HomeMy WebLinkAbout123-19 RESOLUTION113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 123-19 File Number: 2019-0282 WILSON PARK NEW BRIDGE AND A PEDESTRIAN CONNECTION: A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO APPLY FOR AND UTILIZE FEDERAL -AID RECREATIONAL TRAILS PROGRAM FUNDS FOR CONSTRUCTION OF A NEW BRIDGE AND A PEDESTRIAN CONNECTION FROM THE TRAIL TO THE PAVILION AT WILSON PARK WHEREAS, the City of Fayetteville understands Federal -Aid Recreational Trails Program funds are available in an amount up to $216,000.00 at 80% federal participation and 20% local match for construction of a new bridge and a pedestrian connection from the trail to the pavilion at Wilson Park; and WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the City of Fayetteville for the life of the project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that the City of Fayetteville will participate in accordance with its designated responsibility, including maintenance of this project. Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby authorizes the City of Fayetteville to cooperate with the Arkansas Department of Transportation to initiate action to implement this project. BACKGROUND: The two existing pedestrian bridges on the west side of the park were constructed in 1986. They have reached the end of their lifespan and need to be replaced. DISCUSSION: This project will remove the two existing 4 -ft bridges and construct one 10 -ft bridge and connecting sidewalks to the loop trail and the pavilion. In addition to better pedestrian access, the 10 -ft bridge will also accommodate mowers which will allow safer maintenance access across the creek. A stone/concrete trail will connect the pavilion and playground to the loop trail and will provide improved ADA access. Stream restoration work around the removed bridge will provide a natural stream crossing. BUDGET/STAFF IMPACT: The total project budget is $216,000. The city's portion (20%) will be $43,200.
