CITY OF
FAYETTEVILLE
ARKANSAS
MEETING OF MAY 21, 2019
TO: Mayor and City Council
CITY COUNCIL MEMO
THRU: Don Marr, Chief of Staff
Connie Edmonston, Parks and Recreation Director
FROM: Byron Humphry, Parks Maintenance Superintendent
DATE: May 1, 2019
SUBJECT: 2019 Recreational Trails Grant Application
RECOMMENDATION:
Staff requests approval of a resolution expressing the willingness to utilize federal -aid
recreational funds and to allow the Parks and Recreation Department to submit an application
for consideration of an 80/20 matching grant through the Arkansas Recreational Trails Program
for an award of up to $216,000 to be used for the construction of a new bridge at Wilson Park
and pedestrian connection to the pavilion.
BACKGROUND:
The two existing pedestrian bridges on the west side of the park were constructed in 1986.
They have reached the end of their lifespan and need to be replaced.
DISCUSSION:
This project will remove the two existing 4 -ft bridges and construct one 10 -ft bridge and
connecting sidewalks to the loop trail and the pavilion. In addition to better pedestrian access,
the 10 -ft bridge will also accommodate mowers which will allow safer maintenance access
across the creek. A stone/concrete trail will connect the pavilion and playground to the loop trail
and will provide improved ADA access. Stream restoration work around the removed bridge will
provide a natural stream crossing.
BUDGET/STAFF IMPACT:
The total project budget is $216,000. The city's portion (20%) will be $43,200.
