A RESOLUTION TO AUTHORIZE THE CITY'S CONTINUED MEMBERSHIP IN THE NORTHWEST
ARKANSAS REGIONAL PLANNING COMMISSION THROUGH 2023 AND TO APPROVE THE
PAYMENT OF MEMBERSHIP DUES FOR 2019 IN THE AMOUNT OF $51,506.00
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the City's continued
membership in the Northwest Arkansas Regional Planning Commission through 2023 and further approves
the payment of membership dues for 2019 in the amount of $51,506.00 based on a fee structure of $0.70 per
capita.

SUBJECT: Approval of a membership with the Northwest Arkansas Regional Planning
Commission for each year from 2019 through 2023.
RECOMMENDATION:
Staff recommends approval of a membership with the Northwest Arkansas Regional Planning
Commission for each year from 2019 through 2023.
BACKGROUND:
The Northwest Arkansas Regional Planning Commission provides a wide range of planning,
administrative, and technical services to member governments. Membership also enables
eligibility for federal aid distributed to member jurisdictions in Washington and Benton Counties
for transportation projects of regional significance.
DISCUSSION:
The City of Fayetteville's participation and representation in regional affairs is critical to the
future of NWA. Membership with the Northwest Arkansas Regional Planning Commission would
provide the City an avenue for regional dialogue and cooperation.
BUDGET/STAFF IMPACT:
The membership fee is $51,506.00/year. This money has been budgeted in the General Fund.

In accordance with the Northwest Arkansas Regional Planning Commission's FY 2019
budget, we respectfully request that $51,506.00 be appropriated in the 2019 Fayetteville
budget as the City's contribution toward the 2019 operation of the agency. The amount is
unchanged from last year, and is based -on the same membership fee structure of 70
cents/capita (which is 15 cents/capita lower than it was in. 1996). As a matter of
comparison with other metropolitan areas in Arkansas with regional planning
commissions, Metroplan members in Central Arkansas pay 92 centleapita, and SARK
members in Southeast Arkansas pay 65 cents/capita as their respective membership fees.
Besides providing a. forum for regional dialogue and cooperation, the Commission
provides a wide range of planning, administrative, and technical services to our member
governments. In addition, as the designated Metropolitan Planning Organization (NFO)
under U.S. DOT regulations, NWARPC receives over $7 million annually for distribution
to member jurisdictions in Washington and`Benton Counties for transportation projects of
regional significance. The Commission is also the Designated Recipient for Federal
Transit Administration grant funding for transit providers --Ozark Transit and Razorback
Transit. As such, we are responsible for transit planning in the 2 -county area, and for
determining the distribution of ($2.7 million) FTA funding for capital and operating
assistance.
Fayetteville's participation and representation in regional affairs is critical to the future of
Northwest Arkansas ----particularly as the region continues to grow and expand. .
