Mayor Jordan called the meeting to order. PRESENT: Council Members Adella Gray, Sarah Marsh, Mark Kinion, Matthew Petty, Justin Tennant, Sarah Bunch, John La Tour, Kyle Smith, Mayor Lioneld Jordan, Assistant City Attorney Blake Pennington, City Clerk Sondra Smith, Staff, Press, and Audience. Approved Bid #18-44 Wheeler Lumber, LLC: A resolution to award Bid #18-44 and authorize the purchase of a prefabricated bridge from Wheeler Lumber, LLC in the amount of $90,700.00 plus applicable taxes to be installed on the Niokaska Creek Trail. Resolution 187-18 as recorded in the office of the City Clerk Electric Motor Center of Springdale, Inc.: A resolution to authorize the repair of a jet mixing pump used at the West Side Water Resource Recovery Facility by Electric Motor Center of Springdale, Inc. in the amount of $30,500.12 plus applicable taxes. Resolution 188-18 as recorded in the office of the City Clerk Startup Junkie Consulting, LLC Amendment No. 2: A resolution to approve Amendment No. 2 to the contract with Startup Junkie Consulting, LLC for an additional three (3) months of economic development consulting services in an amount not to exceed $37,500.00. Resolution 189-18 as recorded in the office of the City Clerk Chamber of Commerce Amendment No. 2: A resolution to approve Amendment No. 2 to the contract with the Fayetteville Chamber of Commerce for an additional three (3) months of economic development consulting services in an amount not to exceed $45,000.00. Resolution 190-18 as recorded in the office of the City Clerk Council Member Marsh moved to accept the Consent Agenda as read. Council Member La Tour seconded the motion. Upon roll call the motion passed unanimously. Unfinished Business: None New Business: Schneider Electric Services USA, Inc.: An ordinance to waive the requirements of formal competitive bidding and authorize the purchase and installation of an R -Frame Retrofit Kit for a new circuit breaker at the West Side Water Resource Recovery Facility from Schneider Electric Services USA, Inc. in the amount of $21,938.84 plus applicable taxes. The project was presented to the Water, Sewer & Solid Waste Committee and recommended to forward to the City Council for approval. Council Member Kinion: This went through the Water, Sewer & Solid Waste Committee. This is about the only option we had and it is a big expense. Council Member Kinion moved to suspend the rules and go to the second reading. Council Member Marsh seconded the motion. Upon roll call the motion passed unanimously. Assistant City Attorney Blake Pennington read the ordinance. Council Member Kinion moved to suspend the rules and go to the third and final reading. Council Member Marsh seconded the motion. Ordinance 6085 as Recorded in the office of the City Clerk RZN 18-6283 (SE of Pump Station Rd. & City Lake Rd./Park Ozark, LLC): An ordinance to rezone that property described in rezoning petition RZN 18-6283 for approximately 2.89 acres located southeast of Pump Station Road and City Lake Road from R -A, Residential Agricultural and I-2, General Industrial to 1-1, Heavy Commercial & Light Industrial. Assistant City Attorney Blake Pennington read the ordinance. Andrew Garner, City Planning Director gave a brief description of the ordinance. The Planning Commission and staff recommend approval of the request. Council Member Marsh moved to suspend the rules and go to the second reading. Council Member La Tour seconded the motion. Assistant City Attorney Blake Pennington read the ordinance. Andrew Garner, City Planning Director gave a brief description of the ordinance. Ordinance 6087 as Recorded in the office of the City Clerk Announcements: Don Marr, Chief of Staff reminded citizens of the new Speak Up Fayetteville site that is on the city website. The Parks & Recreation Department issued a new software for activities and reservation enrollment that's part of our technology improvements. More details are on the city website. The Fall 2018 Bulky Waste Clean Ups have been set for September 15t", September 22d, October 27th, and November 3rd. They are not restricted by Ward use. Information is on the city website. The Development Services office will be closed on September 5, 2018 at 8:00 a.m. to 1:00 p.m. for staff training. The first session for public engagement opportunities for the 71 B Corridor Plan is September 12, 2018 from 5:00 p.m. to 7:00 p.m. at Ozark Natural Foods Community Room. Digital Inclusion has been having meetings for the public. The next meeting will be September 19, 2018. We will have providers available for a panel discussion. Election forums have begun. Information can be found on the city website and Chamber of Commerce. There was a brief discussion about Bulky Waste and E -Waste.
