This request is one part of the broader PUBLIC LIBRARY EXPANSION PROJECT, and is intentionally coupled with the establishment of a new Tree Preservation Easement that increases the extents of Tree Preservation areas on the site, which will be filed under separate cover. Working in dialogue with the City, the design team has modified the proposed design to maintain existing Tree Preservation areas along School Ave, and to identify an appropriate location for a new Tree Preservation area to offset the necessary vacation of one Tree Preservation area that sits due south of the existing library within the footprint of the new addition where it can connect to all levels of the existing library and parking garage. Specifically, the easement to be vacated is an existing tree preservation easement that was dedicated per plat 23-19, located east of the existing southern entrance to the library parking garage from Rock Street. A new tree preservation easement, increasing the total amount of Tree Preservation area on the overall site, will be dedicated by a separate easement plat for the expanded library site. Vacate one tree preservation easement located at the site of the Fayetteville Public Library. RECOMMENDATION: Staff is recommending in support of the vacation of this tree preservation easement in conjunction with a new tree preservation easement located on the west side of the new library building expansion. BACKGROUND: The owner would like to vacate a tree preservation easement located to the southwest of the current library building and replace the easement with a new easement on the west side of the new expansion. There are three tree preservation easements on this site (Exhibit A) labeled A, B, and C. The request is to vacate tree preservation easement C. Tree preservation C contains 3,083 square feet and is located to the southwest of the existing library. Tree preservation C contains two significant post oaks, two large hackberry trees and two dead trees. To offset the vacation of tree preservation C, the applicant is proposing to add a new 7,566 square feet tree preservation easement to the west side of the new library expansion building (Exhibit F) with newly planted trees. The proposed project includes 30 extra trees (Exhibit H) that are not required for mitigation or for other landscape requirements. DISCUSSION: Urban Forestry staff met with applicant in November of 2017 to discuss tree preservation and landscape requirements. Staff met with the design team a few more times to expand on the requirements and tree preservation easements. The design team has stated that one of the major factors for moving the expansion and connector to east side of the project is for a better connection to the proposed Cultural Arts Corridor. The design team was concerned about making the interior circulation of this project work with the existing library. Urban Forestry staff worked with the applicants to preserve the two remaining tree preservation easements and mitigate the loss of the one tree preservation easement. Mailing Address: 113 W. The proposal for the expansion is far enough along that major changes and design modifications would cost a significant amount of money for this project.
