HomeMy WebLinkAbout125-19 RESOLUTION113 West Mountain Street Fayetteville, AR 72701 (479)575-8323 Resolution: 125-19 File Number: 2019-0286 FAYETTEVILLE DIGITAL INCLUSION AND EQUITY PLAN: A RESOLUTION TO DEVELOP THE CITY OF FAYETTEVILLE DIGITAL INCLUSION AND EQUITY PLAN WHEREAS, the City of Fayetteville believes that every resident should have opportunities to access and use information and communication technologies for education, job opportunities, civic engagement, health care, financial services, entertainment, and social connection; and WHEREAS, ubiquitous access to the internet is essential for furthering both state of Arkansas's status as a leader in computer science education and the city of Fayetteville's status as the Startup City of the South; and WHEREAS, Mayor Lioneld Jordan has created the Digital Inclusion Task Force to build a community- wide coalition of partners for the purpose of addressing digital divides in our community with the guiding ambition that every student has the resources to complete their homework at the kitchen table; and WHEREAS, the City acknowledges close partnerships with the University of Arkansas, Fayetteville Public Library, and Fayetteville Public Schools to identify community organizations and stakeholders to form the coalition; and WHEREAS, the City can leverage assets such as fiber networks and partner with agencies, nonprofits, and private sector businesses to deploy and support community digital inclusion programs; and WHEREAS, the City of Fayetteville is cooperating with the University of Arkansas Libraries and Page 1 Printed on 5122119 File Number.' 2019-0286 Resolution 125-19 Department of Communication in conducting a residential survey to assess residents' needs and barriers when accessing adequate and affordable broadband, technology resources, and training opportunities; and WHEREAS, the residential survey results will enable the Digital Inclusion Task Force, City, and community to develop a Digital Inclusion and Equity Plan that inventories resources, identifies gaps in services, sets goals, and develops a roadmap to reach adopted goals; and WHEREAS, the Digital Inclusion Task Force has outlined the Plan's framework to encompass: • Access to affordable and adequate broadband internet for single family and multifamily homes and businesses; • Technology, including refurbishing and technical support for computing hardware; • Digital Literacy education opportunities that contribute to digital citizenship, privacy, and cybersecurity skills; • Policy that supports: economic opportunity and innovation; robust and resilient communications systems for public safety and cybersecurity; appropriate management of public rights-of-way, land use and zoning; development of municipal fiber infrastructure; and partnership with state and national broadband advocates for digital equity; and • Opportunity for all residents to participate and contribute to civic life as set forth within City Master Plans for Workforce Development, Economic Development, City Plan 2040, and the Energy Action Plan; and WHEREAS, the Mayor's Digital Inclusion Task Force is building an inclusive community -wide coalition of partners to advance technological innovation, enhance disaster response, promote online civic engagement, and provide an infrastructure strategy aligned with the needs of our residents; and WHEREAS, because hashtags facilitate and catalog online discourse, Mayor Lioneld Jordan encourages all residents to contribute their ideas and feedback using the hashtag #digitalfayetteville. BACKGROUND: A little over a year ago, the Mayor created the Digital Inclusion Task Force to explore concepts of digital readiness, help define "existing conditions" of local broadband, and work to bridge digital divides in the city so that residents and business owners of Fayetteville have access to .affordable and adequate broadband internet and the digital literacy skills to use it. Since that time, the. Task Force has hosted 5 public engagement events, and worked with the National Digital Inclusion Alliance, Next Century Cities, and the National League of Cities to explore best practices in development of a plan. The Task" Force also recently worked with the University of Arkansas Libraries and Communications Department to design and conduct a residential survey to assess residents' needs and barriers regarding access to broadband, technology resources, and training opportunities: Survey results will shape the roadmap to reach stated goals. DISCUSSION: The Digital Inclusion Task Force is identifying a broad coalition of institutions and non -profits to inventory resources, identify gaps in services, set goals, and develop a roadmap to reach adopted goals. The Digital Inclusion Task Force, on behalf of the Mayor and Task Force Member and City Council Member Kyle Smith; request the City Council to adopt a resolution in support of the planning effort and to develop a Digital Inclusion and Equity Plan to serve as a guiding document for city planning efforts related to broadband access, digital literacy education opportunities, policy development, and fiber infrastructure.
