RUPPLE ROAD REGIONAL SEWER LIFT STATION:
A RESOLUTION TO EXPRESS THE CITY COUNCIL'S INTENTION TO SHARE IN THE COST OF
CONSTRUCTING A REGIONAL SEWER LIFT STATION NEAR RUPPLE ROAD
WHEREAS, City staff has determined that providing sewer service to the approximately 450 -acre basin
between Centennial Park at Millsap Mountain and Broyles Avenue with one regional lift station,
instead of multiple smaller lift stations as parcels in the area are developed will be in the City's best
interest for long term maintenance and operational savings; and
WHEREAS, the preliminary estimated cost of a regional lift station for this area is $2,087,400.00; and
WHEREAS, the cost share is intended to give the developer and engineer confidence to move forward
with a regional design approach knowing that the City has expressed an interest in participating in an
appropriate future cost share; and
WHEREAS, the City's portion of the cost share is not known at this time and may depend, in part, on
how many developers and property owners participate in the cost share agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby expresses its intention to
share in the cost of constructing a regional sewer lift station near Rupple Road with property owners
and developers in the lift station service area.

SUBJECT: Rupple Road Regional Sewer Lift Station — Intent to Cost -Share
RECOMMENDATION:
Staff recommends a resolution expressing City Council intent to share in the cost of constructing
a regional sewer lift station near Rupple Road.
BACKGROUND:
Rupple Road, between Martin Luther King Blvd. and Persimmon St. was constructed in 2016 by
the City of Fayetteville through the transportation bond program. Rezonings in this area were
approved by the city council to encourage residential and mixed-use development patterns as
well as protect sensitive environmental features. The basin that lies between Centennial
Mountain and Broyles Avenue, approximately 450 -acres, will need to be served through sewer
lift stations in order to pump wastewater up and out of this basin.
DISCUSSION:
As development proposals have begun in this basin, city staff has identified that serving this
basin with one regional lift station, instead of multiple smaller lift stations, will be in the City's
best interest for long term maintenance and operational savings. Furthermore, a regional lift
station for this area would pump wastewater directly to the Westside Water Resource Recovery
Facility on Broyles Avenue, avoiding "double -pumping" of the waste by sending it into other
existing gravity systems that drain towards existing pumping facilities.
This Intent to Cost -Share is intended to give the developer and engineer confidence to move
forward with a regional design approach, knowing that the City will indeed participate in an
appropriate cost -share in the future. The exact dollars requested from the City are not known at
this time, but would be presented to the City Council in a future agenda item for consideration.
The overall preliminary project cost estimation is $2,087,400.00. Future detailed design will
allow more accurate estimations.
BUDGET/STAFF IMPACT:
There are no budget impacts at this time as this is a statement of intent, not obligation of funds.
