HomeMy WebLinkAbout119-19 RESOLUTION113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 119-19 File Number: 2019-0268 GULLEY PARK TRAIL LIGHTING: A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF FAYETTEVILLE TO APPLY FOR AND UTILIZE FEDERAL -AID TRANSPORTATION ALTERNATIVES PROGRAM FUNDS IN AN AMOUNT UP TO $160,000.00 FOR LIGHTING OF THE TRAIL AROUND GULLEY PARK WHEREAS, the City of Fayetteville understands Federal -Aid Transportation Alternatives Program funds are available through the Arkansas Department of Transportation - Transportation Alternatives Program in an amount up to $160,000.00 at 80% federal participation and 20% local match for the lighting of the trail around Gulley Park; and WHEREAS, the City of Fayetteville understands that Federal -Aid funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the City of Fayetteville for the life of the project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines that the City of Fayetteville will participate in accordance with its designated responsibility, including maintenance of this project. Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby authorizes the City of Fayetteville to cooperate with the Arkansas Department of Transportation to initiate action to implement this project. BACKGROUND: The City trail construction crew has recently completed the replacement of one mile of trails within Gulley Park. Electrical conduit has been installed along the new 8 -foot -wide concrete trails, however sufficient funding is not currently available to install the wire and estimated 50 light poles. DISCUSSION: The Arkansas Department of Transportation is currently accepting applications for funding through the Transportation Alternatives Program. Trail lighting an eligible item for this program and could provide 80% funding for installing the trail lightings in one of our highest used parks. BUDGET/STAFF IMPACT: The total estimated cost for the lighting installation if $200,000. If the Transportation Alternatives Program grant is approved and fully funded, the City will be responsible for 20% of the total project cost, or $40,000. Funding for the match has been budgeted through the Parks Development Program for community park improvements.
