessary according to Ark. Code Ann. §19-11-203(14)(DD). Staff recommends the approval to have Jack Tyler Engineering, Inc. repair the pump in the amount of $33,190.40 plus applicable freight and taxes. Freight is estimated at $1,000.00 and taxes are estimated at $3,333.57, for a total purchase request of $37,523.97.
