NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby finds the above circumstances make competitive bidding not feasible or practical and therefore waives the requirements of formal competitive bidding and authorizes the purchase of child safety seats from Evenflo Company, Inc. through the Worldsafe Factory Direct Discount program through 2023 in the estimated amount of $16,000.00 per year. BACKGROUND: For 18 years, the STEP Grant has provided annual funding for the purchase and distribution of child safety seats throughout our community. Fayetteville Police Department has used this grant funding to purchase various child safety seats through Evenflo's "Worldsafe Factory Direct Discount". In 2017, the STEP Grant funding for purchase of child safety seats was cut from $15,000 to $1,000. Police and City Administration used budgetary savings of $15,000 to continue this community outreach program for the grant period October 2017 through September 2018 grant year. DISCUSSION: For the 2018-2019 STEP grant year, the child safety seat program was again funded at only $1,000, and once again, Police and City Administration requests the use of budgetary savings in the amount of $15,000 to locally fund this community outreach program. Additionally, staff requests approval of a bid waiver to Evenflo with annual renewal up to four (4) years for the continued purchase of child safety seats through their Worldsafe Factory Direct Discount price sheet (attached). Evenflo has been a partner and supporter of this nationwide community outreach program for many years. BUDGET/STAFF IMPACT: Budgetary fuel savings within the Police Department will be used to purchase child safety seats in the amount of $15.000. STEP grant funding of $1,000 will be added to purchase a total of $16,000 worth of child safety seats for our community. This bid waiver and budget adjustment has no impact on staffing.
